A hybrid work policy employees can follow spells out who is eligible, when people work on site, how schedules can change, how teams communicate, and how performance is assessed. Build it around the work your organization needs done—not a universal office-day quota—and give managers consistent criteria to apply. Then check the policy against the laws that apply wherever your employees work.
Start with the work the policy must support
Write down what hybrid work is meant to achieve: for example, maintaining customer coverage, making room for focused work, or planning in-person collaboration. Identify the locations and employee groups covered, who makes decisions, and how exceptions and accommodation requests are handled. Define terms such as “hybrid,” “remote,” “worksite,” and “core hours” so employees and managers use them consistently.
There is no universal number of office days that suits every organization. Canada’s Department of National Defence says, “There is no one-size-fits-all approach,” and recommends experimenting and iterating. Treat its advice as a design principle, not a prescribed schedule: compare possible arrangements against your actual work, coverage needs, fairness, and results. Who is eligible for hybrid work?
Set written, job-related criteria and apply them consistently to comparable roles. Assess whether the work requires specialized equipment, secure systems, in-person service, physical presence, or frequent coordination. You can also define performance or readiness expectations, but explain them clearly and provide a way to request a review.

The U.S. Government Accountability Office identifies task suitability and employee performance as examples of telework approval criteria. That federal guidance is a useful reference, not a rule binding private employers. Document decisions and exceptions so that eligibility does not turn on an unexplained manager-by-manager preference. How many days should employees be in the office?
Choose a schedule model that fits the work, then state it plainly. Possible models include fixed organization-wide days, team-coordinated days, or employee-selected days within coverage requirements. Compare them using concrete questions rather than assuming one model works for every role.

Put the chosen days—or the process for choosing them—in each employee’s agreement. State normal work hours and any required overlap or core hours. U.S. Office of Personnel Management guidance recommends putting schedules, hours, communications, and reporting-notice procedures in the telework agreement. What happens when an office day changes?
Write a change procedure for both employee requests and employer-required attendance. Include who approves a change, how much notice employees should normally receive, and how short-notice business needs will be handled. State how employees request a temporary or recurring change and where the decision is recorded.

Give examples so people can apply the rule without guessing: a team moves its shared day; an urgent in-person task arises; an employee takes leave on an office day; a connectivity outage prevents remote work; or an employee plans to move home. For an outage or other disruption, specify whom to contact and how to agree on a workable alternative. Avoid promising a particular solution unless the organization can reliably provide it.
How should hybrid teams communicate and measure performance?
Set expectations that make work visible without making physical visibility the measure of contribution. Explain how employees signal availability, which channels to use, expected response windows, how remote participants are included in meetings, and how handoffs and escalations work. Establish goals, deliverables, deadlines, and quality standards that are comparable for people doing comparable work on site or remotely.

Ask managers to hold regular check-ins and provide timely feedback. Tie evaluation to agreed work standards and results rather than presence alone. What support and boundaries should the policy cover?
Identify the equipment, systems, and technical support employees need to do their work, plus where they should raise technology, safety, or accessibility concerns. Explain how employees can request an accommodation without treating that process as an ordinary scheduling preference. Make clear that availability expectations do not mean employees must be always on; set working-hour and escalation boundaries to prevent communication habits from silently extending the workday.
The U.S. Surgeon General’s workplace framework treats autonomy and flexibility over when and where work is done, along with communication and effective collaboration tools, as considerations for work-life harmony. These are useful design considerations, not proof that a particular hybrid schedule will improve every organization’s outcomes. Read the U.S. Surgeon General’s workplace well-being framework.
Train managers and make the policy easy to find
Give managers a shared decision rubric, examples for applying it, and a route to resolve disagreements. Publish the policy in plain language, identify its owner and review date, and tell employees where to find the current policy and their individual agreement. Consistent documentation helps people understand why decisions differ when their roles or operational needs genuinely differ.
Review whether the policy is working
Before launch, record a baseline and choose a small set of measures linked to the policy’s purpose. Review service delivery, work quality, collaboration, employee experience, and—where relevant—recruitment, retention, and operating costs. Gather feedback from employees and managers, look for disparities across roles or groups, and revise rules when evidence points to a problem.
GAO’s 2024 review found that selected federal agencies had not evaluated telework’s effects on public services. That finding supports evaluating the effects of a policy; it does not establish a universal outcome for private employers. A separate GAO report published June 17, 2025, counted 207,710 remote federal employees across 24 CFO Act agencies—9 percent of their civilian workforce—in June 2024. Check local requirements before publishing
Have HR or counsel review the final policy for the rules that apply to each employee location and workforce. Relevant areas can include employment and flexible-work request rules, health and safety, privacy, accessibility and accommodation, expense reimbursement, and tax. Requirements vary by jurisdiction. For example, the Acas Code concerns flexible-working requests in the UK; it is not a global legal standard. Read the Acas Code of Practice on flexible-working requests.
