Choose a UPI payment gateway by comparing the written all-in cost for your payment mix, the checkout methods your customers use, settlement conditions, eligibility, and day-to-day support. “Zero MDR” does not necessarily mean the gateway is free: a provider may charge a separate platform or technology fee, and GST or faster-settlement charges may also affect your cost. There is no universal best provider; the right choice depends on your business and the terms offered for your account.
What a UPI payment gateway does
UPI is an instant payment system developed by NPCI. For merchant payments, the acquiring bank should assign an MCC (merchant category code) that accurately reflects the merchant’s business. That category can matter when determining eligibility and applicable charges. See the NPCI UPI FAQ.
A gateway connects an online business’s checkout to payment processing; a payment aggregator may also form part of the intermediary chain. The RBI’s 2019 discussion paper on these services highlights pricing and policy disclosures, complaint handling, disputes, settlement, security, and risk management as relevant areas to examine. It is a discussion paper, not a statement of current binding rules. Read the RBI discussion paper.

1. Calculate the all-in cost for your payment mix
Ask each provider for a written quote based on your expected payment volume and the methods you will accept. Check for:

Provider pages describe different pricing models, so their headline claims are not standardized, directly comparable quotes. Cashfree says its platform fee is mutually agreed and that transaction fees are deducted from successful transactions before settlement. PayU says domestic pricing varies by payment mode and business profile, with UPI pricing depending on business type and volume. Razorpay distinguishes zero MDR on standard bank-to-bank UPI from a platform or technology fee. Get the terms for your own account from each provider: Cashfree pricing, PayU pricing, and Razorpay pricing.
Do not treat a limited-time promotion as your recurring cost. Cashfree’s pricing page displayed a promotion and campaign terms when reviewed; check eligibility, caps, dates, and terms directly before relying on it.

2. Confirm your merchant category and MDR treatment
MDR is distinct from a gateway provider’s platform or technology fee. A Ministry of Finance release dated 15 September 2026 says P2P UPI remains free, merchant payments up to ₹2,000 remain free of MDR, and qualifying small merchants receiving up to ₹1 lakh per month through QR under the P2PM category continue to have zero MDR on all transactions. It describes MDR for specified other merchant payments above ₹2,000, with sector-specific terms, and says approximately 96% of P2M transactions remain unaffected. These are framework details, not an all-in provider quote. Confirm your business category and treatment with your gateway and acquiring bank. Ministry of Finance release, 15 September 2026.

- PayU: It states standard settlement is T+2. Same-day or priority settlement may be available depending on business category and may carry a fee.
These are provider-stated terms, not guarantees for every merchant account. Ask what “instant” means for your account and get the applicable schedule and fees in writing. See Cashfree’s UPI page and PayU’s pricing page.
4. Match checkout options to how customers pay
Choose an integration that fits your sales workflow rather than selecting a gateway on UPI support alone. You may need a hosted web checkout, app SDK, website plugin, payment link, invoice, UPI intent, QR, or recurring payment option. Ask whether the feature works with your platform, requires separate activation, and is available for your business category.

The RBI discussion paper identifies public disclosures about merchant policies, pricing, customer grievances, privacy, and terms as relevant. Its proposed framework says: “The Payment Gateways and Payment Aggregators shall disclose comprehensive information regarding merchant policies, pricing, customer grievances, privacy policy and other terms and conditions on the website and / or their mobile application.” This is wording from the paper’s proposed framework, not a claim that this sentence is itself a current rule. These statements come from provider pages and do not establish which gateway has the lowest total cost or the best service for a particular business. The reviewed sources also do not provide independent, directly comparable success-rate or uptime measurements for small businesses. A provider’s own performance claims are not a substitute for asking how its metrics are defined or running a limited pilot.
Use this checklist before you sign up
- Describe your use case: Note your business category, expected monthly volume, typical transaction values, payment methods, and whether you sell through a website, app, invoices, payment links, or QR.
- Request an account-specific quote: Ask for every applicable provider fee, GST, MDR treatment, settlement acceleration charge, and any conditions or minimums in writing.
- Confirm onboarding: Ask which KYC documents and activation steps apply to your business and whether any feature requires separate approval.
- Test the checkout fit: Verify the exact integration and payment flow your customers will use, including what happens when a payment fails.
- Get settlement terms: Confirm when funds become usable, how weekends and holidays are handled, and what can cause a hold or delay.
- Check operational support: Review reconciliation, refunds, dispute handling, complaint escalation, support channels, and the provider’s current merchant policy.
How to make the final decision
Compare providers using the same transaction mix and the same assumptions about settlement. Eliminate any option that cannot support your checkout or whose eligibility is unclear. Among the remaining options, compare the written recurring cost and cash-flow terms, then weigh reconciliation and support against the needs of your business. If two quotes look similar, a limited pilot can help you evaluate the actual workflow; the available sources do not establish a universal success-rate or uptime winner.
