To change the Windows 11 first-day-of-week preference, open Settings > Time & language > Language & region, expand Regional format, select Change formats, then choose a day under First day of week. This changes a Windows regional-format preference; Outlook has a separate calendar setting, and other apps may handle their calendars independently.
Change the first day of the week in Windows 11

Open Start > Settings, or press Windows key + I.

Go to Time & language > Language & region. Microsoft identifies this as the Windows 11 area for language and region settings: Manage the language and keyboard/input layout settings in Windows.

Expand Regional format, then select Change formats.

Find First day of week and select your preferred weekday, such as Monday.

The exact arrangement of intermediate controls may vary between Windows 11 builds. If you do not see the option, look under Language & region > Regional format or search Settings for “first day of week.”
What this Windows setting affects
Regional formats govern conventions such as dates and calendars, which can differ by culture and region. Microsoft explains these variations in its guidance on date, time, and number formats. The Windows preference is not a guarantee that every calendar in every app will display the same starting day: some apps have their own preference, while individual calendar controls may use locale defaults.

If Outlook still starts the week on a different day
Outlook has its own first-day-of-week preference, separate from Windows’ regional format. Change the setting in Outlook’s calendar options; Microsoft documents the Outlook-specific controls in Personalize your Calendar experience and Set the first day of the calendar week and change calendar work days. Changing the Windows preference does not necessarily override Outlook’s choice.

Calendar behavior depends on the app or control. Microsoft’s Win32 documentation notes that when a month-calendar control is explicitly set to a first day other than its locale default, it does not automatically change that choice when locale settings change. See MCM_SETFIRSTDAYOFWEEK message (last updated December 11, 2020). This is one reason not to assume a Windows regional-format change will update every calendar display.
