No single setting changes the format of a file a website sends you. The phrase “default download file type” usually refers to one of three different things: what your browser does when a file of a certain type arrives, which installed program opens that file afterward, or the file’s actual format, such as PDF, DOCX or ZIP. Each has its own control, and only the first two can be changed from settings. This guide shows where to find each one in Windows 10 and Windows 11, Firefox desktop and Chrome desktop.
Decide which of the three problems you have
Before changing anything, identify what you actually want to happen:
- “PDFs open in my browser and I want them saved.” This is a browser setting. Chrome and Firefox each handle PDFs and other types through their own download actions.
- “The file downloads fine, but the wrong program opens it.” This is a Windows file association. It decides which app launches for a given extension such as
.pdfor.txt. - “I need a different format from the site.” This is not a settings problem. Browser download actions and file associations do not convert a file from one format to another.
Change which app opens a downloaded file (Windows 10 and 11)
Windows keeps a separate default app for each file extension. Changing it affects every file with that extension, not only the one you just downloaded.

- Select Apps, then select Default apps.
- In the search box, type the extension you care about, such as
.pdfor.txt. - Select the matching result and choose the app you want to open that file type.
Microsoft describes this page as the place to choose an app for files of a given type. The file itself stays exactly the same; only the program that opens it changes.

Change Firefox’s download action for a file type
Firefox decides what to do with a file based on the content type the web server reports for it. You can set a per-type action in its settings.
- Open Firefox Settings from the menu button.
- Select General, then scroll to Files and applications (labelled Downloads in some layouts).
- Find the relevant entry in the Content Type list and select it.
- Change its Action. Depending on the type, you will see options such as Always ask, Save File, a choice to open the file in Firefox where supported, or a choice to open it with a specific application.
Mozilla’s support documentation states the rule plainly: “If Firefox does not have a set download action for a type of file, Firefox will save the file by default.” That default also means a website that reports the wrong content type can cause Firefox to handle a file in a way you did not expect. If a file keeps opening when you expected it to save, check the action for that type first, then consider whether the site is sending an incorrect type.

Make Chrome download PDFs instead of opening them
Chrome has a dedicated setting for PDFs, separate from its general download options.

- Go to Privacy and security, then Site Settings, then Additional content settings, then PDF documents.
- Select Download PDFs to save PDFs to your computer, or Open PDFs in Chrome to view them in the browser.
Change where Chrome saves downloads and stop automatic opening
Chrome has two other download controls that people often confuse with file-type settings. They affect location and automatic opening, not the format.

Change the download folder
- Open Chrome Settings.
- Select Downloads.
- Choose a new default folder, or turn on Ask where to save each file before downloading if you want to pick a location every time.
Stop a file type from opening automatically
If Chrome keeps opening a certain type as soon as it finishes downloading, Google’s Chrome help advises finding a recent download in the Downloads page and unchecking Always open files of this type. That change applies to that file type going forward.
When you click a finished download in Chrome’s Downloads page, Chrome launches it in the default application for its extension. If that app is the wrong one, change the association in Windows as described above.

What these settings cannot do
None of the controls above convert a file. If a site offers only a PDF and you need a DOCX, the option is to look for another download on the site, such as an alternative format or a source file, or to convert the PDF with a separate conversion tool after downloading it. Changing the browser’s download action or the Windows app association will not change the file’s contents or structure.
Match the problem to the right control

Platforms and versions this covers
- The Windows steps apply to Windows 10 and Windows 11. Menu wording can change between feature updates.
- The Firefox steps apply to Firefox on desktop. Option names can change with new releases.
- The Chrome steps apply to Chrome on desktop.
- Safari, Microsoft Edge, mobile browsers and Linux desktops use different menus and file-association systems. The steps above should not be assumed to match them.
If a menu label does not match what you see, look for the same concept under a neighbouring heading: the file-type list in Firefox, the PDF or content settings in Chrome, or the extension search in Windows Default apps.
