For a U.S. home, choose an air conditioner by comparing a correctly sized, matched system—not by refrigerant name or efficiency rating alone. Start with a contractor’s load calculation, compare model-specific SEER2 ratings and realistic energy-cost estimates, then confirm the refrigerant, local service options, warranty, and installation details in writing. The guidance below focuses on residential central air conditioners; room, window, and portable units have different product requirements and are not covered by the cited central-system guidance.
What to compare before choosing a system
Compare proposals across four areas: equipment sizing and compatibility, cooling efficiency, refrigerant and qualified service, and the quality and terms of the installation. A high SEER2 rating cannot compensate for an oversized system, a mismatched indoor and outdoor unit, or poor installation. The U.S. Department of Energy (DOE) also cautions that whether an efficiency upgrade is cost-effective depends on lifetime energy savings compared with its upfront price premium, as well as climate and operating assumptions. Start with sizing and system compatibility
Ask each contractor to calculate the home’s cooling load rather than selecting capacity by a simple rule of thumb or automatically matching the old unit. The calculation should support the proposed capacity and account for the home and its ducts. Ask for the indoor and outdoor model numbers and written confirmation that they are a matched system. A system’s published efficiency rating applies to specified equipment combinations; a rating for one component alone may not describe the system being installed.

Compare cooling efficiency using SEER2
What SEER2 tells you
SEER2 is the seasonal cooling-efficiency metric used in current DOE guidance for central air conditioners and heat pumps. The updated test nomenclature uses SEER2 for cooling and HSPF2 for heating. Compare like with like: do not treat a SEER figure and a SEER2 figure as directly comparable, because they come from different test procedures. Ask for the model-specific rating of the matched equipment and its supporting documentation. See DOE’s consumer guidance on central air conditioners and heat pumps.
Use energy estimates as scenarios, not promises
DOE’s Federal Energy Management Program (FEMP) guidance, updated December 2024, gives a Southeast illustration with modeled annual electricity use for two efficiency examples. Those figures describe DOE’s scenario, not a forecast for an individual home.

The example uses assumptions about equipment capacity, operation, electricity prices, and equipment life; DOE uses an 18-year average central-air-conditioner life assumption in its Southeast lifetime-cost calculation. That is a modeling assumption, not a warranty or a promise about how long a particular unit will last. Your climate, utility rate, usage, installation, and quote can produce different results. Ask the contractor to show the assumed annual use and electricity price behind any projected savings and compare the installed price premium with estimated lifetime savings. Choose a refrigerant-compatible system, not a fluid to retrofit
Refrigerants are specific to equipment designed for them; they are not consumer-selectable drop-in replacements. EPA lists HFC-32 (R-32) and R-454B as alternatives for residential and light-commercial air conditioning and heat pumps, with A2L classifications and use conditions. EPA’s alternatives table lists global warming potential (GWP) values of 675 for HFC-32 and 470 for R-454B. These figures are not an efficiency ranking or a complete environmental comparison, and EPA’s listed acceptable use is subject to conditions. For a new proposal, ask which refrigerant the exact model uses and whether the contractor has the training and tools to service that equipment. EPA advises homeowners to use reputable dealers employing technicians certified to handle refrigerants. Ask whether technicians are Section 608-certified for the work involved; this is a practical credential question, not a substitute for checking the requirements applicable to the specific service.
What the R-410A transition means for an existing system
An R-410A system does not automatically have to be discarded because newer equipment uses other refrigerants. EPA’s homeowner FAQ says compatible components may continue to be sold and distributed to maintain and repair existing R-410A systems, and cautions that HFC-32 and R-454B must not be used in systems not designed for them. For a repair, ask whether the proposed part and refrigerant are compatible with the existing unit. EPA also says a refrigerant leak should be located and repaired rather than simply topped off. EPA’s HFC FAQ describes a January 1, 2026 restriction affecting installation of new residential split systems using R-410A. EPA announced a proposed reconsideration of portions of the technology-transition rule on September 30, 2025; that announcement was a proposal, not itself a final rule change. Because the cited proposal does not establish what rule currently governs a particular installation, check EPA’s current final rule and effective dates before signing, and confirm how they apply to the equipment type and installation date. A system is easier to own when the exact refrigerant and matched equipment can be supported by qualified technicians in your area, and the warranty process is clear. Before accepting a bid, get these details in writing:
- Indoor and outdoor model numbers, with confirmation that they are a matched system.
- The refrigerant specified for the equipment and the contractor’s training and tools for servicing it.
- Warranty coverage, exclusions, registration steps, and who is responsible for parts and labor.
- Who provides local service and how warranty repairs are handled.
- Whether commissioning includes checking airflow and refrigerant charge.
- The load calculation supporting the selected capacity and any duct repairs or modifications included in the bid.
EPA’s consumer guidance recommends using reputable dealers and advises that refrigerant leaks be found and repaired. Ask the installer how leak diagnosis, repair, and follow-up service work for the proposed system.
Check local requirements, incentives, and the final quote
Compare itemized installed quotes, not just equipment prices. Each quote should identify the matched models, capacity, SEER2 rating, refrigerant, installation work, commissioning, warranty terms, and any exclusions. Check applicable federal standards and local code requirements for the equipment and installation location. Incentives are local and can change: DOE notes that some utilities offer incentives for ENERGY STAR-qualified products, but availability is not guaranteed.
