Compare business loan offers using the same borrowing amount, purpose, and repayment horizon—and evaluate more than the quoted rate. Ask each lender for a written breakdown of your net proceeds, fees, payment schedule, total repayment, rate-change rules, collateral, guarantees, and prepayment terms. A low headline rate can still mean a higher-cost or poorer-fit loan.
Start with offers you can fairly compare
First make sure each offer could fund the same business need. SBA programs illustrate why this matters: 7(a), 504, and microloans differ in eligible uses, loan size, maturity, and rate structure. A lower rate is not a useful comparison if that loan cannot cover the expense or has a repayment schedule your cash flow cannot support. See the SBA’s program comparison and lender resources.
Ask lenders to quote the same requested amount and, where possible, a similar repayment horizon. If one offer is a short-term product with daily payments and another is a longer-term loan with monthly payments, compare the cash received and total cash repaid—not just the stated rate. A factor rate is not directly comparable to an interest rate; ask the lender for a clearly explained annualized cost estimate, if available, and the assumptions behind it.

Build a written comparison worksheet
Use one row per offer. Record the terms from the written proposal, then verify them against the final agreement before signing.

| Early repayment and flexibility | Are there prepayment restrictions or penalties? Can you redraw or access funds again? |
This checklist reflects categories recognized in federal small-business lending pricing data, including interest, origination charges, broker fees, certain non-interest charges, sales-based financing repayment differences, and prepayment penalties. Those categories are useful comparison prompts, not a claim that every product has each charge or that every business borrower receives the same disclosure. Use APR carefully
APR expresses the cost of credit as a yearly rate. Regulation Z states: “The annual percentage rate is a measure of the cost of credit, expressed as a yearly rate.” The definition is useful, but it does not mean every business-purpose financing product must provide a borrower with a standardized APR disclosure. Consumer-credit rules should not be assumed to apply identically to every commercial loan or financing arrangement.

When lenders provide APRs, check that they include comparable costs and use comparable assumptions. If the methods differ—or a product quotes a factor rate rather than an interest rate—do not treat the displayed percentages as an apples-to-apples ranking. The CFPB’s final report on small-business lending data collection reproduces agency guidance describing APR as a standard comparison measure; that wording appears in the report, not as a quotation from the final rule. Separate rate risk from borrowing cost
Fixed-rate offers
A fixed rate provides a rate that does not change under the agreement’s stated terms. Compare the payment schedule and total scheduled repayment alongside the rate; a fixed rate does not by itself tell you whether fees, term, or payment frequency make the offer a better fit.

Variable-rate offers
For a variable rate, record the benchmark or base rate, the lender’s margin, reset timing, and any stated floor or cap. Find out how a rate change affects the payment and whether the agreement permits payment adjustments. Without these details, the initial rate alone does not show the future cost or cash-flow risk.
SBA 7(a) offers
The SBA says 7(a) interest rates are negotiated between borrower and lender, subject to SBA maximums, and can be fixed or variable. Its current lender resources page lists variable-rate maximums by loan size: base rate plus 6.5% for loans of $50,000 or less; plus 6.0% for $50,001–$250,000; plus 4.5% for $250,001–$350,000; and plus 3.0% for loans above $350,000. These are program maximums, not promised rates or a quote for a particular borrower. Verify the current limits, base rate, fees, and prepayment terms on the SBA lender resources page and review the 7(a) program terms. The SBA lists a maximum 7(a) loan amount of up to $5 million; that program ceiling does not establish the amount or rate a lender will offer you.

- Rate risk: Consider whether the rate is fixed or variable and, for variable pricing, how the benchmark, margin, and adjustment rules work.
- Cash-flow fit: Check payment amount and frequency against when the business receives revenue, as well as the term and any balloon payment.
- Security and obligations: Weigh collateral, personal guarantees, lien position, covenants, and reporting requirements.
- Flexibility: Review prepayment restrictions or penalties and any redraw rights.
- Purpose and eligibility: Confirm the loan can be used for the planned expense and that the business qualifies for the program.
These factors can point in different directions. For example, an offer with a higher quoted rate might have lower fees or a repayment schedule that better matches the business’s revenue; the worksheet lets you check the actual terms instead of assuming either offer is cheaper from its headline number alone.

Get and verify multiple written offers
Request itemized terms from more than one lender using the same amount, purpose, and repayment assumptions. SBA advises borrowers to compare rates and terms, and its loan-selection guidance discusses finding a suitable program. SBA Lender Match can connect businesses with participating SBA lenders; it is a way to find potential lenders, not a substitute for comparing their written offers.
Before accepting an offer, reconcile the proposal with the final agreement: check the amount disbursed, every fee, rate-change provisions, payment dates and frequency, total repayment assumptions, guarantees, collateral, and prepayment terms. Commercial-financing disclosure requirements can depend on the state, transaction, lender, and borrower. Check applicable state requirements and the documents that govern your specific loan rather than assuming consumer-credit disclosures apply.
