For most businesses, choose Microsoft 365 when users need continuously updated Office apps or cloud services. Choose Office LTSC 2024 only when a regulated, isolated, or specialised device cannot accept feature updates and your organisation can buy commercial volume licences. Choose Office Home & Business 2024 when a small business needs the classic apps, including Outlook, on one PC or Mac with a one-time retail purchase.
Those are three different licensing decisions, not simply “subscription versus perpetual.” The right answer depends on whether the licence is user- or device-assigned, which services are included, how the software is updated, how many computers must be covered, and when support ends.
The three choices at a glance
| Decision point | Microsoft 365 Apps or a Microsoft 365 business plan | Office LTSC 2024 | Office Home & Business 2024 |
|---|---|---|---|
| Best-supported use | Businesses that want ongoing app improvements and, depending on the plan, cloud services | Regulated, restricted or specialised environments that cannot accept feature updates | Households or small businesses wanting classic Office apps on one PC or Mac |
| Payment and licence path | Subscription, generally licensed per user for Microsoft 365 Apps | One-time commercial volume licence associated with a device | One-time retail purchase for one PC or Mac |
| Feature updates | Ongoing updates | No feature updates after the release feature set | Classic 2024 release; no subscription service included |
| Cloud services | Depends on the exact plan; business plans may add mail, collaboration, storage and security capabilities | Not included with the Office licence | Not included with the Office licence |
| Support planning | Modern Lifecycle Policy, which requires a maintained, up-to-date configuration | Fixed support period for the 2024 commercial release | Consumer Office 2024 support policy; do not apply LTSC dates automatically |
| Procurement | Select the plan that matches users, devices, applications, services and security needs | Commercial or volume-licensing route | Retail product route |

What “perpetual Office” actually means
“Perpetual Office” usually means a version bought once rather than paid for through a continuing subscription. It does not identify one universal product. Office LTSC 2024 is a commercial, volume-licensed perpetual release; Office Home & Business 2024 is a retail one-time product aimed at a family or small business. They have different purchasing routes, assignment models and intended environments.
#1 Best Overall
- [Ideal for One Person] — With a one-time purchase of Microsoft Office Home & Business 2024, you can create, organize, and get things done.
- [Classic Office Apps] — Includes Word, Excel, PowerPoint, Outlook and OneNote.
- [Desktop Only & Customer Support] — To install and use on one PC or Mac, on desktop only. Microsoft 365 has your back with readily available technical support through chat or phone.
Microsoft lists Office Home & Business 2024 as a one-time purchase with classic apps, including Outlook, for one PC or Mac. It is not the commercial LTSC licence. Details such as the seller, country, activation terms and current availability should be checked at the time of purchase. Microsoft’s product and licensing descriptions are collected in its Office 2024 and Office LTSC 2024 FAQ and its overview of Office suites for enterprise, business, education and government.
Microsoft 365: the continuing-update option
What you are buying
Microsoft 365 is a subscription family, not a single fixed bundle. Microsoft 365 Apps supplies the current desktop app versions under a user-based subscription. Business plans that include desktop apps can also bundle online services. Depending on the selected plan, those services may include Exchange Online for email, SharePoint Online for collaboration and document storage, other cloud storage, administration features and security capabilities.
Do not assume that every Microsoft 365 plan includes desktop applications or the same services. Compare the exact plan, user count, device needs, storage, mail, collaboration, compliance and security requirements. Microsoft’s Microsoft 365 and Office 2024 comparison explains the product distinction; Microsoft also publishes a comparison of Microsoft Office volume-licensing suites for organisations assessing commercial editions.

- Users receive an ongoing stream of app improvements rather than remaining on the feature set shipped in one year.
- A subscription can align licensing with the number of people who need the apps, rather than buying a separate perpetual copy for every computer.
- A suitable business plan can combine desktop apps with hosted mail, shared files, collaboration and security, reducing the need to procure those services separately.
- It is generally the better fit when staff work across several computers or need the current Office capabilities.
What to check before signing up
- Whether the plan includes desktop apps or only web and mobile applications.
- How many users need a licence and which devices each user will use, within the plan’s terms.
- Whether the included mail, storage, collaboration, compliance and security features match your requirements.
- How your organisation will administer accounts, identity, access, data retention and offboarding.
- The subscription price and renewal terms in your country. Prices and plan contents can change, so verify them on the current Microsoft plan page before purchase.
Microsoft 365 Apps follows the Modern Lifecycle Policy. Microsoft does not give it a single fixed end-of-support date equivalent to LTSC; the supported state depends on maintaining an up-to-date configuration. The policy and configuration requirements are described in Microsoft Office and Windows configuration support.
Office LTSC 2024: a fixed-feature commercial release
Who LTSC is for
Office LTSC 2024 is an on-premises commercial and government release delivered through volume licensing. Microsoft describes LTSC as “designed for use in highly regulated or restricted environments that can’t take feature updates.” Typical examples include process-control computers on a manufacturing floor and specialised systems that cannot connect to the internet.
That positioning matters. LTSC is not simply the cheapest way to avoid a monthly bill and it is not the normal default for an office worker’s laptop. A business should first document why a device cannot receive feature updates, then confirm that its organisation qualifies for and can obtain the applicable commercial volume licence.
Microsoft’s Overview of Office LTSC 2024 explains the release’s intended environments and deployment approach.

How LTSC updates
LTSC is fixed at the feature set released for that version. Commercial Office suites receive security and quality updates, but they do not receive new features after release. This makes behaviour more predictable for validated, controlled or disconnected systems, while also meaning that newer collaboration or productivity features will not arrive through normal updates.
Microsoft 365 Apps is the continuing-update alternative. A decision to deploy LTSC therefore trades feature currency for a stable, controlled baseline. Record that trade-off in the system’s lifecycle plan instead of treating “no feature updates” as an automatic security advantage.
Support end date
Microsoft states that Office LTSC 2024 has five years of support and will go out of support on October 9, 2029. Microsoft’s FAQ states: “Office LTSC 2024 will go out of support on October 9, 2029.” Put that date in the asset register and plan the next licensing or migration decision before it arrives. Support ending does not convert LTSC into Microsoft 365, and a later migration may require application validation, procurement and change control.
What LTSC does not include
The Office LTSC licence does not include Microsoft 365 subscription services. LTSC connections to services such as Exchange Online and SharePoint Online are supported while LTSC 2024 remains in mainstream support, but the licence itself does not provide those services. If the organisation needs hosted mail, online storage or collaboration, budget for and administer those services separately or compare a Microsoft 365 plan that bundles them.

When it fits
Office Home & Business 2024 is the straightforward choice when the requirement is “buy Office once for one work computer” and the computer is a single PC or Mac. Microsoft positions it for families and small businesses and includes Outlook alongside the classic Office applications.
It can suit an owner-operated business, a dedicated reception computer or another single workstation where the buyer does not need a tenant-wide subscription or commercial volume agreement. It is a retail product, not Office LTSC, so do not use “LTSC” as a generic label for every one-time Office purchase.
Its boundaries
- The purchase covers one PC or Mac rather than a pool of devices for a department.
- It provides the classic 2024 applications, not a continuing Microsoft 365 feature stream.
- It does not include Microsoft 365 subscription services such as hosted Exchange Online or SharePoint Online.
- It is not the normal procurement route for a controlled fleet that requires commercial volume licensing, central deployment rights or device-wide licensing.
If several employees or computers are involved, count them before buying retail copies. A one-device product can become difficult to administer and expensive to replace when the business grows, even though no published cost study establishes a universal price winner.

Choose by workload and operating constraints
Choose Microsoft 365 when the business needs change
Start with Microsoft 365 business plans when users need current application features, work across multiple devices, or need integrated cloud services. This is particularly appropriate when collaboration, hosted mail, shared documents, security controls or central identity administration are part of the requirement. Select the plan only after listing the exact services and users; “Microsoft 365” alone is too broad to price or evaluate.
Recommended Free Tools
Investigate LTSC when a device cannot change
Investigate LTSC when a device is regulated, isolated, specialised or tied to a validated process that cannot tolerate feature changes. Examples include a manufacturing process-control station or a system that must remain disconnected from the internet. Confirm the commercial volume-licensing route, deployment rights, application compatibility and the October 9, 2029 support deadline before approval.
Choose Home & Business for one ordinary workstation
Use Office Home & Business 2024 when a small business needs the classic apps and Outlook on one PC or Mac and does not need subscription services. Confirm that a retail licence is permitted for the intended business use and that the device count really is one.
A practical selection process
- List the people and computers. Record every user, shared workstation, laptop, Mac, virtual machine and replacement device. Do not compare a per-user subscription with a one-device purchase until those counts are clear.
- Identify services. Mark whether the business needs hosted email, shared files, collaboration, storage, security, compliance or only local desktop applications. Services can change the answer more than the Office application list.
- Document update constraints. Ask who approves changes, whether the computer can connect to the internet, whether feature updates can be validated, and whether a regulated process requires a frozen application baseline.
- Match the procurement route. Use a Microsoft 365 subscription for the chosen plan, commercial volume licensing for LTSC, or the retail route for a one-PC Office Home & Business purchase. If the agreement or SKU is unclear, pause and ask the organisation’s licensing owner or an authorised commercial licensing provider.
- Model the lifecycle. For Microsoft 365, plan recurring renewals and configuration maintenance. For LTSC, schedule security servicing and a migration decision before October 9, 2029. For a retail copy, record the licensed device and the replacement process.
- Validate deployment. Test add-ins, macros, templates, line-of-business integrations, authentication and document workflows on the chosen edition before rolling it out broadly.
- Keep evidence. Store the invoice or agreement, product name, edition, assigned user or device, activation record, support date and administrator responsible for renewal or replacement.
Device, user and replacement planning
The assignment model is one of the most important differences. Microsoft 365 Apps is generally user-based: the business licences people, and each user can use the apps on multiple devices within the plan’s terms. LTSC commercial licensing is device-based, so the licence follows the covered computer rather than a person moving among several computers. Office Home & Business 2024 is a one-time retail licence for one PC or Mac.
Consider a small team with five employees and eight computers. A per-user Microsoft 365 design may be appropriate if each employee works across several devices and needs the same account and services. LTSC requires every covered device to be licensed under the applicable commercial terms. Retail Home & Business copies would require a separate one-device purchase for each covered computer and would not create a shared cloud-service platform. The example illustrates why user and device counts must be modelled separately; it is not a price comparison.

Updates, security and support: the trade-off
| Question | Microsoft 365 Apps | Office LTSC 2024 | Office Home & Business 2024 |
|---|---|---|---|
| Do features continue to change? | Yes, through the continuing update stream | No feature updates after release; security and quality updates continue during support | It remains the classic 2024 release rather than a subscription feature stream |
| How is support framed? | Modern Lifecycle Policy; keep the configuration up to date | Five-year fixed support period ending October 9, 2029 | Use the applicable consumer Office 2024 policy; LTSC’s date does not apply automatically |
| Can it use Microsoft 365 services? | Services depend on the plan and may be included | Connections to services such as Exchange Online and SharePoint Online are supported while LTSC 2024 remains in mainstream support, but those services are not included in the Office licence | The one-time Office purchase does not include Microsoft 365 subscription services |

Calling every one-time purchase “LTSC”
Correct the product name on the quote. LTSC is a commercial volume-licensing release; Home & Business 2024 is a retail one-device product. The wrong label can send procurement to the wrong agreement and produce the wrong assignment rights.

Choosing LTSC only to avoid recurring payments
First prove that fixed features, device-based licensing and the support horizon fit the environment. If users need current features or cloud collaboration, compare Microsoft 365 plans instead. A one-time payment does not remove deployment, security, service or eventual replacement costs.
Assuming “Microsoft 365” always means desktop apps and email
Plan names differ. Verify whether desktop applications, Exchange Online, SharePoint Online, storage, security and administration capabilities are included in the exact SKU selected for your country.
Comparing prices without counting users and devices
A subscription price per user and a perpetual price per device answer different questions. Count users, computers, shared stations, replacement cycles and required services before making a financial comparison. Official material here does not establish a universal total-cost winner.
Ignoring LTSC’s exit date
LTSC 2024 is not an indefinite licence to remain on the same build. Put October 9, 2029 in the migration calendar, identify the systems that depend on the fixed release and reserve time for validation and procurement.
Assuming cloud connectivity changes the licence
LTSC may connect to supported Microsoft 365 services, but that connectivity does not add those services to the Office licence. License the services separately or select a plan that includes them.
Procurement checklist
- Exact product and edition written on the quote
- Country, currency, seller and current terms verified
- Users, devices and shared computers counted separately
- Desktop apps, Outlook and required cloud services confirmed
- Feature-update tolerance documented for every restricted device
- Commercial or volume-licensing eligibility confirmed for LTSC
- Deployment, activation, identity and offline-operation requirements tested
- Add-ins, macros, templates and line-of-business integrations validated
- Microsoft 365 configuration-maintenance responsibility assigned, where applicable
- LTSC’s October 9, 2029 support end date recorded in the lifecycle plan
- Agreement, invoice and licence-assignment records retained
The decision in one sentence
Buy Microsoft 365 for a changing, service-connected workforce; buy Office LTSC 2024 only for an eligible commercial device that must remain on a fixed feature set; buy Office Home & Business 2024 when the need is simply the classic Office applications on one PC or Mac.
