Check the official gaming, lottery, or sports wagering regulator for the state where you will place the bet. Confirm that the specific format—online/mobile or retail—is allowed, then match the sportsbook’s brand and legal company to the regulator’s current approved list. For online bets, also verify location and age requirements. An app-store listing or an account that lets you register is not proof that wagering is legal.
How to verify sports betting legality
- Start with where the wager will be placed. For a mobile bet, check the rules of the state where you will physically be when placing it—not only your state of residence. Rules differ by state, so do not assume that being allowed to bet in one state means you can bet in another.
- Find the official state regulator. Look for the state government’s gaming, lottery, or sports wagering agency and its current sports betting rules, FAQ, and license-verification page. For example, the Indiana Gaming Commission’s sports wagering verification resources link to active certificate holders and other licensed or registered entities.
- Check the specific betting format. Confirm that the regulator’s rules cover the kind of wager you plan to make, such as online/mobile or retail betting. Do not infer that one format is permitted because another is.
- Verify the exact sportsbook. Match the public brand and its legal operating company against the regulator’s current list. A related company, service provider, or similarly named brand is not necessarily the licensed operator.
- Read the applicable restrictions. Check minimum age, physical-location rules, and any limits on eligible events or venues. For online wagers, determine whether the state requires geolocation before accepting a bet.
- Recheck the regulator’s record before wagering. Licensing and approval status can change. If the operator or its status is unclear, pause and contact the regulator rather than relying on the sportsbook’s marketing or a third-party map.
Online betting: location and residence are separate questions
A state may require a bettor to be physically inside its borders when placing an online wager, regardless of where that person lives. North Carolina, for example, says bettors must be in the state and that licensed operators geolocate devices before accepting wagers. Its FAQ says visitors may bet while physically in North Carolina; residency is not required. These are North Carolina rules, not a nationwide standard. See the North Carolina State Lottery Commission FAQ for the state’s current guidance.
Examples of official license checks
North Carolina
The North Carolina State Lottery Commission says online/mobile sports wagering is legal with licensed operators and illegal with an online operator not licensed by the state. Its approved licensees list pairs public sportsbook brands with operator entities and license numbers. The Commission’s FAQ states a minimum age of 21 and describes the physical-location and geolocation requirements.

The Indiana Gaming Commission’s verification page links to active sports wagering certificate holders, service provider licensees, vendor licensees, and registrants. It also provides links to disciplinary matters and explains how to request certain license-history checks using a gaming entity’s full legal name.
#1 Best Overall
Tennessee
The Tennessee Sports Wagering Council maintains an approved licensees and registrants page, with initial and renewal dates. The Council says betting with an operator not on its approved list is illegal in Tennessee and advises: “The only way to ensure that you are betting with a licensed operator is to check this website before placing a bet.”

A directory can help you find a state regulator or get oriented, but it is not the licensing authority. One Analytics says its state-legality information draws on an American Gaming Association tracker and state regulators, refreshes quarterly, and cross-checks operator lists against operator pages. Use its sports betting legality directory as a navigation aid; confirm the actual rules and operator status on the relevant regulator’s current site before wagering.

If you cannot confirm an operator’s status
- Do not place a wager while the status is uncertain.
- Search the regulator’s register using both the sportsbook brand and the legal company name.
- Check whether the listing is current and whether it applies to the betting format you intend to use.
- Ask the state regulator to clarify the listing or rules if the answer remains unclear.
