To avoid pointless wake-up alerts, don’t page on one failed probe. Check the behavior users rely on, collect enough evidence to distinguish a brief probe failure from an outage, then notify only after a defined failure threshold. More retries and agreement across regions can reduce false alarms, but both delay detection; there is no universal setting that suits every service.

Decide what “up” means to your users

Start with one check that reflects a user-visible promise, then define what counts as success: the acceptable response code, expected content or behavior, timeout, and check interval. A check aimed at the wrong signal can be perfectly consistent and still miss the failure that matters.

Choose a probe that tests the right thing

  • HTTP or HTTPS: Checks whether a web endpoint responds. Google Cloud Monitoring’s public uptime checks treat HTTP 2xx responses as successful by default and can be configured to match response content. They do not load page assets or execute JavaScript, so they are not a full browser test. Google Cloud’s uptime-check documentation describes the available options.
  • TCP port: Tests whether a service accepts a connection on the selected port; it does not by itself establish that the application is returning useful results.
  • Ping (ICMP): Tests network reachability, not whether a website or application works. A host can respond to ping while its website is broken.
  • Keyword or response-content check: Confirms that a response includes expected text, which can catch some failures that return a nominally successful status.
  • Heartbeat: Expects a job, device, or service to call a supplied URL periodically. It answers whether the expected signal arrived, rather than whether an external probe can reach a web page.

UptimeRobot documents these monitor types and their uses in its monitoring FAQ. For self-hosted probes, Prometheus Blackbox Exporter supports HTTP, HTTPS, DNS, TCP, ICMP, and gRPC checks. Its project documentation describes the supported protocols and exported metrics.

Require more than one failed request before paging

A single failed request is weak evidence: the probe may have encountered a transient connection problem, a brief application error, or a route-specific issue. Use a small retry allowance or require failure to persist for a chosen period before sending a high-urgency alert. The right threshold depends on how quickly you need to know about a real outage and how much delay your service can tolerate.

As one vendor-specific example, UptimeRobot’s troubleshooting guide, dated July 31, 2026, says it retries connection failures up to three times at 20-second intervals and application failures up to three times at 10-second intervals before marking a monitor Down. It documents exceptions: SSL errors are not retried, and a monitor that is already Down receives no retry allowance on its next check. Those are UptimeRobot’s documented rules, not a general standard or a recommendation to copy unchanged. See its troubleshooting guide.

Each retry or sustained-failure window gives a transient glitch more time to clear—but also adds time before you hear about a genuine incident. Set the threshold according to the cost of a false page versus the cost of delayed detection.

Decide whether failures must agree across regions

Independent probe locations can help distinguish a service failure from a localized network route, firewall, web application firewall (WAF), or content delivery network (CDN) problem. But regional agreement is a policy choice, not an industry constant: check how your monitoring system combines regional results before relying on its alert.

Google Cloud’s current Cloud Monitoring documentation says its default alert sends notifications when at least two regions report uptime-check failures for at least one minute. UptimeRobot’s July 31, 2026 troubleshooting guide says its current round-robin region rotation does not use a quorum. The two behaviors illustrate why “multiple regions” does not necessarily mean “a majority must fail.” Confirm the aggregation rule for the monitor you configure. Choose a monitoring approach that fits your team

Approach What it supports What to weigh
Google Cloud Monitoring public uptime checks HTTP, HTTPS, and TCP checks; configurable response requirements and optional content matching; multiple regions and alert duration. Its documented default requires failures from at least two regions for at least one minute. Whether you already use Google Cloud, need its regional controls, can accept the alert delay, and whether the target is accessible to a public check. Verify whether authenticated access is supported for your specific requirement.
UptimeRobot hosted monitoring Several monitor types, documented retry and regional behavior, and maintenance windows. Some features and settings depend on plan. Whether its monitor type, retry and region semantics, maintenance behavior, integrations, and current plan limits suit your needs. Check the current terms for your account.
Prometheus Blackbox Exporter Self-hosted probes for HTTP, HTTPS, DNS, TCP, ICMP, and gRPC, with success and timing metrics. Your responsibility for probe placement, metric storage, alert routing, and confirmation logic, balanced against protocol coverage and configuration control.

These approaches differ in more than price or convenience: probe type, location coverage, failure-confirmation rules, notification routing, maintenance behavior, and operational ownership all affect whether an alert is useful. Hosted monitoring can suit teams that do not want to operate external probes themselves; self-hosting gives your team more responsibility for the monitoring pipeline.

Route alerts and keep a useful failure record

Not every failure should wake the same person. Decide which conditions warrant an immediate page and which can create a lower-priority notification. For an open incident, decide how to suppress duplicate alerts and whether or when to escalate if it remains unresolved. These are implementation choices; the cited provider documentation does not establish one cross-vendor rule for deduplication or escalation.

That evidence helps separate a regional reachability problem from a service outage and makes it possible to understand why a monitor changed state. Blackbox Exporter also exposes probe-success and timing metrics, including probe duration and timeout consumption, which can help distinguish a failed connection from a slow response.

Make planned work an explicit part of the policy

Backups, batch jobs, restarts, and upgrades can cause expected interruptions. Configure a maintenance window where the monitor supports one, then check what it actually changes: whether it suppresses checks, suppresses notifications, or affects uptime accounting. Those behaviors are not interchangeable.

UptimeRobot says its maintenance windows can be one-time or recurring and suppress most checks during the selected periods. Its help article, dated July 31, 2026, describes the feature as paid-plan-only and calls out an exception for heartbeat monitors. Verify the current plan eligibility and behavior for your monitor type in its maintenance-window documentation.

Build the policy in this order

  1. Pick the promise to test. Choose the endpoint, port, DNS name, or job heartbeat that best represents the service behavior users depend on.
  2. Set the pass criteria. Define response code, expected content or behavior, timeout, and check interval. Remember that an HTTP uptime check is not automatically a browser test.
  3. Set failure confirmation. Choose retries or a sustained-failure period that balances false pages against detection delay.
  4. Choose regional aggregation. Decide whether one region, multiple regions, or a documented quorum should be enough to trigger the alert; verify the provider’s actual rule.
  5. Route by urgency. Define which failures page immediately, who receives less urgent alerts, and how duplicate notifications and escalation behave during an open incident.
  6. Add maintenance windows. Account for planned work and verify exceptions for each monitor type.
  7. Keep diagnostic evidence. Store timestamps, locations, outcomes, and retry details so you can explain a state change rather than merely observe it.

Finally, trigger a controlled failure or use an appropriate test target to confirm the complete path: probe, retry or duration threshold, regional aggregation, maintenance handling, and notification. A policy that looks sensible in configuration is only useful if its behavior matches what your team expects.
