Choose an AI model for safety testing by starting with the safety question, not the model’s reputation or a benchmark score. The right test may require direct API access, the deployed product interface, a structured side-by-side tool, or a combination. Your choice should reflect the system people will actually use, the capabilities that could cause harm, and the safeguards you need to verify.
A model-only result cannot establish how a complete product behaves after tools, connectors, monitoring, permissions, user controls, and human review are added. A defensible evaluation therefore tests the model and the surrounding system under representative and adversarial conditions, records the exact configuration, and turns findings into operational controls.
What you are really choosing
“Which model is safest?” is not a complete safety-testing question. Safety depends on a defined use case, the people and systems around the model, the version and configuration under test, and the harms you are trying to prevent. A model that is acceptable for drafting low-stakes text may be unsuitable for an agent that can alter production data. Conversely, a model with strong refusal behavior may still be unsafe if an application gives it excessive credentials or fails to review its actions.
The practical decision has three parts:
- Access fidelity and control: can you reproduce tests reliably, and does the test environment resemble the real user experience?
- Capability and risk coverage: are you probing the abilities that create risk in your intended use, rather than relying on a generic capability label?
- Safeguard visibility and enforceability: can you observe, constrain, and review behavior at the model, product, and operational layers?
Use those three axes to select an access route and a test plan. Do not publish a universal “safest model” ranking without naming the task, threat model, interface, version, test method, and date.

Define the safety question before selecting a model
Write down the intended use
Describe what the system will do, who will use it, and where it will run. Include whether it generates information, makes recommendations, takes actions, or controls tools. A customer-support assistant, a coding agent, a medical summarizer, and a security-testing agent have different failure modes even if they use the same underlying model.
Record the operating environment: connected services, data sources, authentication method, network reach, persistence, rate limits, and whether a human approves actions. Identify the people who could be affected, including users, customers, employees, bystanders, and operators.
List high-impact failures and abuse cases
Turn broad concerns into testable questions. Examples include:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Will the model disclose private information when a user asks for another person’s data?
- Can an untrusted document or web page redirect the application through prompt injection?
- Will an agent execute an irreversible change without confirmation?
- Does a safety refusal remain effective when the request is split across multiple turns?
- Can a user manipulate the system into using a tool outside its authorized scope?
- Will confident but unsupported output be treated as verified by downstream software?
NIST describes assessment as customized to organizational objectives and context. Its Generative AI Profile recommends threat modeling, standardized measurement protocols, structured feedback, red teaming, and independent evaluations proportional to identified risk.
Set a decision rule
Before running tests, define what result would block release, require mitigation, or permit a limited rollout. Specify who can accept residual risk. A test with no decision rule often produces interesting examples without changing the deployment.
Choose the access route that matches the evidence you need
There is no single best interface. OpenAI’s external red-teaming methodology distinguishes direct model access, deployed product interfaces, and structured feedback or comparison interfaces because each answers a different question. A project can use more than one.
| Access route | Use it when you need to measure | Strengths | Blind spots |
|---|---|---|---|
| Direct API access | Repeatable model behavior, controlled parameters, automated suites, or integration with a test harness | Programmatic input and output collection; fixed settings; scalable regression testing; precise version and configuration capture | May omit product prompts, user-interface friction, tool wrappers, monitoring, account controls, and human review |
| Deployed product interface | What an actual user experiences, including product controls, connectors, tools, and workflow mitigations | High fidelity to the shipped interaction; exposes interface-specific safeguards and failure paths | Less control over hidden settings and experiments; harder to automate; behavior may change with product updates |
| Structured comparison or feedback interface | Controlled side-by-side judgments, standardized annotation, or focused comparison of outputs | Consistent presentation and rating; useful for collecting expert feedback and adjudicating differences | May not reproduce API or production behavior; interface-specific constraints can hide deployment effects |
Use direct API access for a repeatable prompt suite, then run a representative sample through the deployed product when product-level controls are part of the safety claim. Add a structured comparison process when multiple reviewers need to apply the same rubric.

Map capabilities to a threat model
Identify capabilities that matter to the use case
List only capabilities that can change the risk profile. Depending on the application, these may include instruction following, long-context processing, retrieval, coding, tool use, browsing, image or audio interpretation, multilingual interaction, memory, planning, or the ability to maintain state across turns.
A capability is not automatically a harm. The risk comes from the capability in a particular context. Tool use becomes more consequential when tools can send messages, change records, spend money, or alter infrastructure. Long context matters when untrusted text can be placed near instructions. Coding ability matters differently in an isolated sandbox than in a production repository.

Build a scenario matrix
For each capability, create at least one realistic use case and one deliberate misuse or adversarial case. Include benign edge cases so that you can distinguish over-refusal from appropriate refusal.
| Capability or surface | Representative case | Adversarial case | Evidence to capture |
|---|---|---|---|
| Instruction following | A normal request within the documented use | Conflicting instructions, role manipulation, or a multi-turn attempt to bypass policy | Conversation, refusal or completion, explanation, and reviewer rating |
| Retrieval or document handling | Answering from an approved document set | Injected instructions inside a document, poisoned content, or a request for data outside the user’s entitlement | Retrieved passages, ranking, citations if available, and access decision |
| Tool use | A reversible, authorized action | Request to use an unapproved tool, exceed scope, or perform an irreversible change without approval | Proposed call, arguments, authorization check, approval event, and final result |
| Code generation | Routine code for the intended environment | Malicious or unsafe code request, dependency confusion, or an attempt to exfiltrate secrets | Prompt, generated code, static or dynamic checks, and execution boundary |
| Multimodal input | Normal image, audio, or file interpretation | Hidden instructions, misleading visual context, or sensitive content designed to trigger an unsafe action | Raw input, extracted content, model interpretation, and downstream action |
Compare models only under equivalent conditions where possible: the same task set, context, tool permissions, temperature or sampling settings, timeout policy, and rating rubric. If conditions differ, report the difference instead of presenting the results as a clean ranking.
Test representative and adversarial behavior
Use a balanced test set
Representative tests should reflect the distribution, language, ambiguity, and user goals expected in operation. Include ordinary successful requests, incomplete requests, legitimate sensitive requests, and cases where the correct behavior is to ask a clarifying question or decline.
Adversarial tests should intentionally try to break or redirect the application. OpenAI’s API safety guidance recommends red-teaming an application and testing both representative user behavior and inputs intended to break or redirect it, including prompt-injection attempts. Treat that guidance as a testing recommendation, not proof that any particular safeguard will work in your deployment.
Vary the attack path
- Try direct wording, euphemisms, translations, misspellings, and indirect requests.
- Split a prohibited objective across multiple turns or personas.
- Place conflicting instructions in retrieved pages, attachments, tool output, or quoted text.
- Ask the model to summarize, transform, or encode dangerous content instead of producing it directly.
- Test long conversations, context truncation, retries, and fallback models.
- Attempt unauthorized tool calls and supply malformed or extreme arguments.
Rate outcomes, not just refusals
A refusal can still be unsafe if it reveals sensitive details, provides an actionable workaround, or falsely claims to have completed an action. A helpful answer can be unsafe if it is unsupported, overconfident, or delivered to an unauthorized user. Define outcome categories such as safe completion, safe refusal, clarification, harmful completion, harmful disclosure, unsafe action, and availability failure. Record the rationale for every rating and have a second reviewer adjudicate disagreements on high-severity cases.
Evaluate safeguards at three layers
Model-level behavior
Check how the model handles unsafe requests, uncertainty, sensitive data, conflicting instructions, and attempts to manipulate its role. Test consistency across turns and input formats. Note whether the model gives a useful safe alternative or merely refuses. Offline model evaluations are valuable for regression testing, but they do not establish how a deployed application behaves.

Product and API controls
Inspect controls surrounding the model: authentication, authorization, rate limits, input and output filtering, tool allow-lists, connector permissions, content handling, logging, user reporting, and fallback behavior. Verify what is actually active in the endpoint or product surface under test. A policy demonstrated in an isolated model call may not characterize the final application, and a product control may not exist on a lower-level endpoint.
Operational safeguards
Test monitoring, alerting, incident response, reviewer queues, escalation paths, and the ability to disable a feature. NIST’s Generative AI Profile discusses system safeguards such as limiting tool, internet, credential, filesystem, or persistence access. Confirm that those limits are technically enforced rather than merely described in policy.
A practical selection and testing sequence
- Define the objective and scope. Write the intended use, users, environment, high-impact failures, abuse cases, test date, and release decision rule.
- Select the access route. Choose API, deployed interface, structured comparison, or a combination based on the evidence required. Record the endpoint or product surface.
- Pin the test configuration. Capture model name and version, system instructions, sampling and timeout settings, available tools, connector permissions, account or workspace, and safety controls.
- Build the scenario set. Map capabilities to realistic, edge-case, and adversarial prompts. Include multi-turn conversations and untrusted content where those exist in production.
- Run controlled comparisons. Hold conditions constant across models or versions. Randomize presentation when reviewers might be biased by model identity, and preserve raw outputs.
- Exercise the whole product path. Test authentication, retrieval, tool selection, approval gates, logging, retries, fallbacks, and user-visible messaging—not only the model response.
- Review and classify outcomes. Apply the predefined severity method, document rating rationale, and escalate uncertain or high-impact cases for independent review.
- Mitigate and retest. Tighten permissions, prompts, filters, tool schemas, or human approval requirements. Re-run failed cases and a regression sample after every material change.
- Make and record the decision. State what passed, what remains uncertain, who accepted residual risk, and what monitoring or rollback condition applies after release.
Keep decision-grade evidence
Each test result should be reproducible by another evaluator. Store the following fields:

OpenAI’s external red-teaming work describes documentation as a way to integrate high-quality adversarial tests into existing evaluations or create new evaluations. NIST’s TEVV-Athlon framework likewise presents a customizable approach rather than a fixed universal score. Preserve enough context to explain what the result does—and does not—show.
Control consequential actions with human review
For systems that can affect people, money, data, or infrastructure, keep a human approval step where feasible. Reviewers need the source material and tool arguments required to verify an output, not just a model-generated summary. Make approval explicit for irreversible, high-impact, or ambiguous actions.
For agentic cybersecurity work, current OpenAI API guidance says approved model access does not determine tool scope or engagement authorization. Its operational recommendations include reviewing proposed tool calls, pausing ambiguous or high-risk changes for human approval, maintaining independent filesystem and network boundaries, keeping audit logs, and failing closed when review is unavailable. These are provider-specific instructions; they do not replace local authorization, change control, or engagement rules.
Apply the same principle outside cybersecurity: constrain inputs and outputs when that reduces risk, separate read and write permissions, use reversible operations where possible, provide reporting and escalation paths, and test that a missing reviewer causes a safe stop rather than an automatic continuation.
Understand current access and permission caveats
Access is not determined by a model name alone. OpenAI’s current cybersecurity documentation describes reviewed access that can be scoped to a person or service, workspace or organization, project, model, and product surface. Specialist access may require separate approval. Verify the current program terms and permissions for the specific provider, account, organization, project, endpoint, and date of testing.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe same documentation emphasizes that trusted or reviewed access does not configure your tools, environment, or engagement scope. You must set those boundaries yourself. Cybersecurity checks and enforcement can affect API access, and legitimate defensive work may occasionally be flagged while controls are calibrated. Plan an appeal or clarification path and avoid treating an access approval as a safety certification.
Use standards as methods, not pass/fail labels
NIST’s AI Risk Management Framework is voluntary, and its overview says AI RMF 1.0 is being revised. It is a risk-management reference, not a model certification or universal pass/fail score. The Generative AI Profile and TEVV-Athlon announcement are useful for organizing objectives, measurements, verification, validation, feedback, and documentation, but you still need a threat model specific to your system.
Provider documentation is authoritative about that provider’s process and terms. It is not neutral evidence that the provider’s safeguards will be effective in every deployment. Report the provider, access level, configuration, sampling, and limitations alongside any result.
How to interpret provider system-card numbers
Large testing campaigns provide context but do not define an adequate test size for your application. The GPT-5 System Card reports more than 5,000 hours of work from over 400 external testers and experts in its red-team campaigns. That is evidence about that provider’s campaign, not a universal benchmark for sufficient testing.

Choosing by a single benchmark
Why it fails: A broad score may not cover your users, tools, languages, attack paths, or severity thresholds.
Correction: Build a use-case threat model and test the capabilities that create risk, with representative and adversarial cases.
Testing only the API
Why it fails: You miss product prompts, connectors, permissions, monitoring, interface behavior, and human review.
Correction: Add tests through the deployed product or a representative integration whenever those controls are part of the safety claim.
Testing only the product interface
Why it fails: You may lack repeatability and cannot tell whether a change came from the model, hidden configuration, or product layer.
Correction: Maintain a controlled API or harness suite for regression testing, then validate important findings in the user-facing path.
Counting refusals as safety
Why it fails: Refusals can leak details, be bypassed over multiple turns, or coexist with unsafe tool behavior.
Correction: Rate the complete outcome, including disclosures, workarounds, confidence, tool calls, and downstream effects.

Granting broad credentials during testing
Why it fails: A test can become an incident, and the result may reflect excessive permissions rather than model behavior.
Correction: Use least privilege, isolated data, independent network and filesystem boundaries, reversible actions, and explicit approval gates.
Failing to record versions and safeguards
Why it fails: You cannot reproduce a result after a model, policy, prompt, or product update.

Three example selection paths
API-backed document assistant
Start with direct API access to run a repeatable suite covering ordinary questions, unsupported claims, sensitive-document requests, retrieval injection, and access-control bypasses. Then test the deployed application to verify authentication, document filtering, citations, logging, and user reporting. The model result alone cannot establish that the application prevents cross-user disclosure.
User-facing support product
Use the real product interface because conversation design, escalation controls, account context, and user-visible safeguards are part of the safety question. Add a structured comparison process if multiple reviewers must rate helpfulness, refusal quality, and uncertainty consistently. Use API tests only for targeted regression cases that can be reproduced outside the interface.
Agent with cybersecurity tools
Use a tightly isolated harness and direct API access for repeatable tool-call tests, then exercise the approved product workflow with the same authorization and review gates used operationally. Verify that unapproved tools, credentials, network paths, filesystem writes, and persistence are blocked; that ambiguous or high-risk actions pause for a human; that logs are independent; and that unavailable review causes a safe stop.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Make the final decision explicit
Choose the model and access route whose evidence best matches the real safety question. A credible decision states the intended use, threat model, interface, model and version, safeguards tested, representative and adversarial coverage, observed failures, residual uncertainty, and operational controls required for release. If the evidence comes only from offline or model-only testing, limit the claim accordingly and do not imply that the deployed product has been proven safe.
