Choose a colocation data center by first documenting what your workload needs, then comparing each proposed facility against the same requirements for location, usable power and cooling, resilience, network access, security, operations, deployment timing, growth and full-term cost. Verify claims for the exact site and service, and review the SLA and contract before signing. A higher Tier label or lower cabinet rate alone does not establish the best fit.
Start with the workload, not a provider shortlist
Colocation puts your company’s equipment in a third-party data center. The provider supplies space and agreed facility services; your business still needs to determine what the equipment requires and which responsibilities remain yours. A useful selection process begins with a written brief, because providers cannot make comparable proposals if each is estimating a different footprint, power demand or service scope.
Separate requirements into two categories: what must be available on day one, and what you may need as the workload grows. For each, record the equipment footprint, expected sustained and peak power, rack density, required power redundancy, network connections, compliance obligations, acceptable locations and target go-live date. Include recovery-site needs and any constraints on where data or equipment can be located. A colocation buyer’s guide and provider-selection checklist can help structure the initial requirements.

- Equipment and space: Describe the equipment footprint and number of cabinets or racks you expect to deploy. Identify any non-standard dimensions or installation needs relevant to the proposed space.
- Power: State expected load, peak demand, desired redundancy, and whether the requirement is for a dedicated or shared arrangement if that distinction matters to your design. Ask for customer-usable committed capacity, not just a building-level figure.
- Cooling: Record expected density and ask whether cooling is available for that density in the specific hall and cabinet location.
- Connectivity: Name required carriers, cloud connections, exchanges or other network endpoints. Note whether physically diverse paths are necessary and whether any connection must be ready by launch.
- Business constraints: Set acceptable geography, latency or staff-access considerations, data-location requirements, applicable regulatory obligations, disaster-recovery expectations and the date service must be ready.
- Commercial assumptions: Identify the expected contract term, planned growth and any budget assumptions. These let you compare full proposals rather than isolated headline rates.
Do not treat a forecast as a day-one commitment unless the business needs it immediately. Instead, state the capacity required at launch and the likely expansion path. This lets you assess whether a provider can support growth without paying for unneeded capacity upfront or discovering too late that adjacent space or power is unavailable.

Compare candidate facilities on the same criteria
Ask each provider to respond to the same brief for a named site, hall and service. A provider-wide carrier list, certification statement or security description does not prove that the specific location in a proposal offers the same capability. Request written, facility-specific answers and supporting evidence, and distinguish contractual commitments from marketing descriptions.
| Decision area | What to document and verify |
|---|---|
| Location and business fit | Data-location constraints; proximity to customers and staff; latency needs; local weather, security, property-use and building-code considerations; and recovery-site requirements. |
| Space, power and cooling | Footprint; usable committed power at the proposed cabinet; density limits; feed arrangement; backup arrangements; cooling capability at the planned density; maintenance procedures; and expansion capacity. |
| Resilience and evidence | Whether resilience statements concern design, construction or operations; any relevant Tier classification and certification scope; maintenance and operating practices; and site-specific recovery arrangements. |
| Network and interconnection | Named carriers and cloud connections in the building; route diversity; cross-connect availability, lead time and charges; and any provider restrictions. |
| Security and compliance | Facility-specific audit reports or certificates, scope and exceptions; access and visitor procedures; delivery handling; incident escalation; and customer audit rights. |
| Service and operations | Support availability; access processes; included remote-hands tasks and response targets; change approvals; escalation contacts; after-hours responsibility; and which organization operates the facility. |
| Commercial terms | Setup and installation; reserved or metered power; connectivity and cross-connects; remote hands; applicable taxes and fees; price escalators; renewal; expansion; SLA remedies; termination; and migration or exit costs. |
| Deployment and growth | Availability by the required launch date; provisioning lead times; adjacent space and power; and the contractual price or formula and lead time for adding capacity. |
Location needs are not limited to latency. Consider the people who may need to reach the site, relevant local risks, applicable laws and whether the proposed location fits your recovery strategy. Uptime Institute notes that factors such as regional weather, security, property use and building codes sit beyond its Tier topology classifications; a Tier label does not answer those site-selection questions. See its Tier classification overview.
Interpret Tier claims—and verify what they cover
Uptime Institute describes Tier I through Tier IV as progressive infrastructure classifications: Tier I provides basic capacity, Tier II adds redundant capacity components, Tier III is concurrently maintainable, and Tier IV is fault tolerant. These terms describe infrastructure capability, not a complete measure of whether a facility suits your business. Uptime Institute explicitly cautions that a Tier IV site is not automatically better for every business function than a Tier II site.

For its Tier III classification, Uptime Institute says: “Each and every capacity component and distribution path in a site can be removed on a planned basis for maintenance or replacement without impacting operations.” Treat that as a definition of the classification, not a guarantee that your own equipment, network service or application will never be interrupted. Ask separately how planned maintenance is communicated, which customer services it can affect, and what the provider commits to in the contract.
Confirm usable power, cooling and network access
Facility capacity matters only if the capacity is available to your deployment. Ask the provider what power it can commit to your proposed cabinet in the named hall, what density limits apply, and how the quoted amount maps to your equipment’s sustained and peak demand. Clarify the feed arrangement and backup design for the service, as well as what maintenance can affect the customer. Confirm cooling capability at the planned density rather than assuming a building’s general cooling provision will support your rack.
Network diligence also needs to be specific to the building and proposed deployment. Ask which named carriers and cloud connections are physically available, whether paths are diverse for your purpose, and what cross-connect lead times and charges apply. A carrier’s presence somewhere in a provider’s portfolio does not establish its availability at the site you are considering. Likewise, a connection listed as available may not be ready by your launch date. The CoreSite buyer checklist and viabandwidth provider checklist include network and interconnection questions to put to candidates.
Questions to resolve in writing
- What customer-available power can the provider commit in the specific hall and cabinet, and what density limit applies?
- How are power feeds, backup systems and cooling arranged for the proposed service?
- Which planned maintenance activities can affect the customer, and how are they handled?
- Which named carriers and cloud connections are available in the building? Are the required routes diverse?
- What are cross-connect lead times, one-time charges, recurring charges and any restrictions?
- What capacity can be added at the same location, and on what lead time and contractual price or formula?
Where a provider cannot commit the capacity or connection by your required date, treat it as a deployment risk rather than an assumption to revisit after signing. Record the answer, evidence and any conditions in the proposal comparison.

Match security and compliance evidence to your obligations
Start from the laws, customer commitments and internal controls that apply to your business, then ask which facility-specific evidence demonstrates how the proposed service addresses them. Request the applicable audit reports or certificates and check their scope, reporting period and exceptions. Confirm whether the material applies to the exact location and service—not simply to the provider as a whole.
Security is also operational. Understand how staff, visitors and deliveries are handled; how access is authorized; what incident escalation looks like; and whether you have relevant customer audit rights. Ask who operates the facility and who is responsible for responding after hours. These details help reveal where the provider’s role ends and your own operational responsibilities begin.
Do not infer that a certificate or audit report proves compliance with every rule that might apply to your workload. The relevant question is whether the scope and evidence satisfy your actual legal, security and contractual requirements. Have the appropriate security and legal stakeholders review that evidence, including any stated exclusions.

Define remote hands carefully. Ask which tasks are included, which are billable, how requests are submitted, how response times are measured, and what rates apply. “Remote hands available” is not a complete service description. If your team expects the provider to perform a particular task, get its scope, availability and price in writing.
For deployment, validate current availability at the required site and the provisioning lead time for space, power and connectivity. Ask whether the facility can meet the go-live date and what dependencies could delay it. For growth, ask whether additional capacity can be added at the same location, how soon, and under what commercial terms. The Eaton guide to choosing a colocation service provider is another checklist-oriented resource for assessing service scope and provider responsibilities.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare the full contract cost, not just the cabinet rate
Colocation prices cannot be generalized responsibly without knowing the country or region, capacity, density, connectivity, service scope, contract term and currency. Ask each candidate for a cost breakdown using the same assumptions, and compare the expected total across the full term. Keep one-time costs separate from recurring charges so that initial setup does not disappear inside a monthly figure.
Include setup and installation, power, connectivity, cross-connects, bandwidth, remote hands, applicable taxes or fees, and any price escalators. Model expected expansion, renewal pricing and exit or migration costs as well. If power is reserved or metered, clarify the basis of charges and how the proposal treats your expected usage. For each line item, note whether its price is fixed, subject to a formula, or not yet established.

Normalize proposals to the same contract length, capacity, utilization assumptions, network connections, support requirements, growth plan and exit scenario. A lower initial rate may not produce a lower full-term cost if other services or expansion are priced differently. Conversely, paying for capacity or resilience that the business does not require may not improve the fit.
Read the SLA and contract before committing
Review the actual service-level agreement rather than relying on a summary or a percentage in a sales presentation. Provider SLA percentages are contractual claims tied to a particular service and contract; they are not general data-center performance statistics. The sources used for this guide do not establish a universal outage rate, savings figure or market-wide uptime number that would apply to your decision.
For each service in scope, establish how performance is measured and what conditions are excluded. Check planned-maintenance treatment, notification and escalation processes, credits or other remedies, and whether chronic failure creates additional rights. Confirm that the SLA covers the services you are buying, not only a facility component that does not resolve your business’s actual risk.
Have technical and procurement stakeholders review renewal mechanics, price changes, expansion rights, termination obligations and the process and cost of migration or exit. Verify that any important sales statement—such as committed capacity, a delivery date or a support response—is reflected in the agreement or an enforceable service document. A proposal is not a substitute for the terms that govern service after signature.
A practical selection process
- Write a one-page requirements brief. Separate launch requirements from forecast growth. Include equipment, footprint, sustained and peak power, density, redundancy, network endpoints, compliance needs, location constraints, target launch and budget assumptions.
- Screen by exact facility. Request the specification sheet and current availability for the named site and hall. Do not assume provider-wide certification, carrier or security statements apply automatically to the proposed location.
- Send every candidate the same questions. Ask for written answers and evidence. Mark which statements are marketing descriptions, which are independently evidenced, and which are contractual commitments.
- Tour or audit when justified. If the decision warrants it, examine access and delivery processes and request customer-available operating, security and maintenance evidence. Record unanswered questions and follow them up before choosing.
- Normalize the proposals. Apply common assumptions for capacity, utilization, contract length, connectivity, support, growth and exit. Separate one-time and recurring costs and identify unpriced or conditional items.
- Review the SLA and contract together. Involve technical and procurement stakeholders; check scope, measurement, exclusions, maintenance, remedies, escalation, chronic-failure rights, renewal and termination.
- Select against critical requirements and total risk. Choose the proposal that fits the workload at acceptable total cost and risk. A more expensive or higher-Tier facility is not automatically the right choice; weigh documented capability, operating model and contract terms.
RFP checklist: questions to send colocation providers
Use this checklist as a common request for information or proposal. Ask candidates to answer against the same location, footprint, power profile, network needs, service scope and target date. Request evidence alongside claims and note any answer that is conditional or not yet committed.
- What customer-available power can you commit in the specific hall and cabinet, and what density limit applies?
- How are power feeds, backup systems and cooling arranged for this service? Which planned maintenance activities can affect the customer?
- Is your Tier statement a design assessment or a certification? Which site and stage does the supporting evidence cover?
- Which named carriers and cloud connections are physically available in this building? Are routes diverse? What are cross-connect lead times and charges?
- What security and compliance evidence can you provide for this precise facility and service? What are the report period, scope and exceptions?
- Who operates the facility and responds after hours? What remote-hands work is included, how are response times measured, and what rates apply?
- What does the SLA cover, how is it measured, what is excluded, and what remedies and escalation rights apply?
- What are all setup, power, cross-connect, bandwidth, remote-hands, renewal, expansion and exit costs over the contract term?
- What capacity can be added in the same location, on what lead time and at what contractual price or formula?
- What data-location, access, delivery and disaster-recovery requirements can this site meet?
Make the final decision against evidence
For each candidate, keep a record of the requirement, the provider’s answer, the evidence reviewed, the contractual commitment and any remaining risk. Separate mandatory requirements from preferences: a missing critical network connection or unacceptable data-location condition may rule a site out, while a preference may be weighed against cost and operating convenience.
Where facts remain facility- or jurisdiction-specific—such as actual capacity, carrier presence, certification scope, regulatory fit, local risk and price—verify them for the candidate and your business rather than relying on general statements. The strongest choice is the one that meets the workload’s real constraints, has evidence behind its claims, can be deployed on the necessary timeline and carries terms your organization can accept.
