To budget for a move to New York City, start with the actual lease and fee disclosures, then add utility setup, transportation, packing, and any storage. Keep one-time move-in cash separate from the monthly costs you will face after arrival. Since New York City’s FARE Act took effect on June 11, 2025, a landlord cannot charge a renter the fee for a broker the landlord hired; do not rely on older broker-fee assumptions.
Start with a budget that separates move-in cash from monthly costs
Build three totals: cash due before or at lease start, the cost of getting your belongings to the apartment, and your first-month and ongoing expenses. Use the rent, fee terms, utility responsibilities, and move details that apply to your own situation rather than a citywide estimate.
| Budget group | Include | How to verify it |
|---|---|---|
| Lease start | First rent payment, security deposit, permitted screening fee, and applicable disclosed charges | Lease, written fee disclosure, and building management |
| Move logistics | Truck or mover, packing materials, travel, loading access, and any storage | Your inventory, building rules, carrier quote, and current route restrictions |
| First month and recurring | Rent, utilities, transit or commuting, groceries, and recurring building or amenity costs | Lease, utility providers, commute plan, and management |
Calculate the cash needed to sign and start the lease
Rent and security deposit
Use the rent amount and due date in the specific lease. New York City’s tenant-rights guidance says a security deposit cannot exceed one month’s rent. See NYC HPD’s tenant rights and responsibilities and its tenant protection guidance for the applicable details.
Application and screening fee
HPD says an apartment application fee is limited to background and credit checks and cannot exceed $20 per unit. Do not treat an unrelated or unexplained charge as automatically lawful; ask what it covers and request the basis in writing. The same HPD tenant guidance explains the limit.

Broker fee and other disclosed charges
The FARE Act took effect June 11, 2025. A landlord may not pass the fee for an agent the landlord hired on to the renter. Landlords and agents must disclose tenant fees before lease signing. If you independently choose to hire a broker, review that separate service agreement and what services it covers. Read the city’s FARE Act announcement and FARE Act FAQ.
Ask management to identify in writing any move-in, elevator, amenity, or other building-specific charge, whether it is mandatory, and when it is due. HPD notes that some amenity services may have monthly, yearly, or per-use costs, so distinguish one-time move-in charges from recurring ones in your worksheet (HPD tenant guidance).

Check utility responsibility and setup costs
Read the lease to see whether electricity, gas, and other services are included or assigned to you. Once you know which accounts you must open, ask each provider whether a deposit applies to your account. A deposit is possible for some new customers who are not transferring service; it is not an automatic charge for every mover. HPD discusses utility responsibilities and possible deposits in its tenant guidance.

Make an inventory before asking for quotes
List the volume of belongings and large furniture, the distance, stairs or elevator access at both buildings, packing or loading help, date flexibility, and any time belongings may need to be stored. Give each mover the same information so the quotes cover comparable work.

Compare a self-move with professional movers
For a self-move, add the vehicle, packing supplies, travel, loading access, and any overnight arrangements that apply. For a professional mover, compare quotes for the same inventory and service scope, including packing and loading labor, building access, timing, storage, and the damage coverage or insurance included. Get current quotes directly; there is no established typical mover price to use as a reliable NYC-wide figure.
Moving boxes and packing supplies are optional line items, not a fixed cost. Compare how many you need, their dimensions and durability, and whether reusable or locally sourced boxes suit the move.

Plan curb access and truck restrictions
Check loading arrangements with both buildings and the carrier before move day. NYC DOT says there is no general permit to reserve curb space for a commercial vehicle making a temporary pickup or delivery; posted loading rules and meters still apply. Commercial vehicles generally may not park on residential streets between 9 p.m. and 5 a.m. Confirm the route, truck dimensions, and any bridge or street limits with the operator. See NYC DOT’s commercial vehicle parking rules and loading-zone guidance.

Add storage only if your timing or space requires it
If your lease dates do not line up or the apartment cannot accept everything at once, request a current storage quote. Check minimum rental terms, access, and the dates you will need the unit; storage is a conditional cost, not a default expense. HPD recognizes moving and storage as possible costs in some tenancy situations (HPD tenant guidance).

Budget for the first month and ongoing expenses
Create a separate monthly view for rent, utilities you pay, transit or commuting, groceries, and recurring building or amenity costs. The actual total depends on your household, lease, neighborhood, commute, and which utilities are included; there is no universal monthly living-cost figure established here.
Check the rent and charges on the specific listing and lease. The NYC Rent Guidelines Board’s guidelines adopted for rent-stabilized leases commencing October 1, 2026 through September 30, 2027 are an adjustment framework for regulated housing, not a market-rent table for all NYC apartments. See the 2026–27 Rent Guidelines Board order.
Use historical averages cautiously
In 2024, the NYC Council cited an analysis by StreetEasy estimating nearly $13,000 in average upfront costs for a New Yorker moving to a new apartment in 2023. That historical figure predates the FARE Act’s June 11, 2025 effective date, so it is context—not a current typical budget or a quote for your move. See the NYC Council’s 2024 release and the city’s FARE Act announcement.
Build your own move-in worksheet
- Enter the lease’s first rent payment and due date.
- Add the security deposit, checking it against the one-month limit, and the permitted screening fee, if charged.
- Record each other lease or building charge, its purpose, whether it is mandatory, and when it is due.
- Note which utilities you must open and ask those providers whether your account requires a deposit.
- List your belongings and building access details, then compare a self-move estimate with professional quotes for the same scope.
- Add packing, travel, loading arrangements, and storage only where they apply.
- Calculate first-month and recurring costs separately so one-time expenses do not obscure your ongoing budget.
If you believe a broker charged you for a service you did not hire, or you encountered another FARE Act violation, NYC DCWP Commissioner Vilda Vera Mayuga urged renters to file a complaint at nyc.gov/consumers or call 311.
