The most reliable way to compare AI tools is to evaluate the work you actually need done, under the same conditions, and then combine three separate signals: task completion, continued use (retention), and user feedback. Do not rank products by a single benchmark score or by retention alone. Define the task and success rule first; test every candidate with equivalent inputs; record quality and human correction; define exactly what “retained” means; and collect feedback while people perform the task.
This approach follows the task-centered evaluation principles described by the NIST TEVV-Athlon framework and the OECD’s evaluation guidance. NIST summarizes the stakes this way: “The development and utility of trustworthy AI products and services depends heavily on reliable measurements and evaluations of underlying technologies and their use.”
What a defensible AI-tool comparison measures
A comparison is defensible when another team can understand what was tested, reproduce the conditions, and see why a result matters to the intended users. The unit of analysis is not “which model is smartest?” It is “which candidate performs this defined job well enough, for these users, under these constraints?”

- Task completion: whether an attempt met a predeclared, observable success criterion, plus the quality defects and human work needed to finish.
- Retention: whether a defined cohort returned or continued using the tool during a stated window and for a stated event. Retention is a behavioral signal, not a universal measure of value.
- User feedback: what users and affected people report about usefulness, friction, correction effort, trust, risks, and failures while doing the real task.
These signals answer different questions. A tool can complete many tasks accurately but be abandoned because it is slow or difficult to integrate. Another can have high repeat use because it is embedded in a required workflow while producing poor outputs. Keeping the measures separate prevents one number from hiding an important failure.
Step 1: Define the decision and intended use
Write a one-paragraph decision statement before selecting tests. State the choice the comparison will inform, the users, the task, the inputs the tool will receive, and the consequences of an incorrect or incomplete result. NIST’s TEVV-Athlon draft frames evaluation objectives as application-specific, while the OECD task framework describes an evaluation in terms of a task, a candidate system, defined input data, and measured output quality or another characteristic.
Specify the task, not a vague capability
“Evaluate writing” is too broad. A usable specification might be “turn a 1,200-word support transcript into a 150-word customer-facing summary that preserves the issue, promised action, and deadline, with no invented facts.” For a coding assistant, it might be “modify this function to satisfy the supplied tests without changing the public interface.” For a research assistant, specify the question, permitted sources, citation format, and what counts as an unsupported claim.
Record users and operating constraints
Identify who will use the tool and what expertise they have. Record language, accessibility needs, device, connectivity, time limit, data restrictions, required integrations, and the amount of human review permitted. A result obtained by an expert with unlimited editing is not directly comparable with a result expected from a novice in a five-minute workflow.
Set the decision threshold
Define “good enough” before seeing the outputs. Examples include a correct answer with all required fields, a draft accepted after no more than one minor edit, a workflow completed without a prohibited action, or a response that passes a specified safety and factuality checklist. If different errors have different consequences, weight them explicitly rather than letting a single average hide a critical failure.
Step 2: Build comparable task tests
Give every candidate the same task specification and equivalent input conditions. Prepare a test set that represents the work users care about, including routine, edge, ambiguous, and high-consequence cases. Preserve the original inputs, prompts, tool settings, model version, date, and output so a later reviewer can reconstruct each attempt.
Use realistic cases and a reference
Where a reference answer or dataset is appropriate, define it before scoring. The OECD’s direct-test guidance supports comparing output quality against a reference dataset when suitable, but it does not prescribe one universal metric for every task. For open-ended work, a rubric can be more informative than exact string matching: score required content, factual accuracy, reasoning or procedure, style constraints, and harmful or disallowed elements separately.
Understand what a benchmark leaves out
A published benchmark is evidence about the cases and format it contains, not a complete proxy for your workflow. The NIST Practices for Automated Benchmark Evaluations of Language Models (initial public draft, January 2026) emphasizes connecting evaluation aims to benchmark relevance and coverage. Its guidance notes that simplified multiple-choice formats may not represent the free-response work common in practical chatbot use. If you use a benchmark, report its task format, population, language, scoring method, and known omissions alongside your result.
Control the test conditions
Keep conditions comparable without making the test artificial. Decide whether browsing, retrieval, file uploads, code execution, memory, and external tools are allowed. Use equivalent context windows and time limits where the products permit it. If a feature exists only in one candidate, report that as part of the product configuration rather than silently giving one tool an advantage.

Separate development from evaluation data
Do not tune prompts on the same cases used for the final comparison. Maintain a development set for refining instructions and a held-out evaluation set for the reported result. When the test set is small, show the number of cases and the raw outcomes; a percentage without its denominator can look more certain than it is.
Step 3: Measure task completion and quality
Define completion in operational terms, then score every attempt against that definition. A basic completion rate is:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
completion rate = attempts meeting the predefined success criterion ÷ evaluable attempts
State the numerator, denominator, exclusions, and review conditions with the rate. “Evaluable” should be defined before testing; for example, you may exclude an attempt only when an input file was corrupted before the tool received it, not when the tool produced an unusable answer.
Use a multi-part rubric
For each task, record at least:
- whether all required deliverables were present;
- factual or technical correctness against the reference or rubric;
- material omissions, hallucinations, policy violations, or unsafe actions;
- format and constraint compliance;
- human correction time and the severity of corrections; and
- whether the final result was accepted for its intended use.
A tool that reaches an acceptable final result only after extensive rewriting should not receive the same interpretation as one that produces a ready-to-use result. Report both the initial output and the post-edit outcome when human review is part of the workflow.
Score task families separately
Aggregate scores can conceal specialization. Report results by task family—such as summarization, extraction, coding, analysis, or customer support—and show the number of cases in each family. A single overall winner is meaningful only when the task mix and weighting reflect the decision you are making.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Use human raters consistently
For subjective outputs, publish the rubric, rater instructions, and adjudication rule. Blind raters to the tool identity where practical. Have a second rater review a sample or all high-stakes cases, and record disagreements instead of silently averaging them away. Consistent scoring does not make a weak task valid; it only makes the scoring process more repeatable.
Step 4: Define and measure retention separately
Retention tells you whether people return or continue using a tool. It does not, by itself, show that the tool completed tasks correctly or created durable value. The sources cited here do not establish a standard AI-tool retention formula or a universal retention window, so your report must define the event and context.
Write a retention specification
Before collecting data, document:
- Cohort: who is included and the start date or qualifying first use;
- Event: the action that counts as continued use, such as completing another defined task, opening the tool, or using a specific feature;
- Window: the period in which the event must occur, such as seven, 30, or 90 days;
- Exclusions: test accounts, duplicate users, forced usage, outages, or users who never reached the activation step; and
- Context: whether use is voluntary, required by work, part of onboarding, or tied to a particular product plan or workflow.
An example definition—not a universal standard—is: “Among new users who completed one production task during the enrollment week, the percentage who completed at least one comparable task during days 8–30, excluding accounts created solely for testing.” Publish the event and denominator with the percentage.

Separate onboarding from ongoing use
Early return can reflect a successful first experience, while later use can reflect durable workflow value, habit, or organizational requirements. Report these periods separately when they matter to the decision. Compare cohorts that entered under similar conditions; a campaign, product redesign, outage, or policy change can make two retention windows incomparable.

High retention plus low task completion may indicate lock-in, lack of alternatives, or a tool that is pleasant but unproductive. Low retention plus high task completion may indicate that the task is occasional, the interface is inconvenient, or the tool is used only when needed. Investigate the reason through task logs and interviews instead of assigning a value judgment to the retention number.
Step 5: Collect user feedback in the task context
Ask users about the work they just attempted, not only their general opinion of the brand or model. NIST’s AI Risk Management Framework Playbook, Measure function recommends eliciting and tracking feedback from AI actors and integrating end-user and impacted-community feedback into evaluation metrics. The ARIA Evaluation Planning Manual, dated September 18, 2026, describes model testing, red teaming, and user testing as complementary testing types.
Use a short post-task questionnaire
After each meaningful task, ask questions tied to observable events:
- Did the output meet the stated goal?
- What did you have to correct, verify, or redo?
- How much time did the tool save or add?
- Which part was confusing, risky, or frustrating?
- Would you use it for this task again, and under what conditions?
Use a consistent response scale for comparisons, but keep one or two open text fields for failures the predefined choices miss. Capture the task identifier so feedback can be linked to the output and completion score without exposing unnecessary personal data.
Include interviews and observation
Interviews can reveal workarounds that a satisfaction score misses: users may silently fact-check every answer, avoid certain features, or rely on undocumented prompts. Observe representative users performing the task when possible. Record where they pause, abandon, copy information into another system, or ask for human help.
Include affected people, not only direct users
A support agent may like an AI drafting tool while customers receive confusing or inaccurate messages. A hiring team may report speed gains while applicants experience inconsistent treatment. Identify people affected by outputs and provide a feedback channel appropriate to their role. Analyze privacy, security, accessibility, and fairness concerns alongside convenience.
Step 6: Check validity, consistency, and fairness
The OECD’s 2023 framework for characterizing AI evaluation instruments organizes its analysis around validity, consistency, and fairness. It describes 18 evaluation facets and illustrates the framework by rating 36 instruments with four raters. Those counts characterize the evaluation framework; they are not performance statistics for commercial AI tools.
Validity questions
- Task performance or capability: Does the test measure performance on the real task, or only an isolated capability?
- Coverage: Does the case set include the range of inputs, languages, users, and failure modes that matter?
- Purpose: Is the result intended for selection, monitoring, risk assessment, improvement, or another decision?
- Realism: Do the prompts, data, time pressure, and human handoffs resemble actual use?
- Reference: Is there a defensible answer, rubric, expert judgment, or outcome against which to compare?
- Specificity: Are the task, system, version, and conditions described precisely enough to interpret the result?
Consistency questions
Use the same instructions, scoring rules, and logging conventions for every candidate. Record random seeds or sampling settings when available, rerun variable tasks, and report material configuration changes. Consistency means a reader can tell whether a difference comes from the tools rather than from different prompts, raters, or test conditions.

Fairness and impact questions
Check whether performance and user experience differ across relevant languages, dialects, accessibility needs, demographic groups, or operating environments. Do not average away a severe failure affecting a smaller group. Explain who was included, who was not tested, and how affected people can report harm or request correction.
Build a comparison scorecard
Use one row per candidate and preserve task-level detail in an attached log. The following fields keep the three evidence streams distinct while making trade-offs visible.
| Scorecard field | What to record | Why it matters |
|---|---|---|
| Use case and task set | Task description, user group, input types, number of cases, and permitted tools | Shows whether the comparison represents the intended work |
| Completion | Successful attempts, evaluable attempts, completion rate, and quality defects | Prevents a percentage from hiding its denominator or failure severity |
| Human effort | Review time, correction count, escalation rate, and final acceptance | Distinguishes usable output from output that merely looks plausible |
| Retention | Cohort, qualifying event, window, exclusions, and return count | Makes continued-use figures comparable and interpretable |
| User feedback | Question wording, response scale, sample, task context, themes, and affected-party feedback | Connects attitudes and friction to actual use |
| Validity and coverage | Reference or rubric, edge cases, benchmark limitations, and untested populations | States what the result does and does not establish |
| Consistency | Prompt, version, settings, date, rater process, and reruns | Allows meaningful replication and comparison |
| Fairness and risk | Group-level results, accessibility checks, privacy or safety failures, and mitigation status | Prevents average performance from masking material harm |
| Decision note | Recommended use, conditions, trade-offs, and stop or review triggers | Turns measurements into an accountable choice without inventing a universal winner |
Analyze results without creating a misleading winner
Show counts beside percentages
Report “42 of 50 tasks met the criterion,” not only “84%.” Include the task mix and any exclusions. For user surveys, show the number invited and the number who responded; nonresponse can skew satisfaction results.
Keep incompatible tasks from canceling each other out
If one tool excels at extraction and another at drafting, publish both task-family results. If you must create a composite decision score, disclose the weights, minimum thresholds, and reason for each weight. A tool that fails a non-negotiable safety criterion should not pass merely because it scores well on speed.

Investigate disagreement between signals
- High completion, low feedback: inspect correction burden, interface friction, and trust.
- Low completion, high feedback: users may value the tool’s assistance even when the final task still needs expert work; identify whether that intermediate value is part of the decision.
- High retention, poor quality: check mandatory use, switching costs, and whether users have learned workarounds.
- Low retention, strong quality: determine whether the task is infrequent or whether onboarding and integration are the problem.
Document limits and review dates
Models, product features, policies, and user populations change. Put the test date, candidate version, and conditions on every report. Set a re-evaluation trigger for a major model change, workflow change, incident, or material shift in retention or feedback. The NIST AI measurement and evaluation page emphasizes that trustworthy AI depends on reliable measurement of technologies and their use; reliability requires keeping the measurement context visible.
Common comparison mistakes and fixes
Choosing the benchmark first
Problem: A convenient benchmark becomes the definition of success even though it omits the real workflow.
Fix: Define the decision and task first, then select or supplement benchmarks to cover that task. Explain the benchmark’s format and omissions.
Changing prompts for each candidate
Problem: Prompt differences become a hidden advantage.
