To estimate the direct currency effect, multiply the foreign-currency invoice by the exchange rate in Pakistani rupees per unit of that currency. Compare the result at your baseline rate and your weaker-rupee scenario rate. That gives the change in the invoice’s rupee equivalent—not, by itself, the customs assessment or the shipment’s full landed cost.
Calculate the direct effect on the invoice
Use a consistent quote convention: Pakistani rupees (PKR) per unit of the invoice currency. Define:
- F: invoice amount in foreign currency.
- R₀: baseline rate, in PKR per unit of foreign currency.
- R₁: scenario rate, in PKR per unit of foreign currency.
Then calculate:
- Baseline invoice equivalent = F × R₀.
- Scenario invoice equivalent = F × R₁.
- Direct increase = F × (R₁ − R₀).
- Percentage increase in the converted invoice value = ((R₁ ÷ R₀) − 1) × 100%.
Worked example
Suppose a supplier invoice is USD 10,000, and you compare an assumed rate of PKR 280 per USD with an assumed weaker-rupee scenario of PKR 300 per USD:

| Calculation | At PKR 280/USD | At PKR 300/USD |
|---|---|---|
| USD 10,000 × rate | PKR 2,800,000 | PKR 3,000,000 |
The direct difference is PKR 200,000, or about 7.14% of the baseline converted invoice value. These rates are hypothetical inputs for illustrating the arithmetic; they are not current exchange-rate data, an SBP quote, a customs conversion rate, or a forecast.

Check the quote direction
When the quote is PKR per USD, a higher number means more rupees are needed to buy each dollar. If a source instead quotes foreign-currency units per PKR, convert or invert the quote before applying these formulas. Record the currency, quote convention, and date beside each rate. The State Bank of Pakistan describes the country’s exchange-rate system as market-based and flexible, so use clearly labelled scenarios rather than treating a future rate as certain: SBP foreign-exchange policy.
Build a landed-cost estimate separately
The invoice calculation isolates the currency movement on the goods price. A shipment estimate needs separate inputs for valuation, taxes, and other costs. A spreadsheet can keep the components visible:

- Goods invoice: convert the foreign-currency amount using the payment or planning rate relevant to your estimate.
- Freight and insurance: enter and convert them using their own amounts and rate assumptions where applicable.
- Customs-value adjustments: account for legally required additions that are not already included, such as qualifying transport to the place of importation, related handling, and insurance.
- Customs duty and other import taxes: use the correct goods classification, applicable tariff schedule, valuation treatment, and tax bases.
- Other importer costs: record bank or payment charges, financing, clearance, domestic transport, and other costs from the transaction documents.
Do not count an item twice. For example, if freight or insurance is already included in the amount used for customs valuation, do not add it again as a separate adjustment. Pakistan’s Customs Act specifies additions to the price actually paid or payable, including qualifying transport to the port, airport, or place of importation (not inland freight after importation), related loading, unloading and handling, and insurance. Other specified adjustments can include certain commissions, containers, packing, assists, qualifying royalties, and proceeds accruing to the seller. See the Federal Board of Revenue Customs Act materials.
Customs value is not always the invoice total
FBR describes transaction value as the first and most important customs valuation method. If it cannot be accepted, other methods apply in the prescribed order or circumstances; section 25A valuation rulings are an exception-handling mechanism, not an automatic replacement for ordinary section 25 assessments. For a shipment-specific determination, the relevant documents and valuation rules matter. See FBR guidance on valuation of goods.

Keep the payment rate distinct from the customs rate
Your actual PKR payment to a bank or payment provider may use a different rate from the one Customs applies to a declaration or assessment. Model them as separate inputs rather than assuming they match. A 2019 FBR notice said WeBOC would be electronically linked with the National Bank of Pakistan to upload notified daily rates for major currencies. That notice is historical process context, not a live rate table; verify the rate applicable to the actual declaration date through current customs channels: FBR’s 2019 WeBOC exchange-rate notice.
Estimate duties and taxes only after classification
A weaker rupee can raise the PKR customs-value base and affect charges calculated on an ad valorem basis. But the currency movement alone cannot establish the final tax change. The result depends on the tariff classification, valuation, applicable schedules and rates, concessions or additional duties, and the rules and bases for each tax. Check the relevant goods classification and provisions in FBR’s Pakistan Customs Tariff FY 2026–27 materials, including the updated Fifth Schedule.

There is no universal rule that a 10% rupee fall makes the total import cost rise by exactly 10%. With the invoice amount and quote convention unchanged, the converted foreign-currency invoice may rise in proportion to the rate change. Fixed charges, local costs, tax bases, concessions, timing, and payment terms can make the percentage change in total landed cost different.
Compare scenarios without mixing assumptions
For a useful baseline-versus-weaker-rupee comparison, show both the PKR difference and the percentage difference against the baseline. Hold these inputs constant unless the scenario deliberately changes them:
