First decide whether the media is yours to serve or belongs to another website. For files your application owns or is licensed to distribute, use a direct download link or a controlled file endpoint; choose streaming or URL-based delivery based on file size and architecture. For third-party media, a public URL is not permission to download, store, or redistribute it: use only provider-authorized features and obtain the necessary rights.

Start with the source and permission

Before implementing a download, identify who owns the media, who hosts it, and what the intended use is. A technically reachable URL does not establish permission to copy, cache, or redistribute its contents. Check the media license, applicable law, and the source service’s current terms.

  • Application-owned or licensed files: Document the rights and intended use, then deliver the files through infrastructure you control.
  • Third-party media: Use the provider’s supported embed, export, or API features only for purposes the provider authorizes. Do not bypass authentication, rate limits, DRM, or other access restrictions.

Provider terms differ. Vimeo’s Terms of Service restrict circumventing its security, rate-limiting, filtering, DRM, or other access restrictions. YouTube’s API Services Developer Policies say downloading, importing, backing up, caching, or storing audiovisual content requires YouTube’s prior written approval. Google’s API Terms of Service also restrict permanent copies and redistribution of API-returned content unless the content owner or applicable law expressly permits it. These are service-specific examples, not blanket rules for all media.

Choose a delivery method for authorized files

Direct link

For a file the browser can reach, a normal link is often the simplest option. Give it a clear label and filename. HTML anchors support the download attribute, but its behavior is not guaranteed to be identical for arbitrary cross-origin URLs and all browsers, so verify the actual browser and file-host setup. A direct link can also let the browser handle the transfer without loading the whole file into your application’s memory.

Controlled download endpoint

Use an application-controlled endpoint when the download needs server-side authorization, a controlled filename, or a delivery route that keeps access checks on the server. Enforce authorization and request limits there rather than relying on client-side checks. Microsoft recommends isolating download storage and validating untrusted files before making them available; its ASP.NET Core Blazor file-download guidance also warns that download endpoints can expose applications to denial-of-service and API abuse risks.

Browser extension downloads

If the product is a Chrome extension that needs to start or manage downloads programmatically, Chrome provides the chrome.downloads API. The extension must declare the downloads permission in its manifest, as described in the Chrome downloads API documentation. This is an extension API; ordinary web pages cannot use it simply by calling it.

Choose streaming or URL delivery based on file size

Streaming file bytes to browser code and assembling a Blob can work for smaller files, but buffering the complete file consumes client memory. In its ASP.NET Core Blazor examples, Microsoft Learn recommends streaming to a client buffer for files typically below 250 MB and URL-based downloads for files typically above 250 MB. That is framework-specific guidance, not a universal browser limit or performance benchmark.

For large media, prefer an authorized file endpoint or object-store URL so the browser can handle the download rather than forcing the application to buffer the entire file. Decide how the product will handle authentication, expiring access, range requests, retries, and bandwidth costs; the cited guidance does not prescribe one universal configuration for those concerns.

Use CORS only for browser cross-origin access

If browser JavaScript uses fetch to read a file from a different origin, the file host must return suitable CORS headers allowing the requesting app’s origin. Otherwise, browser CORS checks block the app from reading the response. Configure only the origins and methods the application needs.

CORS is not a grant of permission to copy or redistribute content. A server-side proxy changes the network route but does not change content rights or override a provider’s terms. Proxy third-party files only when the application is authorized to access and redistribute them.

Keep security controls on the server

  • Enforce authorization, file-size limits, and request controls on the server; browser checks can be bypassed.
  • Keep download files in a dedicated area with restrictive execution permissions.
  • Validate untrusted files before making them available for download.
  • Account for denial-of-service, API abuse, storage, and bandwidth exposure when designing endpoints.

For Microsoft’s own software, Microsoft Legal says redistribution is not allowed unless expressly permitted by the accompanying license terms or EULA in its guidance on Use of Microsoft Copyrighted Content. That statement is specific to Microsoft software; it is not a general rule of copyright law for media.
