For most modern offices, commercial LED troffers or linear ambient fixtures are practical starting points for general lighting—but the right choice depends on the ceiling, layout, visual tasks, light distribution, and controls. Compare fixtures within the same category, plan for glare and screen reflections, and verify photometric suitability and local requirements before specifying or buying.
Start with the kind of light the space needs
General lighting provides substantially uniform illuminance across an area; it is distinct from lighting aimed at a particular task or local requirement. A useful plan combines an appropriate ambient layer with targeted lighting where people need more control or visibility.
Commercial LED troffers and linear ambient luminaires are common categories to consider for general or ambient lighting. Neither format is automatically right for every office: the ceiling, room dimensions, workstation arrangement, desired distribution, and fixture output all affect suitability. The U.S. Department of Energy’s Federal Energy Management Program (FEMP) advises against over-lighting and against comparing the efficacy of unlike products.

FEMP’s June 2023 commercial-luminaire guidance gives federal purchasing efficacy thresholds that vary by fixture type. Its listed minimums include 131 lm/W for commercial linear ambient luminaires, 120 lm/W for 1 ft. × 4 ft. troffers, 123 lm/W for 2 ft. × 2 ft. troffers, and 140 lm/W for 2 ft. × 4 ft. troffers. These are federal procurement criteria in that guidance, not universal project specifications. Plan for glare, screens, and visual comfort
A fixture can provide ample light and still make an office uncomfortable if it creates glare or reflections on visual displays. Consider fixture placement in relation to desks and screens, the fixture’s shielding and distribution, and whether indirect light can help meet the design goals. Where appropriate, give occupants a way to adjust local lighting rather than relying on one fixed level everywhere.
The Swedish Work Environment Authority puts the concern plainly: “Glare can be just as big a problem as poor lighting.” Its office-lighting guidance also addresses the need to consider lighting in the context of workstations and visual comfort. Include daylight and controls in the design
Daylight, shading, electric lighting, and controls affect one another. Consider where daylight reaches the space, how shades or blinds will be used, and whether dimming or occupancy sensing suits the layout and occupants. Confirm that the selected luminaires work with the intended control system and that the controls can be commissioned and operated as planned.

FEMP identifies occupancy sensing, task tuning, and dimming among control strategies that may be compatible with commercial LED luminaires. Compatibility is not automatic: it depends on the fixture, control equipment, building system, and project requirements. Coordinate these choices before purchase rather than assuming that any LED fixture will support any control strategy.
Check standards, procurement rules, and project requirements
Lighting recommendations and legal requirements depend on location and the code edition adopted by the relevant authority. A federal purchasing threshold, workplace guide, or international standard should not be treated as a universal legal requirement. Have a qualified lighting professional assess the project’s applicable rules and review photometric information for the actual space and proposed fixtures.

- International workplace standard: ISO/CIE 8995-1:2025, Light and lighting — Lighting of work places — Part 1: Indoor, published in January 2025, specifies indoor workplace lighting requirements related to visual comfort, performance, and safety using daylight, electric light, or both. Check the ISO/CIE standard page.
- U.S. federal facility guidance: GSA’s LED lighting guide notes a September 2024 update. It says GSA’s 2024 P100 no longer allows Type B TLED because of potential incompatibility and safety hazards. Why the design can matter to energy use
The U.S. General Services Administration attributes more than 30% of total electricity consumption in U.S. commercial buildings to lighting. The figure is specific to U.S. commercial buildings; it should not be generalized to other countries. Efficient fixtures and suitable controls can be part of an energy strategy, but the design still needs to provide appropriate light for the work being done. See GSA’s lighting overview.
A practical selection checklist
- Define the application: Separate general ambient needs from task-specific or accent needs, and note the ceiling type, room layout, workstations, and visual displays.
- Choose a fixture category: Consider troffers or linear ambient fixtures where their form and distribution fit the space; add task lighting only where it serves a clear need.
- Compare like with like: Review output, distribution, efficacy within the same fixture type, glare performance, color quality, and control compatibility. Do not select on a single efficacy figure alone.
- Coordinate the visual environment: Account for daylight, shading, screen reflections, shielding, indirect light, and occupant adjustment where appropriate.
- Verify the project: Check photometric suitability, fixture and control compatibility, installation requirements, procurement criteria, and the code requirements adopted for the project’s location.
Retail searches such as “commercial LED office troffer lights” can help identify product categories, but listings are not a substitute for reviewing photometric data, installation details, control compatibility, and local requirements.
