Calculate the amount you may need to fund by forecasting your bank balance until the GST refund is actually received. The temporary buffer is the amount by which your chosen minimum cash reserve exceeds the lowest projected balance before the refund clears—not automatically the value of the refund claim.
This guide uses Australia as the working context because “GST” is the Australian term. GST, VAT and GST/HST rules, accounting methods and repayment timing differ by jurisdiction, so confirm the relevant tax authority and reporting method before relying on a timing assumption.
What you are measuring
A GST refund is not available working cash while it is still being processed. Your practical question is: “What is my cash position each week, and how low can it go before the repayment reaches the bank?” A dated cash-flow forecast answers that question.
This is a funding-gap estimate. It is different from balance-sheet net working capital, which Export Finance Australia describes as current assets less current liabilities. Net working capital can be positive while a business still lacks cash for payroll or suppliers because receipts and payments occur on different dates. The refund-wait calculation focuses on those dates and the lowest cash point during the operating cycle.

Australian Government business.gov.au calls a cash-flow statement “one of the most important tools in managing your finances.” Its guidance says to record actual inflows and outflows, include tax rebates as possible inflows, and state clearly whether forecast figures include or exclude GST.
The core calculation
For every forecast period, calculate:
closing cash = opening cash + cash receipts (including a projected refund only when dated) - cash payments
Carry each period’s closing balance into the next period as its opening balance. After scheduling the refund on the date you reasonably expect it to clear, identify the lowest projected closing balance before that receipt. Then choose the minimum cash reserve you need to protect for near-term obligations and risk.
temporary funding buffer = max(0, chosen minimum cash reserve - lowest projected cash balance before refund)
If the lowest balance is already above your reserve, the calculated temporary buffer is zero. That does not mean the business has no financial risk; it means this particular refund wait does not create a modeled reserve shortfall under the assumptions you entered.
This is a planning method derived from period cash balances, not a statutory GST formula. Do not add the refund claim again if it is already entered as a future receipt.
Build the forecast step by step
1. Choose a period and horizon
Use weekly columns when cash is tight, receipts are irregular or the refund date is uncertain. Monthly periods can work for a stable business with predictable billing and payment dates, but a monthly total can conceal a payroll or supplier shortfall inside the month. Forecast far enough to cover the expected refund date and the following operating cycle; extending several weeks beyond the expected date helps reveal whether the repayment merely postpones a later shortage.
2. Set the opening cash position
Start with cash that is genuinely available for operations on the first day of the forecast: operating-account balances and other funds you can access without violating a restriction. Exclude the GST refund until it is scheduled as a future inflow. Record overdraft availability separately from cash so that the forecast shows when borrowing would begin rather than presenting an undrawn facility as money already in the bank.
3. Schedule customer receipts by likely dates
List each material receipt in the period when you expect the money to arrive, not when you issued the invoice. Use your own payment history, customer commitments and known disputes. An invoice due on Friday is not proof that cash will arrive on Friday. For uncertain customers, create a conservative case that moves receipts later instead of assuming every debtor pays on the due date.

4. Schedule unavoidable payments
Enter the dates and amounts of supplier bills, payroll, rent, loan repayments, insurance, utilities, taxes and other operating costs. Include one-off commitments such as annual renewals, equipment deposits or a planned stock purchase if they fall inside the horizon. Separate discretionary spending from payments that must be made to keep trading; this distinction helps you identify which actions can close a temporary gap.
5. Decide how GST appears in every line
Use a single, documented convention. If receipts and payments are GST-inclusive, keep them inclusive and show GST-related cash movements on the dates they occur. If the forecast is GST-exclusive, do not mix an inclusive supplier payment or customer receipt into the same column. business.gov.au says forecast figures should be clearly marked as GST-inclusive or GST-exclusive.
For businesses permitted to use cash-basis GST accounting, the Australian Taxation Office explains that GST is reported in the reporting period when payments are made or received. That can align reporting more closely with cash flow, but eligibility and detailed rules depend on the business’s circumstances. The ATO accounting page cited for this explanation was last updated on 4 April 2019, so verify current requirements before changing your accounting method or treating a forecast as tax advice.
6. Add the refund once, on a realistic receipt date
Enter the expected refund as a future receipt only when you have a defensible date for it to clear. The claim amount is not available merely because the return was lodged. Checks, missing information, an incorrect bank detail or an issue with the return can push repayment later. Keep the claim’s status and the date used in the forecast visible to anyone reviewing the model.
7. Roll the balances forward
For each week, add the opening balance and receipts, subtract payments, and carry the resulting closing balance into the next week. Highlight the lowest closing balance before the refund. That low point, rather than the refund total, drives the temporary funding requirement.
Set a defensible minimum reserve
The reserve is a management choice, not a number supplied by GST law. Base it on obligations that cannot be deferred, the volatility of customer receipts, payroll and tax dates, debt covenants, access to backup funds and the consequences of missing a payment. A business with seasonal sales or one large customer may need a larger floor than a business with daily card receipts and flexible supplier terms.
Write the reserve assumption beside the forecast. If management is genuinely willing to draw cash down to zero, zero is the mathematical floor, but treating zero as “safe” leaves no room for a delayed receipt, an emergency repair or a payment that arrives earlier than planned. A realistic reserve should protect near-term commitments, not simply make the calculated buffer look smaller.

Worked arithmetic illustration
Suppose the forecast reaches $18,000 before the refund is received and the business chooses to keep at least $30,000 available for operating commitments:
- Chosen reserve: $30,000.
- Lowest projected pre-refund cash: $18,000.
- Temporary buffer: $30,000 − $18,000 = $12,000.
If a delayed repayment moves the projected low point to $9,000, the required buffer becomes $30,000 − $9,000 = $21,000. These are arithmetic illustrations, not typical-business statistics. The result changes whenever payment dates, customer receipts, the reserve floor or the refund date changes.
Test timing and collection scenarios
Base case
Use the refund date you currently consider most likely and customer receipts based on the business’s recent evidence. Label the assumptions so a later reviewer can distinguish an observed payment pattern from a guess.
Refund-delay case
Move only the refund receipt to a later date and recalculate the low point. This isolates the cash cost of waiting longer. A small date shift can create a large funding need if it crosses payroll, rent or a tax payment.
Conservative collections case
Move uncertain customer receipts later as well as delaying the refund. Do not push every receipt automatically; identify the customers or invoices with a history of late payment, disputes or weak commitments. Compare the resulting low point with the base case to see whether the refund or collections are the dominant risk.

Tax, Super + You’s Australian small-business cash-flow guidance describes mapping a three-month weekly cash cycle and tracking relevant cash fields. A similar horizon can be useful when a refund wait spans several pay and supplier cycles, but extend it when the expected repayment is farther away.

Do not confuse the refund with available liquidity
The refund may reduce a future tax cost or increase cash once paid, but it cannot fund today’s supplier or payroll run. Keep the claim amount, expected receipt date and status as separate fields. If the authority later changes the amount, remove or revise the original inflow rather than adding a second line. If part of the claim is disputed, model the undisputed and disputed portions separately and place only the amount with a credible payment date into the base case.
What processing estimates do—and do not—tell you
Repayment timing is jurisdiction-specific. The following official estimates illustrate why you must identify the tax system before using a number; neither is an Australian GST promise.

|---|---|---|
| Canada GST/HST | Canada Revenue Agency says most returns are processed within four weeks and refunds are normally issued within four weeks of receiving the return. | Checks or other issues can delay processing; this is Canada-specific. |
| United Kingdom VAT | HM Revenue & Customs says repayments are usually made within 30 days of receiving a VAT return. | Checks can take longer; this is UK VAT-specific. |
No general published statistic establishes how much working capital an Australian business needs during a GST-refund wait. Use your own dated forecast rather than multiplying the claim by a generic percentage or treating another country’s service estimate as an Australian timeline.
Update the model as facts change
- Refresh the forecast at least weekly while the refund or a major payment remains unresolved. The Australian Taxation Office’s Cash Flow Kit says projections help identify likely positions and potential shortages and support tax and expense planning.
- Replace estimates with actual bank movements. Compare the amount and date of each receipt or payment with the assumption used, then adjust future customer-lag and supplier-timing assumptions.
- Check the relevant tax authority’s account or status channel to confirm that the return was received, payment details are correct and no information request is outstanding.
- Move the refund date in the forecast whenever the status changes. Keep the previous scenario or note the reason for the change so management can see why the buffer increased or decreased.
Country-specific status steps differ. HMRC, for example, advises UK businesses to check online and contact it if there is no update or contact within 30 days. That instruction applies to UK VAT, not to Australian GST.

First test operational timing: accelerate collections with accurate invoices and agreed payment dates, negotiate supplier terms, stage a discretionary purchase, or align a payment with a confirmed receipt where commercially possible. Protect payroll, statutory obligations and critical suppliers before optional spending.
If timing changes are insufficient, compare available cash reserves and short-term finance using four criteria:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Total cost: interest, fees and any charges for unused availability.
- Repayment timing: whether repayment falls before the refund or can follow the actual receipt.
- Flexibility: ability to draw only what the forecast requires and reduce the balance when cash arrives.
- Eligibility and covenants: approval requirements, security, documentation and effects on existing facilities.
Borrow only against a documented gap and a credible repayment path. A facility that solves the current low point but creates a larger repayment before normal receipts resume can worsen liquidity.

Common errors and fixes
Using the claim amount as the buffer
Error: assuming a $40,000 refund means $40,000 of working capital is available today.
Fix: enter the refund only as a dated future receipt and fund the lowest balance before that date.
Mixing GST-inclusive and GST-exclusive figures
Error: comparing GST-exclusive sales with GST-inclusive supplier payments.
Fix: choose one convention, label every sheet and reconcile the forecast to bank cash.
Double-counting the refund
Error: including the refund in “tax adjustments” and again as a receipt.
Fix: use one identifiable inflow line and check the total against the claim and any approved amount.

Assuming due dates equal receipt dates
Error: scheduling every invoice for its contractual due date despite a history of late payment.
Fix: use observed customer behavior and a later-receipt scenario.
Ignoring intra-month timing
Error: using monthly totals that show a surplus even though payroll falls before customer receipts.
Fix: switch to weekly or shorter periods until the refund and major payments have cleared.
Leaving the forecast unchanged after a status update
Error: retaining the original refund date after the authority requests information.
Fix: update the date immediately and rerun the delay case.
Treating a forecast as tax advice
Error: changing GST accounting treatment solely to make cash flow appear smoother.
Fix: confirm eligibility and reporting consequences with the ATO or a qualified BAS or tax professional.

A practical worksheet layout
A spreadsheet or cash-flow template should have one row per receipt or payment and columns for description, counterparty, GST treatment, expected date, amount, confidence and actual date and amount. A second view can summarize each week:
- Opening cash.
- Customer receipts.
- Other receipts.
- GST refund, shown only on the selected receipt date.
- Supplier, payroll, rent, debt, tax and other payments.
- Closing cash.
- Lowest pre-refund balance and variance from the prior forecast.
Use conditional formatting or a simple alert when closing cash falls below the chosen reserve. Keep an assumptions panel showing the refund date, claim amount, GST-inclusive or exclusive basis, customer-collection case and reserve floor. This makes a management decision auditable without confusing it with a statutory calculation.
When to seek professional help
A bookkeeper or BAS or tax agent can help reconcile the forecast to ledgers, confirm GST treatment and investigate a disputed or delayed refund. Professional review is especially useful when the business has mixed cash and accrual records, multiple entities, export transactions, large capital purchases, disputed credits or a material financing decision. The forecast still belongs in management’s cash-control process: an adviser can validate assumptions, but only the business knows which payments are truly unavoidable and how much reserve it needs.
Quick Recap
Decision checklist
- Have you identified the country, tax type and reporting method?
- Is the opening balance reconciled to cash actually available?
- Are customer receipts dated by likely arrival rather than invoice date?
- Are all unavoidable payments scheduled, including one-off commitments?
- Are all figures consistently GST-inclusive or GST-exclusive?
- Is the refund entered once, on a realistic clearance date?
- What is the lowest projected balance before that date?
- What reserve must remain after that low point?
- Have you run a refund-delay and late-collections case?
- Will someone update the forecast when the tax account or bank activity changes?
