Choose a family phone plan by matching each line to its own data and hotspot use, then compare the household’s full monthly cost and coverage. A shared bill does not mean everyone needs the same plan tier, and “unlimited” does not necessarily mean unchanged speed at all times.
1. Measure how much data each person actually uses
Start with several recent billing cycles and record usage by line. Look at both the typical month and any unusually high month; a single average can hide a person who sometimes travels, streams more, or relies on mobile data when Wi-Fi is unavailable.
Check phone data and hotspot data separately. Hotspot use may have its own allowance and speed rules, so a line that looks light on ordinary phone use could still need a plan with more hotspot capacity.

- Note peak months and what caused them.
- Record hotspot use separately from phone use.
- Ask each user where and how they rely on mobile data, especially away from Wi-Fi.
2. Match plan levels to people, not to the account average
Compare the terms for each line rather than assuming the whole family must buy one identical tier. Some carriers allow different plan levels on lines billed together. AT&T’s Unlimited Your Way comparison, for example, lists Elite 2.0, Premium 2.0, Extra 2.0, and Value 2.0 with different per-line data and hotspot features. Its page says Extra 2.0 may be slowed when the network is busy after 100 GB, while Value 2.0 may be slowed when busy after 5 GB. The page was last updated April 16, 2026; confirm current terms before choosing.

A practical mix might put a low-use line on a lower tier and reserve a more generous tier for the person who regularly uses more data or hotspot. Do not choose the mix from the tier names alone: compare the exact allowances and what happens after each one.
3. Understand what “unlimited” means for speed
Unlimited is not a complete description of how a line performs. Read the plan’s terms for any high-speed or premium-data threshold, whether slowdowns happen only when the network is congested, and whether the rule applies to phone data, hotspot data, or both.

The FCC’s 2024 Communications Marketplace Report describes unlimited plans as well as plans with specified allowances, and notes that some plans marketed as unlimited can deprioritize a user’s data after an allowance is reached during congestion. It is market context, not a substitute for the terms of a current plan. In 2019, the FTC also stated: “If the company will slow down data speeds for users who exceed a data cap, it must tell customers it’s going to do that.” Its consumer guidance concerned a historical AT&T enforcement case; it does not establish the current terms of every carrier’s plans.
4. Treat hotspot as its own plan requirement
If anyone connects a laptop, tablet, or other device through a phone, compare the line’s hotspot allowance and the speed after it is used. A phone plan with ample regular data may still be a poor fit if its hotspot allowance is small or slows substantially.

Hotspot may also change the price. Verizon’s current unlimited-plan page describes unlimited hotspot as an additional per-line monthly charge on the plan shown there. Check the selected plan’s live details rather than assuming hotspot is included.
5. Compare the complete household bill
Ask each carrier for a quote using the actual number of lines and the plan mix you are considering. Compare recurring service charges, then account for taxes and fees, phone installments, add-on plans, optional features, discounts, and promotion conditions. A displayed per-line price may rely on autopay, a qualifying discount, or a particular number of lines.

Prepaid can also support a family account, but its discount rules matter. AT&T says customers buy and activate each desired line for a family account; its multi-line discount has qualifying-plan requirements, and the page states a five-line consumer-account limit. Check the current AT&T Prepaid multi-line discount terms against your family’s eligibility.

6. Check coverage where the family uses its phones
Check each carrier at home, school, work, and along regular travel routes. A national plan description cannot establish whether service will be dependable at a particular address, and the carrier examples here do not identify a universal coverage winner.
T-Mobile’s Experience plan page presents multi-line pricing for six to eight lines and describes unlimited premium data on a listed plan. That information is not enough to infer what a smaller household would pay; get a quote for your actual line count and confirm coverage in your locations.
7. Revisit the choice when usage changes
After a few billing cycles, compare each person’s actual use with the assumptions behind the plan mix. School schedules, travel, changing streaming habits, or adding a hotspot device can shift what each line needs. Adjust tiers when the pattern changes rather than paying indefinitely for capacity no one uses—or leaving a frequent user with too little.
