To buy a used computer safely, first match its exact model and configuration to your needs, then verify the condition of the actual unit, understand what the seller tested, and compare warranty, return, and payment protections before paying. A “used” or “refurbished” label alone does not establish reliability or what remedy you will have if something goes wrong.
1. Decide what the computer must do
Write down the work you need it to handle, whether you need to carry it regularly, and your maximum total budget. These decisions help narrow the form factor and configuration. There is no universal minimum specification or best-value model: the right choice depends on your workload, budget, and the available market.
2. Confirm exactly what is for sale
Ask for the manufacturer, exact model, configuration, condition, and included accessories. Read the full listing and check whether its photos show the actual computer or a stock image. The FTC recommends reviewing the description and photos and contacting the seller when details are unclear; keep answers to important questions in writing. FTC online-shopping guidance.

3. Find out what “refurbished” means
“Refurbished” is not a uniform promise. Ask what the seller tested, repaired, replaced, or restored, and request the warranty and return terms for the specific unit. A refurbished computer may come with documented checks and written coverage, but the process and terms vary by seller and product.
For example, Dell’s refurbishment information describes inspection and testing, while its coverage terms still need to be checked for the particular purchase. Microsoft’s US Certified Refurbished page describes professionally inspected, tested, and restored products and publishes product- and market-specific terms. Neither example establishes terms for every seller, product, or region.

4. Inspect and test the actual computer when possible
For an in-person sale, compare the physical unit with the listing and ask to see it start and operate. Try the tasks you expect to use it for, if practical. A brief inspection cannot rule out hidden faults, and there is no single battery-health threshold or universal diagnostic procedure that applies to every model.

5. Check how you can get a remedy
Before paying, establish who handles returns and warranty service, how long coverage lasts, what it excludes, and any claim deadlines. For a marketplace purchase, check whether the marketplace handles misdescription or non-delivery, whether this seller and item qualify, and how to file a claim. Some marketplaces leave payment, returns, and disputes to the buyer and seller. FTC guidance recommends safer payment methods such as credit cards or secure payment systems with buyer protections; check the actual terms and applicable coverage before relying on them. 6. Compare the whole offer, not just its price
When choosing between listings, weigh the factors that change both fit and risk:
- Fit: whether the intended work, portability, and configuration meet your needs.
- Identity and condition: the exact model, stated condition, actual-unit photos, and whether inspection is possible.
- Testing and preparation: what the seller or refurbisher actually checked, repaired, or restored.
- Recourse: warranty coverage, return or refund window, marketplace dispute process, exclusions, and deadlines.
- Total cost and uncertainty: price plus shipping and known missing items or necessary repairs.
A private-sale computer may cost less but offer fewer remedies. A refurbished unit may have stated testing and warranty terms, but those are specific to the seller and product. The available evidence does not establish a universal price premium or guarantee that either route is more reliable. Consumer protections also vary by location: FTC guidance is US-focused, Microsoft’s cited page is for its US store, and UK second-hand goods guidance applies in the UK. Check the rules and seller terms relevant to your own transaction.
