What to do if the blur does not work well
Samsung says the effect works best with sufficient light. It may be unreliable when the phone or subject moves, when the subject is thin or transparent, when subject and background colors blend together, or when the subject or background is plain.

Does a particular S23 Ultra camera give better Portrait blur?
Samsung lists a 200 MP main camera, a 12 MP ultra-wide camera, and two 10 MP telephoto cameras with 3x and 10x optical zoom for the S23 Ultra. Those hardware specifications do not establish that one camera selection always produces better Portrait-mode subject separation or blur. Choose Portrait or Portrait Video according to whether you are taking a still or recording a clip, then judge the effect in the preview.
