Build an AI business case around a specific business problem, a measurable baseline, the full cost of operating the solution, and evidence that the change improves an outcome the organization values. Treat AI as one possible intervention—not as the conclusion—and fund it in stages: test the case, verify results, then scale only if the evidence supports further investment.
Start with the business problem, not the AI technology
Identify a process where results fall short or repetitive work consumes meaningful time. Write a short use case that says what activity might change and what result should improve—for example, reducing the time required to classify incoming support requests while maintaining an acceptable quality level.
Check that the activity occurs often enough to justify investment, then choose an observable outcome before selecting a model or platform. Microsoft Learn recommends tying each AI use case to real value and defining the business problem first: AI strategy guidance.
Establish the baseline and what happens without AI
Record how the process performs today using the same definitions you intend to use in a pilot and in production. Depending on the use case, the baseline may include workload volume, staff time, cost, error or rework rate, cycle time, service level, and customer outcomes. Define the counterfactual: what is likely to happen over the same period if the organization does not make this investment?

A useful baseline makes the proposed change testable. AWS recommends establishing operational costs as a starting point for ROI calculations: AWS guidance on measuring AI ROI.
Trace the value from workflow change to business impact
Separate externally oriented use cases tied to revenue-producing work from internal productivity use cases. An internal tool may save employee time, but saved hours are not automatically cash savings or business value. Explain how the released capacity will be used and what evidence will show that it improves throughput, service, quality, or another relevant result.
AWS notes that internal productivity can be harder to attribute to ROI when it is not directly tied to revenue. Its ROI guidance recommends connecting the cost of a process or outcome to the change being assessed: AWS ROI guidance. Adam Richter, an AWS Cloud Financial Management author, describes cost per outcome as “the building block for ROI.”

Estimate the full cost of ownership
Include the costs required to build, integrate, operate, and control the solution—not just the model price. The exact cost categories depend on the design, but often include:
- Implementation, integration, and workflow changes.
- Model or API usage, including assumptions about request volume and token consumption where relevant.
- Infrastructure, scaling, and any fine-tuning or other ongoing technical work.
- Maintenance, monitoring, and support.
- Human review, escalation, and correction of outputs.
- Operating controls for data, privacy, security, safety, and compliance.
Make assumptions about workload volume, user adoption, and system performance explicit. AWS notes that operating expense can change with token use, infrastructure scaling, and fine-tuning; McKinsey’s measurement framework also includes cloud and token spend in total cost of ownership (TCO): AWS production guidance and McKinsey’s AI measurement framework.

Choose measures that connect performance to finances
Do not rely on a single headline metric. Select a small set of measures that fits the use case, assign an owner to each, and define when they will be reviewed. A useful measurement chain is:
- Technical: reliability, latency, output quality, error or hallucination rate, and cost per interaction.
- Adoption: active users, share of the workflow using the tool, acceptance or override rates, and user trust.
- Operational: cycle time, defect or rework rate, first-contact resolution, or cost per case.
- Strategic: customer outcomes, retention, compliance, or progress on business-unit goals.
- Financial: revenue, cost to serve, margin, and total cost of ownership.
Use only the layers relevant to the decision, but show how technical and operational changes are expected to lead to financial impact. McKinsey’s framework assigns measures to different owners, including engineering, product, frontline operations, process owners, and finance.

Frame the financial case with explicit assumptions
Choose a consistent analysis horizon and state what is included. A basic expression is:
Net benefit over the chosen period = attributable benefits − all relevant costs.
Depending on the organization’s finance policy and the decision, present ROI, payback, net present value (NPV), or cash-flow analysis. Do not present an ROI ratio without its baseline, time horizon, cost scope, and method for attributing benefits. AWS identifies cost per outcome as a building block for ROI and lists several possible financial views in its general business-case guidance: AWS business-case guidance.

- Single core ARM Cortex-A7 32-bit core, integrated with NEON and FPU
- Built in Micro's self-developed 4th generation NPU, with high computational accuracy and support for mixed quantization of int4, int8, and int16. Among them, int8 has a computing power of 0.5 TOPS and int4 has a computing power of up to 1.0 TOPS
- Built in self-developed 3rd generation ISP3.2, supports 4 million pixels, and supports various image enhancement and correction algorithms such as HDR, WDR, and multi-level denoisin
- It has powerful encoding performance, supports intelligent encoding, adapts to save bit rates according to the scene, and saves more than 50% of the bit rate compared to conventional CBR mode, making the captured images high-definition, smaller in size, and doubling the storage space
- The design with built-in RISC-V MCU supports low-power fast startup, 250ms fast capture, and simultaneous loading of AI model library, enabling facial recognition to be completed within 1 second
Treat time savings as released capacity unless evidence shows that they reduce cash expense, increase throughput, improve service, or enable other quantified work. Keep measured results distinct from assumptions and scenarios. There is no universal AI ROI threshold or guaranteed return that applies to every organization.
Compare candidate use cases before choosing one
When several ideas compete for funding, compare them against the same decision criteria. These axes organize the evidence; they are not a validated universal scoring model.
| Decision axis | Question to answer |
|---|---|
| Business impact and evidence | What outcome could change, and how strong is the evidence that the proposed intervention can affect it? |
| Full and recurring cost | What will implementation and ongoing operation cost under stated volume and adoption assumptions? |
| Process and integration feasibility | Can the solution fit the workflow and connect reliably to the required systems? |
| Risk and oversight | What could go wrong, and what human review or control is needed? |
| Adoption likelihood | Are intended users likely to adopt the changed workflow, and how will that be observed? |
| Time to a decision | How long will it take to obtain credible evidence for a proceed, revise, or stop decision? |
Run a pilot that can change the funding decision
Before the trial begins, define success criteria, acceptable error thresholds, the measurement period, and a stop decision. Compare pilot results with the baseline using the same metric definitions. Where practical, use a controlled or staggered rollout so that changes in workload, staffing, seasonality, or policy are less likely to be mistaken for an AI effect.
Set termination points for a pilot that underperforms, and advance only when the evidence supports the expected value. McKinsey recommends building measurement and attribution into rollout and using stage gates; AWS also recommends clear targets and termination points for underperforming agents in its ROI guidance.

Evaluate the risks of the particular workload rather than treating AI risk as an abstract checklist. Consider data use, privacy and security, reliability and safety, fairness, inclusiveness, transparency, external dependencies, and integration failure points. Specify what data may be used, who reviews outputs, who can pause or stop the system, and how incidents or performance changes will be handled.

Name accountable owners for business value, the process, technology, and risk. Microsoft’s workload guidance covers these responsible-AI considerations: Microsoft Learn AI strategy guidance. NIST’s voluntary AI Risk Management Framework Playbook organizes suggested actions under Govern, Map, Measure, and Manage; it can structure questions and responsibilities, but does not replace legal, regulatory, or sector-specific requirements: NIST AI RMF Playbook.
Request staged funding, not an unconditional scale-up
Present the funding requested, the assumptions behind the estimate, the pilot evidence, unresolved risks, and the decision gates for the next stage. Match the level of detail to the size and nature of the investment. AWS’s business-case guidance is general methodology; its migration examples are not forecasts of AI project returns.
A practical decision can authorize discovery or a limited pilot first, with later funding contingent on demonstrated outcomes, acceptable risk, and a credible operating plan. State in advance what evidence would justify scaling, what would trigger revision, and what would end the project.
Keep measuring after launch
Production begins ongoing value management rather than completing the business case. Monitor cost, adoption, output quality, drift, and the business outcome on a defined cadence. Review whether actual performance still supports the investment and whether changes in volume, usage, or workflow alter the economics.
