Neither ServiceNow ITSM nor Jira Service Management is the best choice for every organization. The right fit depends on which workflows you need, how your teams work across IT and software development, what deployment options your organization permits, and the full cost of licensing and implementation. Compare the capabilities included in the specific packages you would buy—not just the product names or tier labels.

How do ServiceNow and Jira Service Management compare?

Both products support IT service management, but their packaging, licensing, and surrounding ecosystems differ. The table summarizes the distinctions buyers should validate against their own requirements.

Decision area ServiceNow ITSM Jira Service Management What to verify
Packages ITSM Foundation, Advanced, and Prime. ServiceNow lists request and incident management, assets and CMDB, workflow, and tier-specific capabilities. ServiceNow ITSM packages Free, Standard, Premium, and Enterprise for Cloud; Atlassian also documents Data Center for self-managed environments. Jira Service Management features Jira Cloud plans Match each required feature to its actual entitlement. Similarly named tiers are not evidence of equivalent capabilities.
Service workflows Foundation lists service catalog/request and incident management. Advanced lists major incident, on-call, change, and problem management. ServiceNow package details Atlassian lists request, incident, problem, change, asset, configuration, and knowledge management. Jira Service Management features Run representative requests, escalations, change approvals, and service reporting using the plans under consideration.
Work context and connections ServiceNow lists workflow, Data Fabric, Service Graph Connectors, and CMDB capabilities. Licensing and purchase The reviewed ITSM packages page asks prospective buyers to request a custom quote; it does not publish a list price. ServiceNow ITSM pricing Cloud licensing is based on service agents. Customers submitting requests do not need paid agent licenses. Jira Service Management licensing overview Model agent seats separately from requesters, and include the selected plan or bundle, support, environments, add-ons, and implementation.
Deployment The reviewed packages page does not establish a deployment model equivalent to Atlassian Data Center. ServiceNow ITSM packages Atlassian lists Cloud plans and describes Data Center as a self-managed option. Jira Service Management features Treat deployment and data-residency requirements as gating criteria. Confirm current availability and terms with each vendor.
AI and automation ServiceNow lists Now Assist, Platform AI, and agent and AI capabilities across package tiers. What do the package and ecosystem differences mean?

ServiceNow ITSM

ServiceNow presents Foundation, Advanced, and Prime packages and describes capabilities by tier. Its listed Foundation capabilities include service catalog/request and incident management; Advanced adds listed major-incident, on-call, change, and problem management capabilities. Do not infer the full contents of Prime or assume a capability is included in a quote unless the vendor confirms it. Review ServiceNow’s ITSM package descriptions.

Jira Service Management

Atlassian lists Free, Standard, Premium, and Enterprise Cloud plans, along with a Data Center option. The plan names alone do not show whether a particular feature, usage allowance, or support level meets your needs; check the current plan matrix and limits. Compare Jira Service Management features and review Jira Cloud plan limits.

Jira Service Management is described as part of Atlassian Service Collection, which also includes Customer Service Management, Assets, and Rovo agents. Account for the bundle’s actual scope when comparing costs; a bundle may change what you are purchasing, not just the price of one service desk product. See Atlassian Service Collection plans.

How should you compare licensing and total cost?

Do not compare ServiceNow’s custom quote with a Jira Service Management subscription estimate as if either were a complete implementation cost. The published materials reviewed here do not provide a neutral, like-for-like total-cost comparison.

  • For ServiceNow ITSM, request a quote for the specific package and scope; the reviewed pricing page does not list a price. ServiceNow ITSM pricing
  • For Jira Service Management Cloud, count paid agents rather than all people who may submit requests. Confirm the current plan, billing interval, agent count, and whether you are pricing Service Collection or Jira Service Management separately. Jira Service Management licensing Service Collection pricing
  • For both, ask for costs and assumptions covering migration, implementation, integrations, support, environments, add-ons, and any usage-based charges. Compare the same time period and scope across proposals.

Atlassian’s Service Collection pricing page says its virtual service agent is included in Cloud Premium and Enterprise with 1,000 assisted conversations per month or 12,000 per year. It lists additional assisted conversations starting at $0.30 USD per assisted conversation per month, subject to volume discounts. Treat these as vendor-published terms to confirm in a current quote, not as a complete estimate of the bundle’s cost. Check current Service Collection pricing and terms.

Which platform is the better fit for your requirements?

Choose based on requirements you can demonstrate, rather than a general claim that one product suits a particular company size or industry.

  • Assess ServiceNow ITSM if its package structure and listed capabilities map to the service catalog, incident operations, CMDB, workflow, or other needs your team has specified. Validate the exact tier, quote, and integration scope.
  • Assess Jira Service Management if its listed service workflows and connection to Jira and software development work match your operating model. Check the appropriate Cloud plan or Data Center option, license only the required agents, and confirm whether Service Collection is part of the proposed purchase.
  • Keep both in contention if deployment, data residency, existing integrations, or AI usage requirements have not yet been confirmed. These may rule out a package or change its commercial fit.

These are requirement-based decision paths, not claims that either product is inherently easier to implement, cheaper to own, or better for a particular type of organization.

How can you run a useful proof of concept?

Use the same scenarios and acceptance criteria for each product. Record what is included in the tested package and what requires configuration, integration, an add-on, or vendor confirmation.

  1. Define the workflows. Test request intake, incident triage and escalation, change approval, asset or configuration records, and the reporting your team relies on.
  2. Test real integrations. Connect the systems in scope and verify data movement, permissions, failure handling, and which team owns each connection.
  3. Check the operating model. Validate agent and requester access, roles, governance, support needs, and whether your required deployment and data-residency conditions are met.
  4. Measure AI and automation requirements. Confirm included features, usage limits, data controls, and costs for the precise plans being evaluated.
  5. Request comparable multi-year proposals. Use the same agent counts, implementation scope, migration assumptions, support requirements, environments, and billing period. Separate recurring subscription costs from one-time services and variable usage charges.
  6. Document gaps and decisions. Record unmet requirements, workarounds, dependencies, and the owner and cost of each proposed fix before selecting a platform.

How much weight should you give published ROI claims?

Atlassian reports that a commissioned Forrester Total Economic Impact study found 277% return on investment and 115 hours per month recovered for IT service and operations teams. These are results attributed to that study, not a forecast for every buyer. The publication year was not established in the reviewed page; consult the linked study for its modeled organization, assumptions, date, and methodology before using the figures in a business case.
