To assess whether a satellite is military, civilian, or dual-use, identify the object and compare its official registration, operator’s mission description, and public catalog records. No single label or catalog field settles every case: ownership, operation, customers, and uses can differ, and international space law does not provide a standard military-versus-civilian classification.

Check the satellite using this records-first workflow

  1. Identify the object

Start with its name, international designation, catalog number, launch date, launch vehicle or launch, and any available country or operator attribution. Check that each record refers to the same object. Identification can be uncertain after clustered launches: NASA notes that sorting out small satellites can take weeks to months, and some objects may never be positively identified. NASA’s identification guidance explains this limitation.

  2. Look for UN and national registration

Search the UN Register of Objects Launched into Outer Space and, where available, the relevant national registry. Registration can provide submitted identity, launching-state, and mission details. Some states notify the UN that an object conducts a military or government mission, but registration—or its absence—does not determine the category by itself. The UNOOSA registration overview provides context.

  3. Read the operator’s mission description

Give the most weight to descriptions from the official operator, space agency, defense ministry, or military command. Record who operates the satellite and the mission they actually describe. Ownership is not enough: a government owner does not automatically establish military use, and commercial ownership does not rule out military customers.

    • HOBBY MODEL KIT – Unassembled model packed in an envelope with easy to follow instructions. Ideal for ages 14 and up.
    • NO GLUE OR SOLDER NEEDED – Parts can be easily clipped from the metal sheets. Tweezers are the recommended tool for bending and twisting the connection tabs.
    • VOYAGER – 1.5 Sheet Model with a moderate difficulty level. Assembled Size: 1.38 x 1.77 x 6.70 inches.
    • FROM STEEL SHEETS TO 3D – Pop out the pieces and connect using tabs and holes. Includes illustrated instructions.
    • HIGHLY DETAILED ETCHED MODEL – Display your 3D model once completed - collect and build them all.
  4. Use ITU filings as supporting evidence

ITU Space Explorer can help you examine satellite-network characteristics, spectrum filings, regulatory status, and operating-agency information. These filings primarily concern spectrum use and coordination; they are not a military-or-civilian certification. Public network lists and some summaries are available without login, while detailed notice information may require access. The data is updated every two weeks alongside the relevant BR IFIC publication.

  5. Cross-check a public satellite catalog

CelesTrak’s SATCAT is useful for object identifiers, orbital-catalog context, and catalog status. Consult the catalog’s field definitions and compare its record with independent mission descriptions. A “restricted” status is not an explicit statement that the object has a military mission.

  6. State a cautious conclusion

Call a satellite military when reliable official evidence describes a military operator or mission. Call it civilian when reliable official evidence describes a civilian mission and you find no contrary evidence. Use “dual-use” when evidence supports both military and civilian functions or users, and “unclear” when the available records do not settle the question. Explain the evidence rather than forcing a binary answer.

What different records can establish

Record Useful for Does not establish on its own
UN or national registration Submitted identity, launching-state, and mission information. A universal military/civilian category or definitive purpose.
Operator or government mission description Who operates the satellite and what mission they publicly state. Every customer or use, particularly where the system serves more than one purpose.
ITU filings Network and spectrum details, regulatory status, and agency or operator clues. Certification that a satellite is military or civilian.
SATCAT and other orbital catalogs Object identifiers, orbital context, and catalog status. Mission purpose based solely on a restricted entry or other catalog field.

Which clues are strong—and which are weak?

Mission descriptions are more informative than an object’s orbit, radio band, manufacturer, launch country, or visible appearance. A 1993 United Nations General Assembly report identifies intelligence collection—including signals and electronic intelligence—and early warning of ballistic-missile launches as roles likely to be exclusively military. These are examples of mission roles, not a count of military satellites. The report also discusses commercial contracting, military use of civilian or commercial capabilities, and systems with similar civilian and military functions. Read UN General Assembly report A/48/305.

When evaluating a claim, keep five distinct questions separate:

  • Owner: Who owns the asset?
  • Operator: Who runs or controls it?
  • Mission: What purpose is officially stated?
  • Customer: Who pays for or receives services?
  • Use: How is the capability actually used?

A commercial satellite may serve military customers; a military-operated system may provide services used by civilians; and one system may have both civilian and military functions. The UN report describes the broader point this way: “Space technologies are to a large extent of dual use in their application, as to a lesser degree are the systems.”

Does a restricted catalog entry mean a satellite is military?

No. In SATCAT, “restricted” is a catalog status, not a definitive mission classification. CelesTrak’s U.S.-maintained catalog listed 17,193 active satellites, including 460 in its restricted column, at 2026-10-07 04:04:48 UTC. Those are catalog counts, not counts of military satellites. For any particular object, corroborate status with official operator or mission information.

Why there is no clean global military-satellite count

International space law does not create a standard distinction between military, government, dual-use, and civilian satellites. In its institutional report, the United Nations Office for Outer Space Affairs states: “International space law makes no distinction between “military/government/dual-use” or “civilian” satellites.” Together with overlapping missions and incomplete or restricted information, that makes a single authoritative global count that cleanly separates every satellite into military and civilian categories unavailable in the cited records.
