For a hair-growth serum, start with the active ingredient and whether it has evidence for the kind of hair loss you have. Topical minoxidil is the clearest evidence-backed nonprescription topical in the guidance covered here, but it may help only some early or pattern hair loss, takes months to assess, and generally needs continued use to maintain benefits. Sudden, patchy, postpartum-associated, or unexplained loss is a reason to seek clinical advice rather than guess at a serum. The guidance below is primarily U.S.-focused; labels and regulations vary by country.
First identify the kind of product you are buying
A serum may condition hair, make strands look fuller, or claim to treat hair loss. Those are different purposes. A cosmetic thickening effect is not proof that a product regrows hair. For a hair regrowth treatment, inspect the label for the active ingredient, concentration, dosage form, directions, warnings, and the type of hair loss it addresses.
Hair loss has many possible causes. The pattern and speed of loss, scalp findings, health history, and sometimes medical tests can affect the appropriate next step. If the cause is unclear, choosing a serum before understanding what is happening may delay useful care. Topical minoxidil
Topical minoxidil is the best-supported nonprescription topical in the sources considered here. The American Academy of Dermatology says it can stimulate growth and help prevent further loss when used as directed, particularly for some early or pattern hair loss. Do not treat every product with “growth” on the package as equivalent to a properly labeled minoxidil medicine. Check the actual active ingredient and follow the specific product label. FDA-hosted Rogaine topical solution labeling is one U.S. label example, not a universal recommendation for every reader or formulation.
Vitamins and supplements
Supplements are not a default hair-loss remedy. A deficiency in nutrients such as iron or protein can contribute to hair loss, but the AAD recommends checking for a deficiency rather than assuming one. Excess selenium, vitamin A, and vitamin E have also been linked to hair loss. The FDA does not review dietary supplements for safety and effectiveness before they are sold. Other cosmetic serum ingredients
The available evidence here does not establish that popular cosmetic ingredients such as peptides, botanical extracts, caffeine, or rosemary oil are proven hair-regrowth treatments. Their presence in a serum or its marketing claims should not be confused with evidence that it treats a diagnosed cause of hair loss.

Solution and foam are dosage forms, not a universal ranking. Compare the active ingredient, concentration, directions, warnings, and any relevant age or hair-loss-pattern restrictions on the exact product you are considering. The AAD notes that foam may reduce irritation risk in its male-pattern hair-loss guidance; that does not establish that foam is best for everyone. Follow the individual package instructions rather than transferring directions from another formulation.

Using minoxidil requires patience and consistency. The AAD says many people need about 6–12 months to see regrowth, and use generally has to continue to retain benefit. Know when not to self-select a serum
The warnings on the exact package matter. A 2026 FDA-hosted topical minoxidil solution label says not to use that product if hair loss is sudden and/or patchy, associated with childbirth, of unknown cause, or if the user is under 18. Those warnings belong to that label and do not necessarily apply identically to every formulation or jurisdiction. Seek medical advice when loss is sudden, patchy, unexplained, or accompanied by concerning scalp changes, rather than trying successive products without knowing the cause. A dermatologist can evaluate possible causes and discuss prescription medicines or procedures if appropriate. For male-pattern loss, AAD discusses options including prescription finasteride, hair transplant, and platelet-rich plasma; these are clinical alternatives with their own eligibility, risks, costs, and treatment needs, not interchangeable serum ingredients. Watch for regulatory and marketing red flags
- Miracle or guaranteed regrowth claims: Evidence for minoxidil does not support promises of a full head of hair or guaranteed results.
- Unclear active ingredient: If a product claims to treat hair loss but does not clearly identify its active ingredient and directions, do not assume it is a proven treatment.
- Unapproved drug marketing: In a January 29, 2025 warning letter, the FDA said specific LifeCell hair-regrowth products were unapproved new drugs marketed in violation of federal law at that time. This is a specific regulatory action, not evidence that all cosmetic serums or all minoxidil products are unlawful. FDA warning letter to LifeCell.
- Supplement promises without a diagnosis: A supplement is not automatically safe or useful for hair loss; excess intake of some nutrients can itself be associated with loss.
Make safety practical, especially around pets
Minoxidil can seriously harm cats and dogs if they contact treated skin, bedding, tissues, applicators, spills, or contaminated items. Keep the product secured, prevent pets from contacting treated areas, and handle application and cleanup so pets cannot reach residue or discarded materials. The AAD’s pet-safety guidance reports that 97.8% of cats and dogs that came into contact with minoxidil were hospitalized; this is the statistic AAD reports from cited studies. Consider other options as distinct treatments
Home laser devices and microneedling should not be casually grouped with serum ingredients as equally established options. The AAD describes laser evidence as based on only a few studies, with more research needed. It says microneedling may help in some studies but advises checking with a dermatologist because it can worsen certain conditions and the appropriate device matters.
