Choose an assessor with verifiable credentials, a written scope and a report that explains findings and estimated improvements. Then compare upgrades using your home’s installed costs, likely energy and bill savings, current incentives, and benefits such as comfort or moisture control. There is no dependable upgrade order for every home: climate, fuel, utility rates, existing equipment, installation prices and household needs all change the result.

What a useful home energy audit should deliver

A professional assessment should evaluate relevant parts of your home, identify likely causes of energy waste or discomfort, and leave you with written findings and improvement ideas. The U.S. Department of Energy (DOE) says an assessor should provide a report after the assessment. The scope should reflect your home’s symptoms and systems; not every assessment includes every diagnostic test.

DOE’s 2021 consumer guide gives an approximate professional assessment price range of $250 to $600 or more. Treat that as a historical U.S. reference, not a current local quote: ask providers in your area for their fees and what each fee includes. Some contractors may reduce the assessment fee if you hire them for later work. Ask whether the report is independent and whether the discount requires you to use that contractor. Match diagnostic tests to the problem

DOE describes several tools an assessor may use: a blower door to help identify air leakage, a duct-blower test to measure duct leakage, and infrared imaging to help locate air leaks. Whether these tests make sense depends on the building and the questions the assessment needs to answer. Tell the assessor about high bills, rooms that are too hot or cold, drafts, or other concerns, and ask why each proposed test is appropriate. DOE’s guide describes assessment methods.

Buying or renting a diagnostic tool is not the same as receiving a qualified whole-home evaluation. Ask who will interpret the results and how they will be connected to recommendations in the written report.

How to compare assessors

DOE’s qualified-program list includes credentials and programs such as BPI Building Analyst Professional, BPI Home Energy Professional Energy Auditor, RESNET Home Energy Rater and ASHRAE Building Energy Assessment Professional. Check the assessor’s specific credential against the current DOE list, particularly if you may claim an incentive that requires a qualified auditor. The DOE page says the list is based on criteria in IRS Notice 2023-59 and notes that the 2025 law changed tax-credit provisions. Request comparable written answers from each provider:

  • Which credential does the assessor hold, and does it appear on DOE’s list for the program or credit you are considering?
  • Which parts of the home and which systems are included? Which tests are included, and why?
  • Will the report rank relevant improvements and state estimated energy savings, dollar savings, project costs and assumptions?
  • What is the total fee? Are utility or program discounts available, and does any discount depend on hiring the assessor for the work?
  • If you intend to claim an incentive, what credentials, taxpayer identifier or report attestations are required?

These questions help distinguish a home-specific assessment from a brief visit or a score based mainly on home characteristics. A thorough report should make its assumptions visible enough for you to compare recommendations with installation bids.

Assessment options: audit, Home Energy Score or Yardstick

These options answer different questions and are not substitutes for one another.

Professional home energy assessment A home-specific inspection, diagnostic testing appropriate to the scope, and written improvement ideas. Compare credentials, scope, tests, fee, report detail and any relationship between the assessor and upgrade contractor. DOE Home Energy Score An asset-based rating from 1 to 10, with recommendations; 1 is least efficient and 10 most efficient. It can help compare homes and identify potential improvements. It is an estimate based on home characteristics, not a measure of your actual utility bills, and is available only in areas served by official partners. ENERGY STAR Home Energy Yardstick A comparison of actual energy use over the previous 12 months with similar homes. It does not diagnose the cause of high bills or discomfort and is not a professional audit. Its comparison is limited to the home types it lists. See ENERGY STAR’s Home Energy Yardstick explanation.

A score based on a home’s features may not reflect occupant behavior or actual utility costs. Conversely, a bill comparison can show that use is unusually high without identifying whether the cause is air leakage, equipment, controls or something else. Use the method that answers your question, and seek a professional assessment when you need a diagnosis and project recommendations.

How to prioritize upgrades that may pay off

Start with the problems the assessment identifies and your home’s major energy uses—not with a popular product or a generic ranked list. For each relevant measure, compare the same categories:

  • Installed cost: Use quotes for the work at your home, not a generic equipment price.
  • Estimated savings: Ask for projected annual energy savings and bill savings, along with the assumptions behind them.
  • Payback: Compare the estimated time for savings to recover costs, but treat it as a projection, not a guarantee.
  • Incentives: Count only programs and tax benefits you have confirmed are available to your household under current rules.
  • Other benefits: Consider comfort, durability, moisture control, health, resilience, equipment failure risk and emissions where relevant.
  • Sequence and dependencies: Ask whether one project changes the size, cost or usefulness of another.

DOE says some measures may recover costs within a couple of years while others take longer. It also cautions that combined savings are usually less than simply adding individual project estimates. For that reason, do not treat separate projections as savings that stack perfectly. DOE’s Home Energy Score FAQ discusses estimates and combined savings.

Check the order of work

Some upgrades affect later decisions. For example, ENERGY STAR’s audit-credit guidance gives optimizing attic insulation before sizing or installing a heat pump as a sequencing example. Reducing heating or cooling loads can affect equipment needs, but the right sequence and sizing should be confirmed for your specific home by a qualified professional. DOE’s upgrade guidance lists possible measures including insulation and air sealing, duct sealing, heating and cooling equipment such as heat pumps, water heating, windows and doors, ventilation and controls. Consider a measure only when the assessment identifies a relevant opportunity. DOE describes air sealing as a way to reduce heating and cooling costs and improve comfort and durability, but that does not establish a universal payback for every house. Define what “pay off” means for your household

A project with a longer energy-bill payback may still make sense when it addresses uncomfortable rooms, moisture concerns, resilience, a failing system or an emissions goal. If the primary aim is lower bills, give greater weight to home-specific projected savings and installed cost. If the project is driven by another need, weigh that benefit separately rather than presenting it as a guaranteed financial return.

Check incentives before counting them

Do not assume a federal tax credit or local rebate is currently available. ENERGY STAR’s audit-tax-credit page states that the credit’s eligibility period ended December 31, 2025; it describes a 30% credit on costs up to $150 for its stated period, not a benefit to assume for an audit in 2026. The DOE qualified-auditor page says the 2025 law revised tax-credit provisions, so check current IRS instructions for any later eligibility. ENERGY STAR’s page states the audit-credit period and terms.

Local rebates vary by location and program. DOE says home-upgrade rebates depend on state, territorial or Tribal program administration and where the home is located. Confirm eligibility, deadlines, approved measures, contractor rules and whether funds remain available with the relevant program before including a rebate in a project calculation. Turn the report into a decision

  1. Collect the evidence: Gather the written assessment, 12 months of utility bills, current utility rates and itemized installation bids for recommended work.
  2. Build a home-specific comparison: For each measure, record installed cost, estimated annual energy and bill savings, payback assumptions, confirmed incentives and non-energy benefits.
  3. Check interactions: Ask whether air sealing, insulation, ducts or controls should precede equipment replacement, and whether one project changes another project’s expected savings.
  4. Choose by objective: Prioritize measures that address the diagnosed problem and your household’s goal—bill reduction, comfort, durability, system replacement or another stated need.
  5. Recheck before signing: Confirm current rates, quotes, program terms and tax instructions; then compare the completed work with the report’s assumptions.
