Start with the country where you live or will use the exchange. Identify the exact company named in your account agreement, check that company in the relevant official regulator register, and consult your country’s current official sanctions sources separately. A register entry can show a firm’s status and permitted activities; it is not a universal certificate that the exchange complies with sanctions rules or that your funds are protected.

How to verify an exchange in your country

  1. Pin down the jurisdiction and service. Note where you live, where you will access the exchange, and what you plan to do—for example, trade, hold crypto in custody, or transfer it. The rules that apply can depend on those facts. An exchange’s incorporation country alone may not answer whether it can serve you.
  2. Find the contracting legal entity. Read the customer agreement and relevant custody or account disclosures. Record the exact company name, any company or register reference number, and the website domain and contact details. A brand may use different companies for customers in different countries.
  3. Search the official regulator register. Go to the regulator’s own website and open its register; do not rely only on a badge, screenshot, or register link supplied by the exchange. Search the legal entity or its official reference number. Check its current status, the activities or services covered, and whether the listed domain and contact details match the exchange you are using.
  4. Check sanctions sources independently. Consult the relevant government sanctions authority and its current official lists or search tool. Search the exact legal name and known aliases. Where the applicable law requires it, consider ownership or control, counterparties, geography, and the particular transaction—not just whether the exchange’s brand appears on a list.
  5. Check official warnings and save what you found. Look for regulator warning notices as well as register entries. Keep a dated record of the entity searched, the official pages consulted, and the status and scope shown. Check again shortly before depositing or transacting.
  6. Stop if the evidence does not line up. If the provider’s identity is unclear, the register scope does not fit the service, or a possible sanctions match is unresolved, do not treat a brand-level search as clearance. Ask the relevant regulator or a qualified sanctions lawyer for advice specific to your circumstances.

Is the exchange licensed or allowed to serve you?

A register search answers a limited question: whether a particular entity appears in that register with a particular status or permission. Check the status and the scope together. An entry for one activity does not establish permission for every service the exchange offers, and a firm’s regulator in its home country may not settle whether it can serve customers where you live.

“Registration,” “authorization,” and permission to carry on or market a specific activity are not interchangeable. In the UK, for example, the Financial Conduct Authority (FCA) says certain cryptoasset services carried on by way of business in the UK require registration under the Money Laundering Regulations. The FCA also says that merely having a UK client does not automatically mean an overseas firm is carrying on business in the UK. These are UK-specific rules; consult the FCA’s current materials for a particular case.

The FCA states that a new UK regulatory regime for cryptoasset firms starts on October 25, 2027. That is a UK transition date, not a global deadline. For a UK check, FCA consumer guidance directs users to the Financial Services Register, where they can search by firm name or reference number, inspect permitted activities and services, and compare contact details.

Does a license or registration mean the exchange follows sanctions rules?

No. A regulator-register result is not a public audit of the exchange’s internal controls and does not certify that every customer, wallet, counterparty, or transaction has been screened correctly. Sanctions compliance is a separate question from a firm’s status or permission in a financial register.

Nor does FCA registration by itself establish that Financial Services Compensation Scheme (FSCS) or Financial Ombudsman protection applies. Treat the register as evidence of the status and activities it actually records, not as a guarantee of compensation, recovery, or protection if the exchange fails.

International standards provide useful context but do not replace national requirements. The Financial Action Task Force (FATF) describes risk-based standards for virtual assets that include licensing and registration, customer identification, secure handling of information, and suspicious-transaction detection and reporting. Its materials do not determine whether a particular exchange is permitted in your country or clear it under that country’s sanctions law.

What sanctions checks can—and cannot—show

Sanctions rules depend on jurisdiction and can apply to more than the name of an exchange. The U.S. example illustrates why the country and transaction matter: the U.S. Treasury’s Office of Foreign Assets Control (OFAC) says obligations of U.S. persons and others subject to U.S. jurisdiction apply whether a transaction uses digital currency or traditional fiat currency. OFAC also describes blocking requirements involving blocked persons or property, including entities owned 50 percent or more in aggregate by blocked persons. Those are U.S.-specific rules, not a global ownership test.

OFAC’s 2021 virtual-currency guidance describes company-side, risk-based controls such as sanctions-list and geographic screening, customer and transaction screening, digital-wallet or address and IP-address screening, and ongoing screening. It explains practices for businesses; it is not a consumer-facing mechanism for certifying that an exchange complies. OFAC’s FAQ 560 notes that there is no single compliance program suitable for every circumstance.

OFAC FAQ 1250, updated May 1, 2026, addresses Iranian digital asset exchanges. It says such exchanges fall within the cited U.S. regulatory definition of Iranian financial institutions and that relevant property within U.S. jurisdiction or in U.S. persons’ possession or control is blocked. This is a specific U.S. example, not a rule to apply to unrelated exchanges or jurisdictions.

Sanctions programs and lists can change. OFAC’s country and program index organizes active programs, including comprehensive and selective programs, and shows program-specific update dates; the index included updates through October 2, 2026. A static “sanctioned countries” list or an old article is not a substitute for checking the current official source that applies to your situation.

How to compare two exchanges using the same evidence

Compare each provider on the same basis, and record the date of each check. A brand claim such as “sanctions compliant” is not a substitute for identifying the entity and the official records that support the claim.

What to compare What to record
Legal entity The exact contracting company and whether the brand uses a different entity for your country.
Jurisdiction and reach Your residence or use country, the entity’s home jurisdiction, and any official guidance on which rules apply to the service.
Register status and scope The current status, permission or registration type, covered activities, and whether the listed domain and contact details match.
Sanctions exposure Current official list results and any relevant ownership, control, geographic, counterparty, or transaction restrictions under the applicable law.
Transparency Whether the terms clearly name the service provider and whether regulator references can be independently verified; also check for official warnings.
Protection limits What the relevant registration does—and does not—say about deposit protection, compensation, complaints, or recovery.

Why a clean search is not conclusive

Public registers and sanctions lists cannot establish every detail of a company’s internal compliance program or prove that its screening remains effective over time. UK financial regulators have said that customer and transaction controls designed for money-laundering risks can help with sanctions compliance, but additional sanctions-specific controls may be appropriate. OFAC likewise describes controls tailored to a company’s circumstances and risk profile.

There is no country-independent answer for an unnamed exchange: different contracting entities, local rules, ownership tests, and transaction facts can change the result. For a consequential decision, verify the current official sources for the relevant jurisdiction and get qualified advice when the entity, permission, ownership, or sanctions implications remain uncertain.
