You can find evidence that an outage is related to a submarine cable, but slow internet, high latency, or a routing change alone cannot show that a cable was cut. First check whether the problem is local or provider-wide; then look for an authoritative incident statement and use network maps or measurements only as supporting evidence.
Start by narrowing down where the problem is
Check whether the same problem affects more than one device and whether it occurs on both wired and Wi-Fi connections. If only one device or the home wireless network is affected, that does not point to a submarine cable incident. This is a basic way to narrow the scope, not a definitive diagnosis.
If multiple devices and connection types are affected, check your internet provider’s service notices. Look for a notice describing a regional, international, or backbone disruption, and note its time and geographic scope. Your provider or upstream operator is better placed than a country-level cable map to say whether its customers or routes are affected.

Look for authoritative confirmation of a cable fault
Prefer an incident statement from the cable owner, operator, consortium, or a government agency. Submarine Cable Status labels an incident “Confirmed” when an owner, operator, consortium, or other authoritative party says there is a fault. Its methodology distinguishes that from an incident supported by reliable media reporting but lacking an authoritative source.

Read the exact wording. A statement about a fault somewhere in a cable network does not necessarily establish a physical cable cut, the cause of the fault, or the effect on your particular provider. Preserve distinctions between a cut, equipment problem, suspected fault, and confirmed fault.
Use network observations as corroboration, not proof
Connectivity maps, latency measurements, routing observations, and outage reports can help show where service is impaired or whether routes have changed. They cannot by themselves establish that a submarine cable is the cause. As Submarine Cable Status puts it, “Traffic can reroute for many reasons, so an anomaly is never proof of a cable fault.”

Submarine Cable Status combines Cloudflare Radar outage annotations and latency data with RIPE Atlas route observations between major cities. Its methodology flags an anomaly when several probes on different networks show sustained latency changes, but notes that rerouting has other possible causes. The service publishes incident source links and separates confirmed, suspected, and observed evidence.

The ITU describes its Disaster Connectivity Map as providing “critical, near real-time information on communication network connectivity levels” to help governments, operators, and first responders identify outages and target restoration resources. The ITU said the map had been activated in more than 80 countries and disasters as of January 2026; that figure counts activations, not cable incidents.

Submarine Cable Status reported 607 cables in service and three active incidents as of its October 2, 2026 review. Those are dashboard figures, not an independently verified count of every cable system worldwide, and incident status can change.
Interpret country-level cable checks carefully
A country map can show which cables serve a country and provide observations about connectivity into it. It cannot tell you which cable carries your individual traffic: that depends on your provider’s network and routing. GeoCables also cautions that its country detection may be wrong if you are behind a VPN and that it does not measure terrestrial links. Treat its result as context, not confirmation of your ISP’s path.

Use careful wording when reporting what you find
- Confirmed: an authoritative party has confirmed a fault.
- Reported: reliable media have reported an incident, but an authoritative confirmation is not identified.
- Suspected: independent evidence points toward a cable issue, but authoritative confirmation is absent.
- Observed: measurements show unusual latency, connectivity, or routing behavior; the physical cause is not established.
These distinctions follow the published categories used by Submarine Cable Status. They help avoid turning a measurement or a tentative statement into a claim that a cable was cut.

Example: an official report that does not say “cable cut”
On August 7, 2026, the Government of Niue said an internet disruption had occurred on August 4. Its release stated: “Initial investigations indicate that the issue has been traced to equipment within the submarine cable network located offshore from Samoa.” The government said technical assessments were ongoing, that there was then no indication an external event had caused the issue, that service remained available at reduced performance, and that repair planning was under way with Manatua Cable partners.

This is an official report of a problem within a submarine cable network, not confirmation that the cable itself was cut. The stated cause and technical assessment remained qualified in the release.
Compare reports before drawing a conclusion
- Authority: Is the source an operator or government, or secondary reporting?
- Evidence type: Is it a direct incident statement or telemetry such as latency and route data?
- Scope: Does it concern one subscriber, a provider, a country, or a wider region?
- Freshness: When was the information last updated?
- Certainty: Does it say confirmed, reported, suspected, or merely observed?
A cable inventory, a route anomaly, and an operator notice answer different questions. No general map or measurement can determine the cause of a particular person’s outage without location, provider, timing, and relevant provider or operator evidence.
