Check the Bank of Russia’s current financial-market admission page and use the register for the service in question: a digital currency exchange organization for a cryptocurrency exchange, or a digital depository for custody. Russia does not use one universal “crypto license” for every provider. Confirm that the listed legal entity and website match the company you are dealing with, and that the entry covers the advertised role.
Where to check a provider’s status
Start with the Bank of Russia’s financial-market admission page. It lists crypto-related categories separately, including digital currency exchange organizations, digital depositories, DFA exchange operators, and information-system operators. The index showed updates dated 7 October 2026; use its live entries rather than an old article or screenshot.
In everyday usage, “licensed” can suggest a single license covering all crypto services. The Bank of Russia’s pages instead describe admission or status through inclusion in the relevant register. A listing in one category does not, by itself, establish a provider’s status in another.

Digital currency and DFAs are not interchangeable categories in the Bank’s register. If a provider offers more than one kind of service, check each category relevant to its claims; a DFA operator listing does not automatically confirm that a cryptocurrency exchange or custody service is registered.

Verify the legal entity and website
- Open the relevant category from the Bank of Russia admission page.
- Find the provider’s full legal entity name in the register, not just its brand name.
- Compare the registered legal entity, website, and contact details with the company’s own legal disclosures and the site you plan to use. The Bank’s guidance for digital currency exchange organizations identifies the official website as a company detail.
- Check that the entry is current and has not been removed or changed. Do not rely on a similarly named affiliate, a different company in the same group, or a cached listing.
- Read the provider’s terms, service description, and rules. For DFA services, the Bank says user and service details are set out in the information-system rules and/or DFA exchange rules.
If the name, website, or service category does not line up, do not assume that a register entry covers the service you are considering. The category must match the provider’s role, and the identity must match the company operating the site.
What the current rules and transition dates mean
The Bank of Russia announced on 24 September 2026 that procedures for admitting digital depositories, cryptocurrency exchanges, and information-system operators would take effect on 5 October 2026. The Bank’s notice says they took effect on that date and states: “All of the above entities should be included in relevant registers.” See the Bank of Russia announcement.

There is a separate, limited transition for DFA exchange operators: operators that were in the DFA exchange-operator register on 1 September 2026 may continue under the earlier Federal Law No. 259-FZ framework through 1 March 2027. That transition applies to the named DFA category; it should not be treated as a general extension for cryptocurrency exchanges or digital depositories.

For a digital currency exchange organization, the Bank of Russia’s guidance describes a Russian business entity and lists a minimum own-funds requirement of 15 million rubles. It also describes organizational, personnel, and technical requirements. That threshold is an admission requirement, not proof that a particular company is listed or a measure of customer protection.

Registration is a regulatory-status check, not a guarantee that a provider is safe, solvent, or suitable for you. Confirm the exact entity, category, site, and service rules; do not infer those details from a brand name or a listing in a different register.
