Your Jira or Confluence instance is exposed to CVE-2026-21589 if it is a Data Center deployment running a version earlier than the fixed release for its product line. Atlassian says affected Cloud products are already patched and need no customer action for this CVE. Everything below tells you how to compare versions correctly, what to do if you cannot patch today, and how to look for signs of past exploitation.

Fixed versions by product

Compare each instance only against its own product’s row. Any version before the listed fixed release is affected, and you should upgrade to that release or later.

Product (Data Center) Fixed releases
Jira Software Data Center 9.12.40, 10.3.26, 11.3.12
Jira Service Management Data Center 5.12.40, 10.3.26, 11.3.12
Confluence Data Center 9.2.26, 10.2.19
Atlassian Cloud Already patched by Atlassian; no customer action required

Jira Service Management has its own maintenance branch (5.12.x), separate from Jira Software (9.12.x). Do not compare a Jira version against Confluence’s thresholds, or a Jira Software version against the Service Management numbers. Atlassian’s advisory does not name Jira Server or Confluence Server for this CVE, so do not assume the Data Center guidance covers them without separate confirmation from Atlassian.

What the vulnerability allows

CVE-2026-21589 is an unauthenticated arbitrary file access flaw. An attacker with no login can read specific files within the web application root. Atlassian states: “Exploitation requires prior knowledge of the target file’s exact name and path; this vulnerability does not allow attackers to enumerate or list directory contents.” Risk rises if sensitive files sit in that location.

Atlassian rates it Critical, with a CVSS 4.0 score of 9.3. That is the vendor’s own assessment, and Atlassian advises you to evaluate applicability in your own environment. The advisory was released on October 5, 2026.

How to check your exposure, step by step

1. Inventory every Data Center deployment

List every Jira Software, Jira Service Management and Confluence Data Center installation, including each cluster, staging copies and instances outside your normal support window. Atlassian’s Jira notes say end-of-life versions may also be affected, so old, forgotten instances count.

Yubico - YubiKey 5C NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-C or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5C NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
  • WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5C NFC secures 100+ of your favorite accounts, including email, password managers, and more
  • FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
  • MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
  • PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts

2. Read the installed version

Get the version from the product’s administration area (the system information page) or from your deployment records, and note the product name beside it. In a cluster, confirm that every node runs the same build.

3. Compare with the correct fixed release

Anything earlier than the applicable fixed release in the table is affected. If your branch is not clearly mapped by the table, check Atlassian’s live advisory and release notes for the correct upgrade path before choosing a target.

4. Check whether the instance is reachable from the internet

Version tells you whether the software is vulnerable. Network reachability tells you how urgent it is. An unauthenticated flaw on an internet-facing instance is the highest priority.

5. Patch, or mitigate temporarily

Upgrade to a fixed release or later. If you cannot do so immediately, use the measures below.

6. Investigate past exploitation separately

A version check establishes exposure, not compromise. See the log review section.

Temporary mitigations if you cannot patch yet

  • Remove the instance from the internet where possible until patching or mitigation is complete. This is Atlassian’s first recommendation.
  • WAF or proxy rule: block request paths where .. is immediately adjacent to a forward slash, a backslash or a double colon (::), including URL-encoded forms. Atlassian’s advisory supplies a regex. Test that your implementation actually blocks these patterns and handles encoded variants.
  • Tomcat RewriteValve: for Jira and Confluence, Atlassian documents enabling the RewriteValve and deploying a rewrite.config file on every Data Center node. Back up your configuration first, use the product-specific file paths in the advisory, and restart each node as directed.

These are stopgaps, not replacements for the upgrade.

How to look for past exploitation

Atlassian states: “Atlassian cannot confirm if your instances have been affected by this vulnerability.” Involve your local security team and review access logs:

  1. Take each access-log request line and URL-decode it, up to two passes.
  2. Search the decoded text for .. directly next to /, a backslash, or ::.
  3. Alternatively, run the raw-request regex from Atlassian’s advisory against the undecoded lines.

A match is a lead to investigate, not proof of data loss. An absence of matches does not by itself prove the instance was untouched, for example if logs were rotated or not retained. Because exploitation needs the exact file name and path, also consider which sensitive files sit in the web application root and treat any that could have been read as potentially exposed.

Triage table for multiple instances

For each installation, record these fields and sort by the result:

Field What to record
Product Jira Software, Jira Service Management or Confluence
Deployment model Data Center (in scope) or Cloud (patched by Atlassian)
Installed vs. fixed version Compared against that product’s own thresholds
Internet accessibility Public, VPN-only or internal
Log findings Any traversal-pattern requests found
