A phone deal is only “free” in the way its written terms define it. Check the promotion and device installment agreement together: confirm which plan, line, trade-in, or account conditions apply; whether the discount is immediate or paid as monthly credits; and what happens if you stop qualifying. Then compare the required service and device costs over the full credit period with a realistic alternative.
What “free” should mean—and what it may not mean
The Federal Trade Commission says that “When a free offer is tied to the purchase of another product, the price of the purchased product should not be increased from its regular price.” It also says material conditions affecting cost should be clearly and conspicuously disclosed, with cost-related terms near the advertised price. That guidance is not proof that a particular phone promotion satisfies its terms. A $0 device price by itself does not establish that the whole transaction costs nothing: the offer may require paid service, an eligible trade-in, a new line, or other conditions. Taxes, surcharges, activation charges, and promotional-period pricing may also affect the total. T-Mobile’s Consumer Code identifies these as topics wireless advertising disclosures should address; it is not a substitute for your account-specific offer and agreement.

Get the offer and installment terms in writing
Ask for the current promotion details and device installment agreement before agreeing to the deal. Check that they describe the same phone, line, plan, and promotion. Verify these points:

- Eligible device: Confirm the exact model, storage capacity, condition, and purchase channel covered.
- Eligibility: Check whether the offer requires a new line, number port-in, selected plan, eligible account type, qualifying trade-in model and condition, or a particular customer status.
- How the discount is delivered: Determine whether the amount is deducted up front or issued as monthly bill credits. If it is credited over time, confirm each credit amount, the number of credits, and when the first one is scheduled.
- What can end the credits: Find out what the written terms say happens if you cancel, change plans, transfer the line, or otherwise stop qualifying before all credits arrive. Check whether any device balance remains; do not assume the credits continue or that the balance disappears.
- Required service price: Add the plan’s monthly charges across the entire credit period. Check for taxes and surcharges, and whether a temporary plan discount changes the price after it expires.
- Up-front and other charges: Check what is due at checkout or activation, including device taxes, a down payment, activation or upgrade fees, and any trade-in shipping or processing cost stated in the terms.
Bill credits can make the advertised device price depend on staying eligible over time. An FCC order’s indexed text describes historical promotions in which trade-in discounts were spread across 24 or 36 monthly credits. Those examples illustrate the payment mechanism only; they do not describe any current offer. See FCC 22-103.
Calculate the full cost over the same period
Use the promotion’s credit period as the comparison horizon, and compare offers using the same service assumptions. One practical worksheet is:

Promotion total = up-front device and activation costs + device installments not offset by credits + required service charges over the period + applicable taxes and surcharges + any exit balance stated in the agreement.
This is a comparison method, not a claim that every listed charge applies to every deal. Use the amounts and conditions in the written offer. For a fair alternative, calculate the same period of service without the promotion, or price an unlocked phone with your present plan or another carrier’s service and device costs.

Compare more than the phone line item. North Carolina’s Department of Justice advises consumers to ask about charges beyond monthly access and compare overall wireless prices; a higher access fee may still be the better deal if other charges are lower. That is state consumer guidance, not a nationwide legal rule. See its Cell Phones guidance.
Check the fine print on promotional pricing
Write down the plan’s regular price, any temporary discount, when that discount ends, and what the price becomes afterward. The FTC’s FAQ on the Rule on Unfair or Deceptive Fees discusses promotional pricing and clear disclosures. It says a promotion unavailable to everyone should not be reflected in the general total price until a customer meets its requirements. The FAQ provides broader pricing context; it does not, by itself, determine the legal treatment of a particular carrier device-financing offer.

Use a written answer if a key term is unclear
If the salesperson cannot point to a term explaining a requirement, credit schedule, fee, or cancellation consequence, ask the carrier to clarify it in writing before you accept. Keep the offer terms and installment agreement so you can compare later bills with the promised credits and charges. A remembered advertisement or verbal summary is not a reliable substitute for the terms that govern your account.
