Free model access and free hosting solve different problems: a model API runs inference, while a host runs your agent’s code, schedules work and may store its state. You may need one service for each. Before building around a free tier, check the eligible model, rate limits, data-use terms, runtime behavior, persistence and what happens when the allowance runs out.

Separate model inference from agent hosting

A model API accepts a prompt or other input and returns an inference result. Your agent still needs somewhere to run its application code, manage tools and workflow, and decide when to make the next request. Hosting may also need to support scheduled or background work and durable state.

A free inference quota does not provide a place to run that code, and a free hosting allowance does not include unlimited model calls. Some platforms offer both kinds of capability, but assess each separately: a model allowance may be small or model-specific, while a host may stop an idle service or discard local files.

Choose the runtime pattern first

Classify the agent by how it runs before comparing providers. The runtime pattern determines whether request-driven hosting is enough or whether you need a scheduler, a continuously available process, or durable storage.

Agent pattern What the runtime needs What to verify
Synchronous or request-driven Run in response to an inbound request, complete work within the service’s execution limits, and return a result. Maximum execution time, cold-start delay, concurrent requests, memory and CPU limits.
Scheduled or batch Start work at a defined time or in response to a queue or event; persist progress if a run can be interrupted. Whether scheduling is included, job duration, retry behavior, and storage for checkpoints or results.
Persistent or background Remain active or resume reliably to manage long-running tasks, events or state. Idle behavior, restart handling, durable storage, and whether the free plan permits the required execution pattern.

Write down how long the agent can wait for a cold start, whether interruption is acceptable, and which data must survive a restart. Those are requirements, not details to defer until deployment.

Compare free model access on the terms that matter

Check the specific model and account rather than assuming a provider-wide request allowance. Free access may vary by model, change over time, or carry data-use terms that differ from paid access. Also estimate the number and size of model calls per agent task: a small allowance can be exhausted quickly by repeated tool calls or retries.

Gemini Developer API

Google describes a free tier with limited access to certain models and free input and output tokens. The paid tier offers higher rate limits and says content is not used to improve Google products; the free tier says content may be used for that purpose. Limits vary by model and can be checked in AI Studio, so use the active limit for the model and account you intend to deploy with rather than relying on a universal request cap. Hugging Face Inference Providers

Hugging Face’s pricing documentation lists $0.10 in monthly credits for free users, subject to change. Usage can continue on a pay-as-you-go basis after the credits are used. Hugging Face says Routed by Hugging Face is the simple way to use monthly credits; custom provider keys are suited to users who need provider-specific features or a consistent provider. Treat the free credit as a small trial allowance, not as funding for unlimited agent loops. Hugging Face Inference Providers pricing

Cloudflare Workers AI

Workers AI is included in Free and Paid Workers plans, with usage priced at $0.011 per 1,000 Neurons on Cloudflare’s pricing page last updated October 1, 2026. Cloudflare’s July 28, 2026 changelog says select resource-intensive models require the Workers Paid plan, which starts at $5 per month and includes a daily allocation of 10,000 Neurons; further usage is billed at model rates. Limits vary by account and model. Elevated limits intended for typical agentic and coding workloads require prepaid AI Gateway credits and Unified Billing. This can be a hosted inference option, but it is not an unlimited free runtime for arbitrary agent code. Workers AI pricing · Cloudflare’s July 28, 2026 pricing changelog · Workers AI limits

Compare hosting by execution and persistence

For hosting, compare how a service starts work, how long it can run, what happens when it is idle, and whether its storage survives restarts. A monthly free unit count does not by itself establish that a service can stay available continuously or support a particular agent’s CPU, memory, network and state requirements.

Google Cloud Run

Cloud Run uses usage-based pricing that depends on region and billing configuration. For instance-based services, Google’s pricing documentation lists a us-central1 free tier of 240,000 vCPU-seconds and 450,000 GiB-seconds per month. Free usage aggregates by billing account, and usage beyond the free tier is billed. This can fit containerized, request-driven services or bounded jobs, but those figures are regional billing units—not a promise of agent uptime. Estimate the workload’s CPU, memory, idle time, networking and execution pattern against the live pricing details. Cloud Run pricing

Render free web services

Render positions free web services for testing, hobby projects and previews, and says, “Do not use them for production applications.” A free service spins down after 15 minutes without inbound traffic and takes about a minute to start again. Its filesystem is ephemeral: changes are lost on restart, redeploy or spin-down. Render provides 750 free instance hours per workspace per calendar month; its free Postgres expires after 30 days. These limits make it a constrained prototype option rather than a safe default for a continuously running or durable agent. Render free services documentation

Estimate cost and control billing exposure

Free tiers are bounded allowances, not necessarily hard spending ceilings. Before deployment, check whether billing is enabled, how overage is charged, and which account or workspace the allowance applies to. For Cloud Run, for example, usage beyond the free tier is billed and free usage is aggregated by billing account. For model services, check what happens when free credits or quotas are exhausted; pay-as-you-go may allow usage to continue.

  • Estimate expected CPU, memory, runtime, networking and model calls for a typical task, then account for retries and concurrent tasks.
  • Check usage during a small trial and compare it with the applicable allowance before increasing traffic.
  • Set usage alerts or budget controls where available, and verify whether they notify you or actually restrict spending.
  • Keep model charges and hosting charges separate in your estimate; one free allowance does not offset the other.

Google Cloud’s Free Tier documentation explains its free-use terms. Review the active provider pages and billing settings for your account before relying on a quota or price, since model eligibility, plans and limits can change.

Use this decision path before building

  1. Classify the runtime. Decide whether the agent is request-driven, scheduled or batch, or persistent and background.
  2. Set failure tolerances. Specify acceptable cold-start delay, interruption behavior and data loss. Identify what must be persisted outside the host’s local filesystem.
  3. Select model access separately. Confirm the exact eligible model, active rate limit, privacy terms and allowance for the account you will use.
  4. Estimate the full workload. Include host CPU and memory, runtime, idle behavior, network usage, storage and the agent’s expected model calls.
  5. Check billing and test the limits. Confirm overage behavior and available controls, then run a small workload to observe actual usage before depending on the free tier.

Which setup fits which agent?

  • Low-volume experiment: A small free model allowance and prototype host may be enough if pauses, interruptions and lost local files are acceptable.
  • Request-driven container: Consider a usage-based host such as Cloud Run if its regional allowance and execution behavior fit the workload; budget for overage and any model calls separately.
  • Agent needing durable state or continuous work: Do not choose a host solely because it advertises free hours. Verify persistent storage, scheduling, restart recovery and production suitability first.
  • Privacy-sensitive agent: Compare the exact model tier’s data-use terms before sending inputs. Do not assume free and paid tiers handle submitted content identically.
