To comment on a proposed gas pipeline in Massachusetts, check the project’s current notices and file through the applicable channels: the federal project docket at the Federal Energy Regulatory Commission (FERC) and the Massachusetts Environmental Policy Act (MEPA) review, if each is open. The project-specific notice controls the document under review, filing method, and deadline; there is no single statewide deadline or submission address for every pipeline proposal.
Find the project’s FERC docket and MEPA filing
Start with the project name and location, then identify its FERC docket and any MEPA filing. The two processes are separate: a comment filed in one does not necessarily satisfy the instructions for the other. FERC says pipeline proposals can offer public participation during pre-filing scoping and formal certificate review, while the project proponent also files with the MEPA Office for state environmental review. For MEPA, search the Environmental Monitor for the project’s listing and notice. For FERC, search eLibrary for notices, applications, and environmental documents. If you cannot identify the docket, FERC’s Office of Public Participation can help the public navigate participation. FERC also identifies open houses and scoping sessions as opportunities to learn about and participate in a proceeding.

Check which comment period is open and its deadline
Use the live project notice, not a date calculated from a general rule. The MEPA Environmental Monitor identifies the project-specific period, and Massachusetts says listed deadlines are updated to reflect extensions. Read the notice for the exact closing date and any specified time or submission instructions.

These are ordinary MEPA timeframes, not a substitute for the date in the live notice. See the MEPA Public Comment Portal for submission information and deadline updates.
FERC may provide participation periods at different stages, including pre-filing scoping, formal certificate review, an environmental assessment (EA), or a draft environmental impact statement (EIS). A particular proposal may not include every stage or opportunity. Follow the latest FERC notice and the applicable environmental document to determine whether comments are being accepted and when they are due.

Submit comments through the channel named in the notice
For Massachusetts MEPA review
MEPA accepts comments through its Public Comment Portal, by email, or by mail, subject to the project notice’s instructions. Use the project listing to find the appropriate submission details. Comments submitted to MEPA are public records.
For the federal FERC proceeding
File comments in the project’s FERC docket through eLibrary, following the notice’s filing instructions. FERC says comments submitted to the docket are shared with cooperating and permitting agencies during environmental review. That sharing does not mean a FERC filing automatically meets a separate MEPA notice’s requirements, so submit to each process in which you want to participate.

Write a focused, useful comment
A strong comment connects a specific concern to the proposal or the document being reviewed, then asks the agency for a response it can act on. FERC identifies alternatives, mitigation, completeness of the environmental analysis, and site- or community-specific concerns as relevant subjects for comments on a draft EIS.
- Identify the project and material. Give the project name and, where available, docket number. Name the filing and cite the page, section, table, or map tied to your comment.
- Locate the concern. Identify the affected place or resource, such as a particular property, community, or environmental feature, and explain the potential effect you are concerned about.
- Explain what needs attention. Point out the missing information, disputed assumption, or impact analysis that does not address the concern. Keep the reasoning tied to the record and the document’s scope.
- Request a concrete response. Ask for additional analysis, consideration of a different alternative, or a specific mitigation measure where appropriate.
- File before the project-specific deadline. Use the channel and instructions in the relevant FERC or MEPA notice, and keep a copy of your submission.
A broad objection on its own gives reviewers little to evaluate. A concise explanation tied to a location and a specific part of the record makes the issue clearer.
