Choose a semiconductor fab water-treatment system from a site-specific basis of design—not from a generic equipment list or a supplier’s broad “ultrapure” claim. Define the incoming water, process demand, required quality at each tool point of use, wastewater streams, reuse destinations, permit limits, uptime needs, and expansion plans. Then compare complete proposals against those requirements, including their guarantees, operating responsibilities, and lifecycle costs.
Start with a site-specific basis of design
A fab’s water system is shaped by its source water, manufacturing processes, tool mix, discharge rules, layout, and reliability targets. There is no universal treatment train or single capacity figure that makes a system suitable for every facility. The first deliverable should be a shared design basis that engineering, operations, environmental teams, and procurement can use to assess the same requirements.
Document the water supply and demand
- Collect source-water analyses across relevant seasons and operating conditions. Record variability, pressure, and the risk and duration of supply interruptions.
- Map expected demand by process and delivery point. Include typical and peak flows, planned fab ramp, emergency loads, and expected changes to the tool mix.
- Record site constraints such as available footprint, tie-in locations, utilities, access for maintenance, and interfaces with existing infrastructure.
- Define the system’s operating envelope, including feedwater assumptions, required turndown, recovery and reject streams, and how the facility will respond to off-spec water.
SEMI F61-0521 is intended to support detailed ultrapure-water (UPW) system design, operation, certification, and monitoring. SEMI F63-1224 provides UPW quality guidance. These guides can inform the design basis, but they do not establish one numerical target that applies to every fab or process.
Specify quality at the point of use
Set the required water quality at the actual delivery points and state how it will be sampled and verified. The treatment plant outlet alone does not establish what reaches a manufacturing tool. Storage, recirculating distribution, piping and other materials, polishing, sampling locations, and tool hookups all belong in the engineering specification.

SEMI F61 includes plant, distribution, and tool hookup considerations. SEMI F75-0521 addresses contaminant sources, potential manufacturing impact, and monitoring choices through the point of use (POU). Treat F61, F63, and F75 as a coordinated design and control framework, rather than substituting a supplier’s general purity description for a facility-specific specification.
F63’s stated scope refers to facilities manufacturing devices at 32 nm and smaller. Do not assume its stated parameters are a universal specification for every fab: check the current guide and the facility’s process requirements when setting acceptance criteria.

- 3R PUROGENE is a 2% solution of chlorine dioxide, ClO2 (contains no free chlorine). Chlorine dioxide is recognized safe for drinking water treatment for more than 50 years.
- Unlike some water Preservers that take hours to work and leave a bad after-taste, 3R PUROGENE makes water fresh the moment it enters the container, from a drinking glass to a plastic, metal, or fiberglass storage tank. 3R PUROGENE is non-toxic and biodegradable, presenting no harm to the environment or the user.
- Use Purogene to control build-up odor-causing elements and enhance the taste of stored drinking water. Drinking water should be treated at a rate of 1 fl oz (2 tablespoons) of 3R PUROGENE per 30 gallons of water (5 ppm ClO2 concentration)
- Pint (16 oz.) Bottle of Purogene will treat 960 gallons and makes the water safe to drink for an extended period of time.
- Use Purogene for good and natural taste in drinking water as well as good taste in prepared drinks, non-toxic and biodegradable, presenting no harm to the environment or the user NOTICE: This Consumable Product is Non-Returnable.
Design wastewater and reuse alongside UPW
Map drains by process or tool before deciding how wastewater should be treated. A combined waste stream can limit recovery options, while the chemistry and flow of an individual stream may affect which treatment or reuse routes are practical. Evaluate segregation, collection, treatment, residuals handling, and the quality required by each reuse destination as one connected design problem.

For each drain, record its source, flow profile, known chemistry, variability, and any handling or discharge constraints. Then assess whether the stream could serve a defined destination—for example, a UPW pretreatment front end, cooling, scrubbers, abatement, thermal processes, or irrigation. Each route must meet its application’s water-quality needs and applicable environmental requirements; the examples are not blanket approvals for reuse.

SEMI F116-0821 addresses segregation and collection of tool drains for potential reuse. SEMI F98-0326 covers reuse treatment strategy and application limitations. F98 describes its purpose as providing “definitions and recommendations for design of industrial water treatment systems that reuse water in a semiconductor manufacturing facility.” Use these guides to inform facility planning, then determine the actual stream map and treatment approach through site-specific analysis and permitting.
Compare complete proposals against a common schedule
Ask every bidder to respond to the same requirements and identify assumptions, exclusions, and responsibility boundaries. Comparing labels such as reverse osmosis, ion exchange, or “turnkey” is not a substitute for comparing the quality, quantity, scope, and operating outcomes the facility needs.

This is a practical procurement framework drawn from the scopes of the SEMI guides and the supplier services described below, not a quoted universal SEMI checklist. Confirm the requirements with the teams that will design, operate, permit, and buy the system. Make each bidder state what is guaranteed, what is merely expected, and what happens if the guaranteed result is not achieved.
Assess suppliers and operating models
Official supplier materials identify providers and service categories to consider, but capability descriptions do not demonstrate independent comparative performance or suitability for a particular fab. Invite proposals only after establishing the facility’s design basis, and ask each supplier for comparable references, local service coverage, performance guarantees, and a transparent lifecycle cost model.

| Supplier or model | What its official material describes | What to verify for your project |
|---|---|---|
| Xylem / Evoqua | Microelectronics UPW design, manufacture, and service; customized wastewater and reclaim or reuse; and named waste-treatment categories including HF, ammonia, copper/CMP, dicing, and back-grinding streams. | Which of the listed services apply to the facility’s actual streams, what performance is guaranteed, and what local engineering and service support is available. |
| Veolia Water Technologies | Semiconductor and electronics UPW and wastewater offerings. Its material describes designing and building UPW and wastewater plants for a Soitec fab in Singapore; its broader UPW offering describes management across UPW, wastewater, reuse, and recycling. | References relevant to the facility’s geography, feedwater, process requirements, capacity, and schedule, plus the precise scope and guarantee of the proposed work. |
| Kurita | UPW production, wastewater reclamation for production waste, and turnkey operation and maintenance. Kurita also describes a UPW supply service that includes system installation and ongoing operation and maintenance, with charges tied to usage. | Contract term, usage-charge basis, performance guarantees, ownership and responsibility boundaries, contingencies, and site availability under the proposed agreement. |
Compare ownership and operation by the fab with any service-based supply or operations proposal available for the site. A usage-based arrangement may shift some installation and operating responsibilities, but the proposal and contract must define who controls performance, maintenance, outages, consumables, and contingencies. Do not treat a supplier’s service description as proof that a particular commercial model is available or suitable for your location.
Use standards and procurement evidence carefully
The SEMI catalog identifies F61-0521, F63-1224, F75-0521, F98-0326, and F116-0821 as current revisions at the time reflected in that catalog material. Confirm the applicable current text, local permits, discharge limits, and service footprint during project design and procurement. The guides’ scope helps structure requirements; it does not replace site engineering, environmental review, or contractual guarantees.
No universal fab-selection benchmark or independent vendor comparison is established by the information available here. Likewise, no generic filter, pump, sensor, or consumer purifier can stand in for a facility-specific treatment system: the selection depends on process and compliance requirements, and any component must be specified for its actual role in the engineered design.
