For a balanced Pokémon Emerald story team, cover the threats you will meet with Pokémon that can use different kinds of attacks, give party members complementary jobs, and choose options you can actually obtain at that point in the game. There is no single perfect six: your starter, version, preferred Pokémon, and willingness to use a dedicated HM user all affect the best fit.
Build for coverage and roles, not six type labels
Pokémon Emerald takes you through eight Gym challenges before the Elite Four and Champion. A practical party should be able to deal damage against a range of opponents, but simply collecting six different types does not guarantee that it can. Pokémon types and the moves they can learn are related, not interchangeable: two differently typed teammates may still rely on similar attacks or do the same job.
For each party member, ask what it contributes in battle and whether another teammate already does that job. Aim for reliable damage, a Pokémon able to take a hit or provide useful support, and enough variety in damaging moves to handle threats to your starter. Treat “sweeper” or “anchor” as informal descriptions of a role, not official game classes. A late-game roster is not automatically a useful early-game plan. Consider when and where a candidate becomes available, and whether your current party can handle the next stretch of the story before that point. Emerald also differs from Ruby and Sapphire in which Pokémon are obtainable; some Pokémon outside Hoenn’s regional Pokédex require access to FireRed or LeafGreen. When comparing candidates, weigh their strengths and weaknesses, the moves they can use, whether those moves depend on a limited TM or an HM, overlap with existing teammates, and any exploration utility. Then factor in your starter and personal preference. A Pokémon you enjoy using and can acquire at the right time may be a better fit than a theoretical team built without regard to the story’s progression.
Plan HM moves around exploration and battle
Ruby, Sapphire, and Emerald have eight HMs: Cut, Fly, Surf, Strength, Flash, Rock Smash, Waterfall, and Dive. In Emerald, Dive comes from Steven in Mossdeep City, while Waterfall becomes available in Sootopolis after the Groudon and Kyogre events. The Ruby/Sapphire/Emerald HM chart lists move compatibility.

Because a Pokémon has limited move slots, an HM can take space from a move you would rather use in battle. Before teaching one, check whether it has practical battle value for that Pokémon and whether you are comfortable keeping it in the moveset. You can spread HMs across regular teammates or use a dedicated utility Pokémon; neither approach is mandatory. Think of travel convenience and battle strength as separate benefits when deciding.
Use a simple checklist when the party feels unbalanced
- Can the team damage a variety of opposing Pokémon, rather than depending on one attack type?
- Are several party members exposed to the same weakness or duplicating the same role?
- Will a candidate be obtainable before the part of the story where you need it?
- Does each HM belong on a useful battler, or would a utility-focused team member preserve important move slots?
- Does the team still suit your chosen starter and the Pokémon you want to play with?
This is a story-playthrough approach, not a tournament build. Emerald has abilities and occasional double battles, but a progression-focused team should prioritize practical availability and a useful spread of battle and exploration options.
