Choose based on where you use Gemini and what you need to reuse: Gemini Apps Skills reuse custom instructions and context in consumer Gemini; Gemini CLI Agent Skills supply task-specific expertise and resources when relevant; a Gemini API managed agent configures a runtime with instructions, tools, files, and data sources. These are related approaches, not interchangeable versions of one feature.
First, identify which Gemini product you mean
“Gemini skills” can refer to different features. In Gemini Apps, Skills are a consumer-facing way to reuse custom instructions and context across chats and tasks. In Gemini CLI, Agent Skills are directory-based packages that the command-line assistant can discover and activate for a matching task. In the Gemini API, a managed agent is a developer-configured runtime that can combine instructions, tools, files, skills, and data sources.
Because their setup and capabilities differ, choose within the product you actually use rather than assuming that a skill created in one Gemini product will work the same way in another.

Choose a Gemini CLI Agent Skill for on-demand technical expertise
Use a CLI skill for repeatable specialist procedures, task-specific guidance, or bundled resources in Gemini CLI. The CLI describes skills as self-contained directories based on the Agent Skills open standard; it can discover available skills and activate one when the task matches its description. Choose GEMINI.md for persistent project-wide context

Choose a managed agent when building an application
For an application that needs a configured assistant runtime, use a Gemini API managed agent when you need to assemble instructions with supported tools, files, skills, or data sources. Choose a cross-tool skill only after validating each host
Gemini CLI says its skills follow the Agent Skills open standard and identifies .agents/skills/ as an interoperable location. GitHub also documents .agents/skills for project skills. Add documentation access when instructions alone are not enough
If a workflow needs current Gemini API reference material, consider pairing a Gemini API Skill with Gemini Docs MCP. Google’s setup page says the skill uses MCP when it is installed; otherwise, it fetches llms.txt from ai.google.dev as a fallback. What to verify before you adopt one
- Scope: Does the guidance belong in every project task, only matching tasks, or a configured application runtime?
- Activation: Does the assistant load the skill automatically when relevant, or must you invoke it another way?
- Bundled resources: Can the chosen format include the files or assets your procedure needs?
- Host compatibility: Does each assistant recognize the skill format and location, and do its tool names and dependencies match?
- External access: Does the workflow require tools, current documentation, or data sources that the assistant can actually reach?
