To become an administrator on a Rust server, run ownerid <your SteamID64> "Your Name" "Note" from the server console, RCON, or your hosting panel. Use moderatorid instead if you need moderator-level access. Your SteamID64 must be the 17-digit decimal identifier beginning with 7656; a username or hexadecimal Steam ID will not work.
The two Rust admin levels
Rust does not provide a normal in-game menu for granting the first administrator. Access is assigned with server console commands. There are two principal authorization levels:

If you are setting up a server for yourself and need the broadest administrative control, use ownerid. If you are delegating routine player-management duties without giving someone the highest role, use moderatorid. Exact command permissions can vary with the Rust server version and installed server-side tools.
What you need before running the command
Console, RCON or panel access
The first grant must be entered through one of these channels:

- The live dedicated-server console.
- An RCON client connected to the server.
- The console built into your hosting control panel.
An in-game console command only works after your account already has authorization. Therefore, typing ownerid from an ordinary player account cannot bootstrap your own access.
Your SteamID64
Use the decimal SteamID64 for the Steam account that will receive access. It is a 17-digit number beginning with 7656. Do not substitute:
- Your Steam display name or custom URL.
- A short Steam ID.
- A hexadecimal Steam ID.
- Another player’s identifier copied from a different account.
Copy the complete decimal value from a trusted SteamID lookup or from the account information available to your server tools, then check that it has 17 digits and starts with 7656. A single missing or transposed digit grants access to the wrong account or creates an entry that does not match your account.
Optional name and note
The command syntax accepts a name and a note after the SteamID64. They are labels for the entry, not authentication credentials. Quote them when they contain spaces. The name is optional, so the SteamID64 is the essential value.
Grant owner access step by step
- Open an administrative command channel. Connect to the dedicated-server console, RCON, or the hosting panel’s console. Do not begin in the in-game console unless another owner has already authorized you.
- Confirm the identifier. Replace the example number below with your own 17-digit decimal SteamID64 beginning with
7656. - Run the owner command. Use the following form:
ownerid <SteamID64> "Name" "Note"
For example, the structure isownerid 7656… "Player Name" "Primary owner"; the ellipsis is only a visual placeholder here, not text to enter. - Check the console response. Look for an acknowledgement or an authorization entry. If the server reports an invalid command or identifier, stop and correct the command rather than repeatedly issuing it.
- Reconnect to the server. Disconnect and join again so the client session receives the updated authorization. If administrative commands still fail, use the verification and persistence checks below.
The command grants auth level 2. It does not change your Steam account, grant access to other servers, or make every player an administrator.

Grant moderator access instead
Use moderator access when the player should be able to manage incidents but should not automatically receive owner-level authority.

- Verify the recipient’s 17-digit decimal SteamID64.
- Run
moderatorid <SteamID64> "Name" "Note". - Reconnect the recipient and test a permitted moderation action.
Published guides consistently associate moderator level 1 with kicking, banning and teleporting players. They do not agree on access to higher-impact commands such as noclip, god, spawn and give. Treat those commands as version-dependent: test on your own server version and give owner access only when the additional authority is acceptable.
How to verify that the grant worked
Test the account, not just the command echo
After reconnecting, use a command that the assigned role is expected to have. A moderator can test a routine moderation action; an owner can test an owner-only administrative function. Avoid testing by changing another player’s permissions until the original grant is confirmed.
Inspect the authorization file
Check the server’s users.cfg file and look for the SteamID64. The line should identify the account with either ownerid or moderatorid. If the entry is absent, the grant was not written where the running server expects it, even if the console appeared to accept the command.
Check the running instance
Make sure you inspected the files for the same server instance you joined. Multiple server identities, test instances and custom launch configurations can place configuration files in different directories. A correct entry in an inactive instance’s file will not authorize you on the live server.

Persistence: users.cfg and server.writecfg
Guides disagree about whether an explicit save is necessary. Several instruct administrators to run server.writecfg after adding or removing a user. A more recent guide says that ownerid, moderatorid, removeowner and removemoderator write users.cfg immediately, making server.writecfg unnecessary. That behavior has not been confirmed here against Facepunch release notes.
Use a verification-first procedure:
- Run the authorization command.
- Open
users.cfgfor the active server identity. - If the new line is present, make a backup and reconnect. An additional save is optional.
- If the line is missing, run
server.writecfgfrom the same console or RCON session. - Open
users.cfgagain and confirm the line now exists before restarting the server.
This check resolves the disagreement without assuming that every Rust build saves permissions in exactly the same way.
Where to find users.cfg
A Facepunch wiki search result describes the standard identity named main as storing configuration under server/main/cfg/, including server.cfg, users.cfg and ban files. The location is not universal: a custom server identity changes the directory. Use the path selected by your launch configuration or hosting panel rather than copying the main path blindly.
Confirm the identity before editing
- Read the identity or profile name shown by the server startup configuration.
- Locate that identity’s
cfgdirectory. - Open the
users.cfgbelonging to the live instance. - Keep a backup before making a manual change.
If a provider hides the filesystem, use its file manager or ask for the active identity path. Do not create a second users.cfg in an arbitrary directory and expect it to be loaded.

Authorization entries can also be added by hand. Put one line per user in the active users.cfg, using the same authorization words and the recipient’s SteamID64:

ownerid <SteamID64>for owner level.moderatorid <SteamID64>for moderator level.
Preserve the file’s existing formatting, do not replace the decimal identifier with a name, and avoid duplicate or contradictory lines for the same account. Save the file, then restart or otherwise reload the server using the controls provided by your setup. Because file-loading behavior can differ by version and launch configuration, confirm the result in the live console and by checking the account after reconnecting.

“I entered my username and nothing happened”
ownerid and moderatorid require the decimal SteamID64. Replace the username with the 17-digit number beginning with 7656. The optional display name does not replace the identifier.
“I used a hexadecimal Steam ID”
Convert or retrieve the account’s decimal SteamID64 and run the command again. The hexadecimal form is not the identifier expected by these commands.
“The command is rejected in-game”
Use the server console, RCON or the hosting-panel console for the first grant. In-game administrative commands require that the account already hold rights.
“The command was accepted, but I still cannot use admin commands”
- Reconnect to the server.
- Check every digit of the SteamID64.
- Confirm that the line appears in the active
users.cfg. - Run
server.writecfgif the line is absent, then check again. - Verify that you edited the live server identity rather than a test or inactive instance.
- Check whether you granted moderator level when the command requires owner-level access.
“The entry disappeared after a restart”
Inspect the file after the restart and identify which identity the server actually loaded. If the authorization line was never written, run server.writecfg and verify it. If it was written to a different identity, repeat the grant against the live instance.

“A moderator can kick but cannot use noclip or spawn”
That result is consistent with the conflicting permission descriptions. Moderator capabilities beyond kick, ban and teleport are not uniform across the published guides. Test the exact server version and tools in use, or assign owner level only when the broader rights are intended.
“I gave access to the wrong person”
Use the matching removal command with the same SteamID64:

Run the removal from the server console, RCON or panel, then inspect users.cfg. If the line remains, use server.writecfg, check the file again and reconnect the affected account.
Changing or removing access safely
Promoting a moderator
Grant owner level with ownerid for the same SteamID64. Before doing so, decide whether the player should receive the owner-only capabilities associated with level 2. Keep the authorization file as your audit record.
Revoking an owner
Run removeowner <SteamID64> from a trusted administrative channel, verify that the owner line is gone from users.cfg, and have the account reconnect. Removing an owner does not require changing the Steam account itself.
Revoking a moderator
Run removemoderator <SteamID64>, confirm the corresponding line is absent, and reconnect the player. If an account has both owner and moderator entries, remove the higher-level owner entry as well when you intend to eliminate all administrative access.

Bottom line
Rust administration starts with the right Steam identifier and the right command channel. Grant full access with ownerid or limited moderation with moderatorid, always using the 17-digit decimal SteamID64. Verify the live authorization file, use server.writecfg when the entry is not present, and treat permissions beyond basic moderator actions as dependent on the server version and configuration.
