Verify a rental property’s costs with documents, local records, current quotes, and an independent inspection—not just the seller’s expense summary. Build a cash budget from costs that apply to the specific address, separate ongoing bills from irregular repairs, and keep tax deductions distinct from what you will actually have to pay.

Start with the seller’s records, not the seller’s estimate

Treat an expense summary or pro forma as a claim to verify. Ask for a year-by-year operating history and the records behind it. For a U.S. rental, the IRS says owners should keep records supporting rental income and expenses, such as receipts, canceled checks, and bills (IRS Publication 527).

  • Property tax bills, assessment notices, and insurance declarations and renewal premiums.
  • Utility bills, service contracts, and documentation showing which utilities tenants pay.
  • HOA or condominium dues, budgets, maintenance responsibilities, and special-assessment notices, if applicable.
  • Repair and maintenance invoices, pest-control records, warranties, and property-management statements.
  • Current leases and any records needed to confirm which party is responsible for each charge.

Where available, reconcile stated totals with bills, bank statements, or management statements. Check that records cover a representative period. Missing months, one-time repairs presented as recurring, costs paid by an association, personal expenses, and charges likely to change after sale can all distort the picture.

Verify charges using local records and current quotes

Costs depend on the address, property, coverage, condition, and who is responsible for each bill. Consumer Financial Protection Bureau guidance includes taxes, insurance, utilities, HOA fees, maintenance, and repairs in homeownership budgeting, and notes that costs vary (CFPB: Consider the costs of homeownership). Use current, property-specific evidence rather than a national average.

Property taxes

Look up the latest tax bill and assessment record with the local assessor or tax authority. Ask how the assessment and applicable rate work, and whether a sale or reassessment could change the bill. A prior owner’s tax payment is evidence of the past, not necessarily a reliable forecast for your ownership.

Insurance

Request quotes for the property address and intended rental use. Give insurers relevant details about age and condition, and compare coverage limits, deductibles, exclusions, and premiums. Ask whether flood or other supplemental coverage may be needed; exposure to hazards can affect insurance and repair costs. CFPB guidance recommends investigating disaster risk as part of evaluating a home (CFPB: Consider the costs of homeownership).

Utilities and association charges

Ask the seller or providers for recent utility bills. Note seasonal changes, fixed service fees, and who is contractually responsible for each service. For a condominium or HOA property, request current dues and fee schedules, budgets, reserve or maintenance responsibilities, pending assessments, and rental restrictions. Confirm the leases match the seller’s account of which utilities tenants pay.

Inspect the property and price the findings

Arrange an independent inspection early and attend if possible. An inspection is different from an appraisal; its purpose is to evaluate condition, not determine value. The CFPB advises: “You want an independent home inspector who is accountable to you and gives you a complete inspection and an honest opinion.” See its Schedule a home inspection guidance.

Use the report to identify immediate safety or habitability work, near-term system replacements, and routine upkeep. If the general inspection flags a major defect or specialist concern, seek a qualified specialist’s evaluation and a written local repair estimate. An inspection cannot guarantee that every defect will be found, so consider its findings alongside seller disclosures, permits, maintenance records, and specialist assessments where available.

Inspection findings may help you decide whether to proceed or negotiate repairs or a credit, but what is possible depends on the purchase agreement, local rules, and market circumstances. Check your contract and consult an appropriate local professional if needed.

Build a cash budget with operating costs and repairs visible

Prepare monthly and annual views from verified amounts. Keep irregular needs visible instead of folding everything into a generic expense ratio. The sources cited here do not establish a universal repair reserve percentage or a reliable cost assumption for a particular property.

Budget view Include
Recurring operations Property taxes; landlord or property insurance and relevant supplemental coverage; owner-paid utilities; HOA or condominium charges; management and service fees; legal or accounting services; routine maintenance; vacancy-related carrying costs; and financing costs.
Irregular property needs Deferred maintenance, inspection findings, and likely repairs or replacements, supported by written estimates where possible.
One-time purchase costs Closing costs and immediate repairs, shown separately from annual operating costs.

Rebuild the numbers rather than simply adopting the seller’s arrangement. Show documented current bills and separate plausible changes, such as a new insurance quote, a changed tax assessment, or a repair identified in the inspection. Calculate financing with your own loan terms. Rent, vacancy, financing, local law, and future costs are specific to your situation; the cost records alone do not establish a return.

Keep federal tax treatment separate from affordability

For U.S. federal tax purposes, IRS guidance lists common rental expenses such as insurance, interest, legal and professional fees, management, repairs, taxes, utilities, and depreciation. The IRS generally distinguishes repairs and maintenance from improvements, whose costs may need to be capitalized and recovered through depreciation (IRS Publication 527).

A deduction does not reduce the amount on an invoice or show that a property is economically affordable. Do not assume a seller’s tax treatment will apply to you, or that an improvement is immediately deductible. Ask a tax professional about your ownership structure and circumstances.

Compare properties on the same basis

For each candidate, compare like periods and the same categories. A written comparison helps reveal when an apparent cost difference comes from coverage, tenant responsibilities, assessment basis, or property condition rather than a genuinely lower operating burden.

  • Annual property tax and the assessment basis.
  • Insurance premium, limits, exclusions, and deductibles.
  • Owner-paid utilities and responsibility under the lease.

  • Maintenance history, inspection findings, and written near-term repair estimates.
  • Management and service fees, lease terms, financing, closing costs, and hazard exposure.

These checks are U.S.-focused: federal tax guidance and CFPB homebuyer material do not settle state or local landlord-tenant rules, disclosure duties, licensing, assessment practices, insurance availability, or actual rates. Verify requirements and charges with the relevant local authorities and qualified professionals.
