Before installing a free VPN on Android, check who publishes it, what its Google Play Data safety section and privacy policy disclose, which permissions it requests, and how it explains its use of Android’s VpnService. Treat Play Protect as a malware safeguard—not proof that a VPN respects your privacy. Google Play’s rules set a baseline for apps distributed there, but they do not independently verify an app’s privacy claims.
What to check before installing a free VPN on Android
Use this checklist for the specific app and version you are considering. A listing or policy can change, and a store label or developer statement is not an independent audit.
- Identify the publisher. Check the developer name on the Google Play listing and whether it provides a working privacy policy. Look for a clear explanation of who operates the service and how to contact the publisher.
- Read the Data safety section. Open its details and review what the developer says the app collects, shares, or handles. Google describes this as information supplied by the developer; it does not independently verify the statements. The section applies to apps distributed on Google Play, and practices may vary by use, region, and age. Google’s explanation of the Data safety section describes how to interpret it.
- Compare it with the privacy policy. Check whether the policy clearly explains data collection, sharing, and retention. If it conflicts with the Data safety details, is difficult to understand, or does not identify relevant practices, pause rather than assuming the more reassuring statement is correct.
- Review permissions in context. Read the permission requests and ask whether each one has a clear connection to the VPN’s stated function. The FTC advises consumers to review permissions and investigate third-party sharing when choosing a VPN app. A request that seems unrelated deserves an explanation before you proceed. - Look for a plain explanation of VpnService. The listing should explain that the app uses Android’s VpnService and why. Google Play requires apps using VpnService to document that use in the listing and encrypt data from the device to the VPN tunnel endpoint. If an app accesses or collects personal and sensitive data through VpnService, Google Play also requires prominent disclosure and consent. Google Play’s VpnService policy sets out these requirements.
- Assess encryption and sharing claims carefully. The provider should explain whether it encrypts information and whether it shares data with third parties. Those disclosures are claims to evaluate, not proof that the app behaves as described; neither a privacy policy nor a policy-compliant listing independently establishes how the service operates in practice.
- Install from a trusted store and keep Play Protect enabled. Google says Play Protect checks Play apps before download, scans apps from other sources, and may warn about, deactivate, or remove harmful apps. This is a useful safety layer, not a privacy audit or guarantee. See Google’s Play Protect guidance.
What Google Play’s rules do—and do not—establish
For apps distributed through Google Play, VpnService requirements include documenting its use in the listing and encrypting data between the device and the VPN tunnel endpoint. The policy also requires prominent disclosure and consent in relevant cases involving personal or sensitive data, and prohibits using VpnService to redirect or manipulate other apps’ traffic for monetization.

These rules are a baseline, not a finding that a particular VPN is trustworthy. Google Play availability, a Data safety section, and Play Protect scanning do not establish that a provider’s privacy statements are accurate or that its data practices are privacy-preserving.

How to interpret warnings about free VPNs
In a warning published March 12, 2026, the FBI said some free VPN services may enroll users’ devices in residential proxy networks without consent, and advised caution with free VPN apps and use of trusted app stores. This warning describes a risk associated with some services; it does not mean that every free VPN does this. Read the FBI’s warning on residential proxy networks.
If an app’s publisher, data disclosures, permissions, or VpnService explanation are vague or missing, pause and choose an app whose practices you can evaluate. Do not treat “free” alone as evidence of misuse—or as evidence of safety.

How to compare two free VPN apps
Apply the same checks to each app’s current listing and policy rather than choosing on price or a broad privacy promise alone.

- Publisher accountability: Is the developer identified, and does the listing link to a working privacy policy?
- Data practices: Are collection, sharing, and retention described clearly and consistently across the Data safety section and policy?
- Permissions: Does the provider explain requests in relation to the app’s function?
- VPN transparency: Does the listing document VpnService use and explain data access and consent where required?
- Security claims: Does the provider explain encryption between the device and tunnel endpoint, while recognizing that a claim is not independent verification?
- Installation source: Is the app available through a trusted store, with Play Protect enabled as an additional safeguard?
