To calculate the full cost, compare the sender’s total USD outlay with the value of the recipient’s net, usable proceeds—not just the transfer fee. Account for funding and crypto-purchase costs, exchange-rate spreads, transfer or network charges, conversion fees, payout or withdrawal charges, and any applicable taxes.
Choose the exact route and comparison basis
Costs depend on the route and on what the recipient needs to use: local cash, a bank deposit, a card balance, or spendable crypto. Before comparing services, write down the details that must stay constant:
- Starting amount in USD and destination country and currency.
- Crypto asset and network, if the route uses crypto.
- Funding method, such as a bank transfer or card, and recipient payout method.
- Quote timestamp and the reference exchange rate you will use.
- The endpoint: the form in which the recipient needs usable funds.
Do not compare offers that deliver different endpoints. For instance, a crypto balance is not equivalent to local currency already deposited in a bank account.

Funding and buying crypto
Record the amount actually debited in USD, including any charge to add funds or pay by card. Note how much crypto the sender receives and the provider’s effective purchase rate. Compare that rate with a named reference rate for the same currency pair and quote time; a worse effective rate can impose a cost even when no separate purchase fee is shown.
Transfer and network charges
Include any wallet, exchange, intermediary, or blockchain network fee. Record the fee in the asset charged and, if useful, its USD equivalent at the same stated reference rate. Identify who pays it and whether it reduces the amount sent or is charged separately. A permissionless blockchain transaction may have a network fee, while an exchange’s internal transfer can use a different fee structure; do not assume the same treatment for every route. The IMF’s 2023 policy paper discusses network and conversion costs, but its historical figures are not current price quotes for a particular remittance route: IMF, Elements of Effective Policies for Crypto Assets.
Conversion, withdrawal, and payout
When crypto is sold or converted, record the local-currency amount, the effective rate, and any explicit conversion charge. Then include fees to withdraw or move the proceeds to the recipient’s bank account, card, or cash-pickup method. A digital-wallet transfer described as free may still leave the recipient paying for currency conversion or withdrawal, as the CFPB’s 2024 Circular 2024-02 explains. Add any known transfer-related taxes as a separate line rather than folding them into an unexplained fee.

Use a spreadsheet to capture the quote
Fill in one row per route, using the same quote time and comparison basis for each. Record both the recipient’s actual proceeds and the reference rate used to value them.
| Field | What to record |
|---|---|
| Starting USD amount | Amount the sender intends to spend. |
| Acquisition or funding fee | Explicit fee for adding funds or buying crypto. |
| Acquisition rate | Provider’s effective rate and the named reference rate at the same time. |
| Crypto purchased | Asset and amount actually credited. |
| Transfer or network fee | Amount, asset or USD equivalent, and who pays it. |
| Other intermediary fees | Exchange, wallet, payment-rail, or partner charges. |
| Off-ramp rate and fee | Rate and explicit charge for selling or converting crypto. |
| Recipient withdrawal or payout fee | Cost to make the balance usable through the chosen endpoint. |
| Taxes | Any known transfer-related tax, separately identified. |
| Net recipient proceeds | Actual local-currency or USD amount available after charges. |
| Reference rate and time | Rate source, currency pair, direction, and timestamp. |
| Total cost and effective rate | Calculated USD cost and the denominator used for the percentage. |
Calculate the total cost and effective rate
A practical comparison is the difference between all USD paid or debited and the reference-rate USD value of the recipient’s net usable proceeds:
Total sender cost (USD) = all USD paid or debited − reference-rate USD value of recipient’s net usable proceeds

Show the arithmetic in three figures: total USD outlay, recipient’s actual proceeds in the local currency, and the proceeds’ USD value at your named reference rate and timestamp. Their difference is the total cost on that comparison basis. Listing each explicit charge separately helps reveal any remaining cost from exchange-rate margins.
Calculate the effective cost rate as total sender cost ÷ starting USD amount × 100. State what “starting USD amount” means. If it is the sender’s budget, the percentage answers what share of that budget was lost to costs; if it is the amount intended to arrive, it answers a different question. Do not compare percentages that use different denominators.

The World Bank’s Remittance Prices Worldwide methodology treats transaction fees, exchange-rate margins, and service speed as comparison variables. A fee-only comparison can therefore miss material differences in what the recipient actually gets.
Why a “zero-fee” transfer can still cost money
A provider may advertise no transfer fee while building a margin into the exchange rate. The World Bank methodology notes that exchange-rate spread is an important part of remittance cost and may be absent from a quoted fee; if rate information is unavailable, reported costs may understate the actual cost. The CFPB also describes how a spread, currency conversion, or recipient withdrawal charge can impose a cost on a transfer presented as free. The relevant question is not only “What is the transfer fee?” but also “How much usable value reaches the recipient compared with the reference rate?”
What U.S. remittance disclosures can tell you
For remittance transfers covered by the U.S. Remittance Rule, the CFPB describes pre-payment information that generally includes the amount transferred, provider fees and taxes, the total amount in the funding currency, the exchange rate, applicable covered third-party fees, and the amount the recipient receives. See Regulation E § 1005.31 for disclosure categories. Under specified circumstances, § 1005.32 permits estimates; where an estimate uses a public wholesale rate, it must also reflect the provider’s typical spread.

These rules do not necessarily cover every crypto transaction. Whether they apply depends on the provider, transaction structure, and law. When the disclosures do apply, use them as inputs, but still ask about costs that may arise earlier in buying crypto or later in converting it and making the recipient’s balance usable.
Do not treat an illustrative calculation as a live quote
There is no single current cost that applies to every crypto remittance: the corridor, asset and network, provider, funding route, quote time, and payout endpoint all matter. To calculate a real transaction, use time-stamped quotes for the routes you are considering and show the local currency, reference-rate source, and assumptions. Historical figures in policy materials are not substitutes for a current provider quote.
