Choose a flood policy by matching building and belongings coverage to what you could lose, then compare exclusions, deductibles, total annual cost and the date coverage begins. For U.S. homeowners, the National Flood Insurance Program (NFIP) provides a useful baseline: its standard homeowner limits are up to $250,000 for the building and $100,000 for contents. Those limits may not cover the full replacement cost of a home or the value of everything inside it.

Why consider flood insurance if homeowners insurance does not cover floods?

Most homeowners policies do not cover flood damage. A government-backed mortgage on a home in a Special Flood Hazard Area can require flood insurance. Flood risk is not confined to coastal or riverfront properties: FloodSmart says 99% of U.S. counties experienced a flood event in the past 20 years. Check the property’s flood map and history, whether its community participates in the NFIP, and any lender requirements before comparing policies. A map showing lower risk does not mean there is no flood exposure.

Federal disaster assistance is not a substitute for an insurance policy. Assistance depends on a presidential disaster declaration and may come as a loan or limited grant; insurance claim payments do not have to be repaid. FloodSmart reports an average NFIP claim payment of $68,000 for 2016–2021. That is a historical program figure, not a prediction of what a particular homeowner would receive.

Decide how much building and contents coverage you need

NFIP building and contents coverage are separate choices, generally with separate deductibles. Under current NFIP homeowner policy information, building coverage is capped at $250,000 and contents coverage at $100,000. Check current program materials and policy forms when buying, and compare the limits with your own costs: the NFIP building cap may be below your home’s replacement cost, and the contents cap may be below the value of your belongings.

Make two inventories rather than one: a building list and a belongings list. Record major items and their estimated replacement costs so you can see whether the available limit would leave a meaningful gap. Read the policy wording to confirm which property qualifies for each coverage.

Check what flood insurance excludes or limits

Do not assume that a flood policy pays every cost associated with a flood. NFIP coverage excludes or limits categories that can matter to a household, including temporary housing or additional living expenses, many belongings in basements, vehicles and property outside the insured building. Ask about the specific items or costs you rely on, and verify the answer in the policy rather than relying on a general description.

Sewer backup coverage depends on the cause. FloodSmart distinguishes a backup directly caused by flooding from one caused by clogged pipes. If this exposure matters to you, ask the insurer how the policy treats each situation. Review the applicable Standard Flood Insurance Policy and any endorsements or terms that apply to the policy you are considering.

Compare deductibles and the full annual cost

NFIP premiums depend on the individual property and the coverage selected, not just its location on a flood map. FloodSmart lists factors such as flood exposure and property location, foundation type, first-floor height, replacement cost, building and contents limits, and deductibles. There is no single national premium that can reliably tell you what your home will cost to insure.

Compare quotes on equal terms: request the same building and contents limits and the same deductibles wherever possible. Building and contents deductibles may be separate. A higher deductible can reduce the premium, but it also means paying more yourself after a covered loss. Compare the total annual payment shown in the declarations page, including fees and surcharges, rather than focusing only on a base premium.

For an NFIP policy, FloodSmart says the program uses the same pricing approach across participating providers. Private flood policies are not assessed here; compare their written limits, exclusions, deductibles, settlement terms and effective dates with the specific NFIP policy or other option under consideration. Do not assume a private policy is equivalent or better without checking its contract.

Check eligibility and when coverage starts

Confirm that NFIP coverage is available for your property by checking community participation and your circumstances with a provider. Also check lender requirements; a government-backed mortgage on a home in a Special Flood Hazard Area can make flood insurance mandatory.

NFIP coverage usually starts 30 days after purchase, so buying when a flood is imminent may be too late. FloodSmart lists exceptions, including some mortgage transactions, renewal changes, certain recently mapped high-risk properties and qualifying wildfire-related cases. An exception is not automatic: ask the provider to confirm your policy’s actual effective date in writing.

Get quotes and verify the policy before buying

  1. Prepare the property details. Gather your building and contents inventories and relevant information about the home’s construction and features. These help you evaluate limits and the property factors used in pricing.
  2. Request an NFIP quote. Use FloodSmart’s quote route or provider directory to find a participating provider. Ask for the limits and deductibles you want to compare.
  3. Compare the written terms. Check building and contents limits, separate deductibles, exclusions, total annual payment and effective date. For private coverage, assess the actual contract rather than assuming NFIP terms apply.
  4. Ask about anything material to your home. Have a licensed agent or insurer explain uncertain coverage, such as basement property or sewer backup, and confirm the answer in policy documents.
  5. Keep the documents. Save the policy and declarations page so you can check the limits and deductibles if you need to make a claim.

Prepare in case you need to make a claim

Keep an inventory and policy records where you can access them after a flood. If damage occurs, document it with photos or video and keep item details; FloodSmart’s claims checklist also advises policyholders to check their limits and deductibles. Documentation does not change the policy’s coverage, but it can help you describe and substantiate a claim.
