Calculate an AI data center’s ROI and payback period from a project-specific cash-flow model—not from GPU cost, nameplate capacity, or a generic industry payback figure. Define what the project includes, forecast cash benefits and costs over the same period, and compare simple payback with discounted cash flow and downside scenarios. There is no universal payback period supported by the available cost estimates: revenue, utilization, financing, power prices, and construction costs depend on the project.
What do ROI and payback measure?
These measures answer related but different questions. Payback estimates when the project has recovered its initial investment from net cash flows. ROI compares the project’s net return with the investment over a stated horizon. Neither is meaningful without a defined project boundary, time period, and cash-flow convention.
| Measure | Calculation | What it tells you |
|---|---|---|
| Annual net cash benefit | Annual project cash inflows − annual cash operating costs | The operating cash generated in a period before initial investment is recovered. |
| Simple payback | Initial cash investment ÷ annual net cash benefit | An approximate recovery time when annual net cash benefit is stable and positive. |
| Cumulative-cash-flow payback | The first period when cumulative net project cash flow reaches or exceeds zero after including investment outflows | The recovery period when cash flows vary, ramp up, or investment is staged. |
| Undiscounted ROI over a stated horizon | (Cumulative cash inflows − cumulative operating costs − investment outlays) ÷ total investment outlays | The net return relative to invested capital over that horizon, before discounting. |
| Discounted analysis | Discount each period’s project cash flow at the selected project hurdle rate or cost of capital; report NPV and, optionally, discounted payback | Whether projected returns justify the time value of money and the chosen return threshold. |
Use the simple payback formula only if annual net cash benefit is positive and reasonably steady. For a ramping facility, calculate cumulative cash flow period by period. Simple payback does not account for the time value of money or cash flows after the recovery point, so pair it with multi-year discounted analysis for a long-lived, capital-intensive project.

How should you define the project and forecast period?
Decide what assets, costs, and benefits belong to the investment before entering figures. A data center’s boundary might include IT equipment, the building, utility infrastructure, and external connectivity, while excluding unrelated corporate operations. LBNL’s data-center TCO resource separates facility, IT, and network capital costs, a useful starting point for setting the boundary: LBNL’s Total Cost of Ownership model.
Use the same periods for cash inflows and outflows. Model construction spending when it is paid, then commissioning, ramp-up, operating years, equipment refreshes, and any end-of-horizon residual value supported by project evidence. A forecast that starts with a fully operational facility but ignores the construction period can make payback appear earlier than it is.
Choose a horizon that matches the investment question and makes major replacement cycles visible. State the horizon and discount rate with every ROI or NPV result. If the business case depends on equipment retaining value beyond the modeled period, show the assumed residual value separately rather than treating it as guaranteed cash.
Which investment and operating costs belong in the model?
Include the complete cost of delivering usable compute, not only the purchase price of accelerators. Use site-specific quotes, tariffs, contracts, and schedules wherever possible; a stylized national cost estimate is not a project budget.
| Cost group | Items to consider |
|---|---|
| IT and network capital | Servers and accelerators, networking, storage, and any required replacement or refresh equipment. |
| Site and facility capital | Land, building shell, mechanical and electrical systems, cooling design, and liquid-cooling premium where relevant. |
| Power and connectivity works | Substations, utility upgrades and interconnection, fiber, and other external connectivity required by the site. |
| Delivery and commissioning | Design, construction, commissioning, and project-specific costs incurred before the facility can operate. |
| Operating costs | Electricity and utility charges, water, maintenance, equipment replacement, staffing, security, taxes, insurance, service contracts, and backup-generator fuel where applicable. |
Uptime Institute’s provisioning report describes utilities, maintenance and replacement, staffing and security, and generator fuel as operating-cost categories. Epoch AI’s 2026 model separately includes energy, taxes, maintenance, labor, and water. The right list and amount depend on the site and operating plan: Uptime Institute’s provisioning report and Epoch AI’s cost model.
Represent how each cost is actually paid: upfront, staged, financed, or leased. Avoid counting a financed asset’s full purchase price and its full lease payments as if both were separate project costs. Include any financing costs in the appropriate project or equity cash-flow view.

How do you estimate the project’s cash benefits?
Benefits depend on the project type. Build them from cash the project can plausibly earn or avoid, and document the evidence behind the assumptions.
For a colocation or cloud-compute business
Estimate sales from capacity that can actually be delivered and sold, realized prices after discounts, contracted terms, customer demand, ramp-up, and expected availability. Model reserved capacity separately from on-demand sales if their prices, commitments, or utilization differ. Include network, storage, or orchestration charges only if customers are genuinely billed for them and the same value is not already included elsewhere.
For an enterprise-owned facility
Estimate avoided third-party compute or infrastructure spend against a comparable service and workload pattern. Add incremental business cash contribution only when it can be attributed to the deployment. Do not count broad productivity claims as cash savings without a method that connects them to measurable outcomes, and do not count the same internal value once as avoided cloud spending and again as AI revenue.
There is no universal realized rental price or standard productivity value suitable for every AI data center in the cited sources. Treat revenue, discounts, demand, and avoided spend as project-specific assumptions; tie them to contracts, observed workloads, or clearly labeled scenarios. Epoch AI’s model is a cost model, not a revenue or payback forecast: Epoch AI’s one-gigawatt model.
How do power and utilization change the result?
Estimate electricity from the IT load profile, utilization, and the facility’s power usage effectiveness (PUE), then apply the site’s delivered electricity price and tariff. For a steady load, a useful relationship is:
Facility energy (kWh) ≈ IT capacity (kW) × productive utilization × PUE × operating hours

For a changing load, calculate energy by period from the actual or forecast load profile rather than multiplying annual hours by a single average. Apply demand charges, time-of-use pricing, standby charges, curtailment, contracted power, or onsite generation when they materially affect the site’s bill. Cooling design, climate, and partial-load efficiency can change both capital and operating costs.
Define utilization precisely as productive or billable output divided by the capacity measure used in the model. It is not automatically the same as nameplate capacity or electrical load. Reflect ramp-up, maintenance, outages, failed or unavailable equipment, idle time, and discounts in the assumptions that actually affect them. Lower utilization may reduce energy use, but revenue can fall while much of the capital cost remains fixed; applying one utilization percentage to every cost and revenue line can conceal that difference.
Epoch AI’s May 2026 stylized US hyperscaler model assumes 1 GW of IT capacity, PUE of 1.14, utilization of 71%, and a US-weighted industrial electricity price of 8.34 cents per kWh. Those are inputs to that model—not recommendations, a current quote for another site, or a forecast of its load: Epoch AI’s assumptions and cost breakdown.

Annualized TCO helps compare assets with different useful lives against annual operating costs; it is not a substitute for cash-flow ROI or payback. A common method uses a capital recovery factor (CRF):
CRF = r(1 + r)n ÷ ((1 + r)n − 1)
Here, r is the selected discount rate and n is the asset life in years. Multiply an asset’s capital cost by its CRF to estimate an equivalent annual cost, then add applicable annual operating costs. Use asset lives appropriate to each class—IT equipment, networks, and facilities may not share one replacement cycle. Epoch AI treats land separately as an opportunity cost of capital.
| Epoch AI May 2026 modeled value | Scope and qualification |
|---|---|
| About $37.9 billion upfront capex; about $0.907 billion annual opex | Estimate for a stylized 1 GW US hyperscaler AI data center, not a quote or a representative budget for every project. |
| About $8.5 billion per year in annualized total cost | Model result using specified asset lives, a discount rate, US-weighted inputs, and NVIDIA GB200 NVL72 systems; not a revenue or payback forecast. |
| About $12 billion annual cost at a three-year IT life; about $7 billion at a seven-year IT life | Sensitivity in that model, which assumes five years for IT equipment and fourteen years for the facility in its central case. |
The modeled difference across IT lifetimes shows why refresh timing can materially affect an annual cost comparison. It does not establish how long equipment at another site will last or what its resale value will be. Source: Epoch AI, published May 14, 2026, with data updated May 2026.

How do you find break-even utilization or price?
Build a period-by-period model and solve for the utilization or realized price at which discounted net cash flows break even. In an NPV model, that means the utilization or price at which NPV equals zero over the chosen horizon, given the stated hurdle rate and all other assumptions. In a discounted-payback view, it is the point when cumulative discounted project cash flow recovers investment.

- Calculate deliverable capacity. Apply availability, ramp-up, and the model’s utilization definition to the capacity that can actually be sold or used.
- Calculate benefits and variable costs. Link sales or avoided spend to deliverable output, then calculate energy and other variable costs at the matching load and tariff.
- Add fixed costs and investment. Include site-level operating costs and all relevant capital outlays in their cash-flow periods.
- Discount and solve. Apply the chosen project discount rate and adjust utilization or price until NPV is zero. In a spreadsheet, use Goal Seek or an equivalent solver on the NPV cell.
Do not use a single break-even utilization figure if utilization affects several lines differently. A lower billable utilization may reduce sales, energy use, and some wear-related costs by different amounts while fixed facility costs remain. If the result depends on a particular price, contract term, or power tariff, show that dependency alongside the break-even point.
Which downside scenarios should you test?
Build a base case, at least one downside case, and an upside case. Change assumptions that affect cash flows, and identify which changes move NPV or payback most.
- Demand and commercialization: slower ramp-up, less contracted capacity, lower realized prices, larger discounts, or lost renewals.
- Equipment economics: higher server purchase prices, shorter useful life, earlier refresh, or lower residual value.
- Power and cooling: higher electricity prices or demand charges, worse PUE, different water use, or a more expensive cooling design.
- Delivery and availability: construction overruns, schedule delays, interconnection delays, insufficient power availability, or unplanned downtime.
- Operations and capital: higher financing costs, taxes, staffing or maintenance costs, or a more resilient design that raises upfront cost.
Uptime Institute’s 2026 survey identifies high costs, power availability, capacity forecasting, supply-chain disruption, and staffing shortages as operator concerns. These are reasons to test relevant scenarios, not transferable probabilities or dollar risk premiums. Quantify a project’s outage, construction, and power-delivery cases from its contracts, grid studies, schedule, warranties, service levels, and operating plan: Uptime Institute Global Data Center Survey 2026.
What do national data-center energy figures tell an investor?
The US Department of Energy’s December 2024 release, describing an LBNL report, says data centers used about 4.4% of US electricity in 2023 and were estimated to use 6.7% to 12% by 2028. These are national sector estimates and projections—not an AI facility’s load forecast, local electricity price, or investment-return estimate. For a project, use its own load plan and power supply evidence: US Department of Energy’s report release.
What should an investment model report?
- The project boundary, forecast horizon, and whether results are project-level or equity-level.
- Initial and staged investment outlays, annual operating costs, and the assumptions behind revenue or avoided spend.
- Simple payback, cumulative-cash-flow payback, and discounted results such as NPV; state the discount rate used.
- Base, downside, and upside cases, plus break-even utilization or realized price.
- The assumptions with the greatest effect on the result, especially utilization and ramp-up, equipment life, power costs, and construction or interconnection timing.
An editable cash-flow spreadsheet is better suited than a basic calculator to period-by-period investment, annualization, and scenario analysis. A calculator can check arithmetic in a simple case, but it does not supply the project assumptions or replace the model.
