Set a renovation budget from a defined scope, comparable written estimates, a separate contingency reserve, and a monthly payment your household can sustain—not from the maximum a lender will approve. Higher mortgage rates make the cost of borrowing more consequential, so compare actual loan offers and their full repayment terms before committing.
How do I budget for a home renovation?
Start by deciding what the project needs to accomplish. Separate essential repairs from upgrades you could defer, then ask contractors for itemized written estimates based on the same scope. Comparable quotes make it easier to identify differences in materials, labor, exclusions, and timing instead of comparing unlike totals.
Keep the main cost categories visible as separate lines. Freddie Mac’s CHOICERenovation Maximum Mortgage Worksheet illustrates allocating costs and including a contingency line; it is a program worksheet, not a universal household budget template.

- Permits, design, inspections, or other professional costs, when applicable
- Financing fees and closing costs, if borrowing
- A contingency reserve for unexpected work
Set a maximum total project cost using both the cash you can safely commit and a monthly payment you can carry. Lender approval is not a recommendation to spend the full amount. Rework the budget if the scope or estimates change, and do not count money reserved for emergencies or overruns as already available for the contract.

How much should I set aside for unexpected renovation costs?
There is no universal contingency percentage established for every home or project. Size the reserve in light of the home’s condition, how much of the work is uncertain, and how much of an overrun your household could absorb without taking on unaffordable debt.
Freddie Mac’s CHOICERenovation fact sheet specifies a reserve of at least 10% of renovation costs, rising to at least 15% if utilities are not operable. Those thresholds are specific to that renovation mortgage program; they are not a rule for all homeowners or all financing products. See the CHOICERenovation fact sheet.

Keep the reserve separate from the amount committed to contractors. If estimates or the project scope change, update the planned costs and check that the reserve still fits the project’s uncertainty and your ability to pay.
How do high mortgage rates affect a renovation budget?
When borrowing costs are higher, the same principal can mean a larger payment burden. Freddie Mac’s Primary Mortgage Market Survey reported U.S. weekly averages of 7.28% for a 30-year fixed mortgage and 6.60% for a 15-year fixed mortgage as of October 1, 2026. These averages are based on mortgage applications submitted by lenders; they are context, not personalized offers and not rates specifically for a HELOC, home equity loan, or renovation mortgage. See Freddie Mac’s mortgage-rate page.

Use written offers for the financing product you are considering. Compare the total expected borrowing cost and payment schedule, not only an advertised rate. Future rates are unknown, so a budget should work under the terms you can obtain rather than depend on rates falling.
Should I use a HELOC or a home equity loan for renovations?
A home equity loan typically provides a lump sum and usually has a fixed rate with scheduled payments. A HELOC provides revolving access to approved credit and commonly has an adjustable rate. A HELOC may have a draw period followed by a repayment period, when the payment can change or a larger payment may be due. The precise terms depend on the lender and agreement. The CFPB’s mortgage key terms and the FTC’s overview of home equity loans and HELOCs explain these product structures.

Both options use your home as collateral. If you do not repay, you could lose your home to foreclosure. Choose a payment the household can manage not just initially, but under the loan’s later repayment terms.
What are the other ways to pay?
| Funding option | How it works | Budget considerations |
|---|---|---|
| Cash or savings | Pay project costs from funds you already have. | Avoids new interest expense, but spending too much can leave too little liquidity for emergencies or overruns. |
| Cash-out refinance | Replace the existing mortgage with a larger mortgage and take cash from the proceeds. | May involve closing costs and changes the terms of the entire first mortgage. If your current mortgage has a lower rate, compare the full new loan terms and costs rather than only the cash received. |
| Renovation mortgage | A mortgage product that can combine eligible renovation costs with home financing. | Freddie Mac’s CHOICERenovation can finance eligible improvements or repairs to an existing home or a home being purchased. Eligibility, loan structure, contractor and work requirements, timing, rates, and fees depend on program rules and participating lender terms; verify them directly. See Freddie Mac’s CHOICERenovation overview. |
Cash avoids interest, while borrowing can preserve more savings for contingencies; the trade-off is the cost and risk of repayment. A renovation mortgage may fit eligible work, but its program and lender requirements matter. For any option, check how much cash remains after funding the project and how the debt affects your existing housing payments.

How should I compare financing offers?
Compare offers against the same project budget and, where possible, the same borrowed amount. Ask lenders for written terms and examine the complete cost and payment path rather than choosing on a headline rate alone.
- Total amount borrowed and total expected borrowing cost
- Whether the rate is fixed or variable, and what can make it change
- Fees and closing costs
- Monthly payment now and later, including any change after a draw period
- Repayment term
- Effect on your current first mortgage, especially for a cash-out refinance
- Cash left for the contingency reserve
- Consequences of missed payments, including the collateral risk for home-secured loans
The CFPB’s overview of loans similar to a HELOC provides general comparison context; neither it nor the FTC provides a personalized recommendation.
