To clear cookies on a Galaxy Note 9, open the browser you use and delete only its cookies and site data. In Samsung Internet, go to More options > Settings > Personal browsing data > Delete browsing data, select Cookies and site data, then tap Delete data and confirm. Chrome has a separate deletion screen. Menu labels may vary by app version.
Clear cookies in Samsung Internet

Open Samsung Internet. Depending on your version, it may appear as Samsung Browser or Internet.

Tap More options (the menu), then tap Settings.

Tap Personal browsing data, then Delete browsing data.

Select Cookies and site data. Leave other categories unchecked if you only want to remove cookies.

Tap Delete data, then confirm by tapping Delete.
Samsung documents this path for Galaxy phones generally; exact menu placement and wording can differ with the phone’s software and Samsung Internet version. If the labels differ, look in the browser’s settings for its browsing-data deletion controls. Samsung notes that clearing browsing data can require you to sign in to some websites again. Clear cookies in Chrome

Open Chrome and tap the three-dot More menu.

Tap Delete browsing data. You may also reach the screen through Settings > Privacy and security > Clear browsing data, depending on the version.

Check that you have selected only the data you intend to remove, then tap the delete control to confirm.

Chrome’s labels can change with app updates. Its deletion screen separates cookies from browsing history, saved passwords, autofill data, and other categories; check the selected items before confirming. Samsung’s Galaxy Chrome guidance and Google’s Chrome instructions for Android describe the available controls.
Choose the smallest deletion that addresses the problem
For one website
If one site is causing a sign-in, loading, or display problem, use that browser’s per-site data controls if available, rather than clearing data for every site. Browser menus vary, so look for site settings or stored site data for the affected website.

For all websites
Select only Cookies and site data to remove stored cookie data without also deleting your history, passwords, or autofill entries. In Chrome, you can also set a time range for the data being removed.
When to include cached files
Cached images and files are separate from cookies. Clearing them may help when a page displays stale content, but the browser may take longer to load that content the next time because it has to fetch it again.

What deleting cookies changes
Cookies and site data can preserve website-specific information such as a sign-in session or preferences. Removing them can sign you out or prompt you to choose site preferences again. It removes data stored in the browser; it does not, by itself, delete Google Account activity or every record a website may hold about you.
Deleting cookies is not the same as blocking them
Deleting cookies removes data already stored. Blocking cookies changes whether sites can store cookies going forward. In Samsung Internet, the documented controls are under Settings > Sites and downloads > Site permissions > Cookies. Options include allowing all cookies, blocking third-party cookies, or blocking all cookies. Samsung warns that some sites may not work correctly when cookies are blocked, so if you are troubleshooting access, check the cookie permission rather than blocking all cookies. If the menus on your Note 9 look different
The support paths above are documented for current Galaxy browser guidance, not a specified Note 9 software build. First confirm whether you are using Samsung Internet or Chrome, then look for the equivalent Delete browsing data control in that app’s settings. Keep the selection limited to cookies and site data unless you deliberately want to remove other browser information.
