Build language metadata into the content and rendering pipeline, not just the translation label. Set the page’s default language on the rendered <html> element, retain language tags for genuinely different-language passages, and test both page loads and language switches. These practices address WCAG language requirements; they do not, by themselves, establish compliance with every applicable European accessibility law or standard.
What language information must a web page expose?
WCAG 2.1 Success Criterion 3.1.1 requires the default human language of each web page to be programmatically determinable. W3C guidance recommends declaring it on the root HTML element, such as <html lang="en">. This gives browsers and assistive technologies a language signal they can use when presenting text. The resulting pronunciation and presentation can still vary among browser, screen-reader, and speech-synthesizer combinations. W3C: Understanding SC 3.1.1
WCAG 2.1 Success Criterion 3.1.2 addresses passages or phrases whose language differs from the page’s default. Where the criterion applies, that language must also be programmatically determinable. W3C lists exceptions, including proper names and technical terms, and notes that some words or phrases have become part of the surrounding language’s vernacular. W3C: Understanding SC 3.1.2
In practical terms, a translated page needs a page-level language declaration, while a page containing a meaningful passage in another language may need a language declaration on that passage too. A translation system that changes visible words but drops this metadata can leave assistive technology without an important cue.

How should the pipeline carry language from entry to the page?
1. Record language as content metadata
Store the language associated with each localized page or string alongside the content, rather than relying on a display name such as “French” in a translation dashboard. For rich text and mixed-language content, preserve metadata at the fragment or element level as well as for the overall page. This is especially relevant when content includes an untranslated name, quotation, embedded text, or user-generated passage.
Translation workflows should also preserve internationalization details such as script and bidirectional-text information. W3C’s translation guidance specifically calls out bidirectional text as something translators may need to handle; the sources here do not establish a particular framework API or a universal bidi implementation recipe. 2. Render metadata where the text appears
At render time, map the page’s language metadata to the root element’s lang attribute. For a language change within rich text, ensure the metadata reaches the actual text-bearing element through lang or the equivalent provided by the technology in use. Do not assume that a translation catalog entry automatically becomes a language declaration in the final markup.

This is an illustrative markup pattern, not a rule to tag every foreign-looking word. Apply language metadata when a passage or phrase is genuinely in a different language and the criterion applies; use the stated exceptions rather than mechanically marking names or familiar loanwords. 3. Keep routing and language switching in sync
Review the server-rendered response and any client-side language-switching path. A route change to a translated page should produce the matching root language declaration. If a user switches language without a full page load, check that the rendered page declaration changes consistently with the displayed content. For content that remains mixed-language, changing the page default must not erase the metadata on its distinct passages.
Also inspect links and other elements whose accessible name is assembled from text. W3C cautions that a language change may not be exposed in every assistive-technology context even when it is correctly represented in the underlying markup. That makes representative output checks important, particularly for short translated labels and linked snippets. W3C: Understanding SC 3.1.2

How can developers test the language pipeline?
- Check the default declaration. Inspect the rendered HTML for representative routes and confirm that the root element has the intended page language.
- Check mixed-language content. Inspect representative rich-text components, quotations, embedded text, and user-generated content. Confirm that language metadata survives storage, translation, and rendering where it is needed.
- Check each rendering path. Compare server-rendered pages with client-side language changes and route transitions. Verify that the page declaration follows the displayed page language and that passage-level metadata is retained.
- Automate bounded checks. Add checks for missing or invalid language attributes as an early warning. The W3C ACT rule for valid element language tags is a bounded test rule related to SC 3.1.2; passing it does not prove full WCAG conformance or legal compliance. - Manually inspect representative output. Use relevant browser and screen-reader combinations to listen to the page default and language changes in context. Treat variation in speech output as a reason to inspect the actual experience, not as proof that markup is wrong or right by itself.

The European Accessibility Act (EAA) and the Web Accessibility Directive (WAD) are separate legal frameworks. The technical sources cited here do not determine whether a particular service falls within the EAA, whether an exemption applies, or which national requirements govern a specific organization. Assess the relevant law and national guidance for the service in question, and seek legal advice where scope or obligations are uncertain.

For the WAD, the European Commission’s standards page identifies EN 301 549 v3.2.1 as the latest harmonized version it lists and gives 12 August 2021 as its harmonization date. The Commission explains that later WCAG versions do not automatically become relevant to the WAD: the relevant standard version must be referenced in the Official Journal. There is a newer standards development to distinguish from that legal reference. AccessibleEU reported on 7 September 2026 that EN 301 549 v4.1.1 had been published, adopted six WCAG 2.2 requirements, and removed WCAG 2.1 SC 4.1.1 Parsing. The same notice said v4.1.1 was not yet the legal reference for the EAA or WAD because the Commission had not formally cited it in the Official Journal. The Commission’s WAD page lists v3.2.1; because official citation status can change, check the Official Journal and current Commission guidance when assessing an obligation. Do not treat a successful WCAG check as proof that every EN 301 549 requirement or legal obligation has been met. The Commission notes that EN 301 549 includes requirements beyond WCAG 2.1 and separates provisions relevant to the WAD from other parts of the standard.
