Enterprise software licensing has two separate decisions: how you obtain or maintain rights—for example, through a subscription or perpetual license—and how usage is measured—for example, by user, device, core, transaction, or organization-wide metric. Choose by matching both to how the software is deployed and shared, then verify the exact entitlements in the product terms and your agreement.

What are the different software licensing models?

“Licensing model” can refer either to the commercial arrangement or to the metric used to count licensed use. Keeping those meanings separate prevents a common comparison error: a subscription does not necessarily mean per-user billing, and a perpetual license does not by itself specify how many users, devices, or processors are covered.

Commercial arrangements

Subscription Recurring access or rights for a defined term. Microsoft describes per-user SaaS fees, and AWS License Manager can track subscription licenses. The included products, term, renewal conditions, metric, and any limits in the agreement.
Usage or consumption billing Charges tied to a specified amount of use or cloud resources. Microsoft gives Azure resource consumption as an example; Oracle lists application metrics such as electronic order lines and expense reports. The meter, measurement period, applicable rates, and how usage is reported or reconciled.
Bundle or enterprise arrangement A defined suite or broader company-wide arrangement. Oracle describes custom application suite bundles for specific user populations and enterprise measures; Microsoft publishes Enterprise Agreement guidance. Eligibility, covered population, minimums, included products, and economics under the current program and customer agreement.

These labels are not always mutually exclusive. A subscription may be billed by user, by consumption, or under another metric; a perpetual entitlement also has a scope that must be counted. AWS states in its License Manager user guide that it supports tracking perpetual, floating, subscription, and usage-based licenses. That describes the models its tool can track, not universal rights or a complete definition of each vendor’s terms.

Measurement metrics

The metric answers what quantity determines entitlement or charges. Common measures include named users, devices, physical or virtual cores, sockets, machines, application transactions, and organization-wide measures. Oracle’s 2024 Oracle Software Licensing Basics gives examples including Application User, Employee, Subscriber, Electronic Order Lines, Expense Reports, and an enterprise measure based on revenue. AWS License Manager can track virtual cores, physical cores, sockets, or machines.

Compare the metric with the thing that actually changes in your environment. More staff may affect a user metric; more shared terminals may affect a device metric; a larger virtual-machine footprint may affect core or machine counts; and higher transaction volume may affect an application-usage measure. The product terms establish how each quantity is defined and counted.

Per-user or per-device licensing: which fits a shared environment?

Start by mapping who uses the software, which devices they use, and whether access is individual, rotating, or unattended. A shared workstation does not automatically make device licensing the right choice: the product’s specific licensing modes and the agreement determine what is permitted.

Work pattern Microsoft 365 Apps guidance Question to resolve
People use the apps on their own assigned devices User-based subscription licensing is Microsoft’s default mode. Are the licensed users and covered devices aligned with the actual assignments?
Several licensed users take turns on one computer Microsoft documents shared computer activation for a computer used by multiple licensed users. Are the users licensed, and is shared computer activation configured as required for this product?
Many people use a small pool of shared devices Microsoft documents device-based licensing for devices shared by many users. Does the device-based mode cover this use case and deployment?
Automation runs without a person signed in Microsoft documents an unattended licensing mode for non-user automation accounts. Does the workflow qualify as unattended use under the applicable Microsoft terms?

These are Microsoft 365 Apps-specific modes, not a universal classification for other software. Microsoft also documents a viewer mode; check its product guidance and the agreement if viewing without editing is relevant to your deployment.

For other products, do not assume that a user license can be shared among shifts, that one device license permits unlimited users, or that a service account is exempt. Compare the vendor’s definitions and reassignment rules with your actual access pattern.

How should an enterprise compare licensing options?

Use the same deployment and workload assumptions for every option. A low initial quote can be a poor fit if its meter grows with a resource you expect to scale, while a seemingly simple per-user plan may not map cleanly to shared or automated access.

  • Cost basis and predictability: Identify whether charges follow user count, device count, consumption, or another measure. Estimate how each changes under realistic growth, shifts, seasonal use, and resource scaling.
  • Work pattern: Distinguish individually assigned devices from rotating shared workstations and unattended automation. Validate that the proposed license mode covers each pattern.
  • Metric sensitivity: Determine which operational changes increase the counted quantity: additional employees, devices, cores, transactions, or an enterprise-wide measure.
  • Deployment footprint: List on-premises installations, managed cloud services, virtual machines, and relevant cloud accounts and regions. Rights can differ by software and service, so location alone does not establish coverage.
  • Governance effort: Evaluate whether you can inventory entitlements, measure actual deployment and use, apply available controls, and reconcile reports with the contract.
  • Contract rights: Review term, renewal, support, upgrades, reassignment, portability, minimums, and add-on alignment in the applicable product terms and customer agreement.

There is no general market statistic in the cited official material that establishes one model as cheaper or more widely adopted across enterprises. Treat vendor examples as illustrations, not as a forecast of your own costs.

What does BYOL mean for enterprise cloud deployments?

BYOL means bringing an eligible existing license to a cloud deployment rather than relying solely on a license included with the service or image. It is an option to investigate—not a general right to move any license to any cloud, host, or region.

Microsoft’s cloud overview distinguishes Azure PaaS, where software licenses are built into service pricing, from software on Azure IaaS virtual machines, which may need additional licenses. Some VM images include licensed software in the per-minute rate. AWS documents BYOL opportunities and centralized license tracking through AWS License Manager, but neither source establishes blanket portability for every product.

Before comparing migration costs, verify the exact product, agreement, region, host configuration, and eligibility. Compare the terms of the existing license with the cloud provider’s service and image pricing; do not infer coverage merely because a workload runs in the cloud or because an image is available.

How can IT track licenses across cloud accounts?

License control requires both an entitlement record and an accurate view of actual deployment or consumption. AWS License Manager is one documented implementation example: it can track supported license models and metrics and apply rule-based limits. Its capabilities are specific to that AWS service and do not replace checking the governing terms.

  1. Record entitlements. Maintain the product, license metric, quantity, term, agreement, and any relevant restrictions alongside the deployment it covers.
  2. Inventory deployments. Map software and images to the environments where they run, including cloud accounts and regions. Keep the inventory aligned with changes in infrastructure.
  3. Measure the contractual unit. Track the actual quantity the terms use—such as users, devices, cores, machines, or transactions—rather than relying on an unrelated infrastructure count.
  4. Set available controls. Where the management system supports it, configure limits or rules that can flag or constrain activity before it exceeds the recorded entitlement.
  5. Reconcile regularly. Compare inventory and measured use with the agreement, investigate differences, and update records when rights, deployments, or usage change.

Centralized tooling can improve visibility, but it cannot determine every contractual exception or establish portability. Keep the agreement and product terms as the authority for what the organization is entitled to use.
