Assess a pre-revenue mining company by tracing the project from its current evidence to a producing operation—and checking whether the company can finance and execute every step in between. A resource estimate, positive study, or target date is not proof of a profitable mine. Test the geology, study assumptions, funding runway, permits, ownership and execution risks separately before deciding what the shares may be worth to you.
Start with the issuer, asset and disclosure behind the claims
Read the company’s latest annual report and material-change filings, then find the technical report that supports its project claims. Record the report’s effective date, the issuer’s ownership interest and the disclosure regime: for example, U.S. SEC Regulation S-K 1300 or Canadian NI 43-101. A company presentation may simplify or summarize technical information; reconcile important figures with the underlying filings.
Definitions and reporting bases can differ. Agnico Eagle’s 2025 annual information form and management discussion, filed in 2026, notes that some Canadian issuers using the SEC’s Multijurisdictional Disclosure System may continue to report under NI 43-101, and that their resource and reserve information may not be comparable to similar disclosures by U.S. companies. Before comparing headline tonnes or contained metal, check the definitions, ownership basis, cut-off assumptions, effective dates and scope of the technical reports.

These are not interchangeable levels of evidence. Exploration results are not themselves a resource estimate. A mineral resource is an estimate with a stated confidence category; it does not, by itself, demonstrate that extraction will be economically viable. Paramount Gold Nevada’s SEC-filed 2026 Form 10-K puts the distinction plainly: “Mineral Resources that are not Mineral Reserves do not have demonstrated economic viability.”

Read the resource category, not just the tonnage
In the cited issuer disclosures, inferred is the lowest-confidence resource category. The issuer cautions that inferred resources cannot be used to assess economic viability or converted directly to reserves, and that investors should not assume they exist as described or can be mined economically or legally. Indicated resources have less confidence than measured resources. Even a measured or indicated resource is not guaranteed to become a reserve.
For a U.S. investor, check the issuer’s terminology against S-K 1300 definitions and the technical report. Do not value inferred tonnes as if they were reserves, or assume that further drilling will upgrade them. An upgrade depends on evidence and analysis that have not yet been established by the inferred classification.
Understand what a reserve does—and does not—claim
A reserve is a stronger project claim than a resource because it reflects the application of modifying factors and a study framework for demonstrated economic extraction. It remains an estimate based on assumptions, not a promise of production or profit. Consider what the report says about mining, processing, infrastructure and other modifying factors, and how much of the proposed plan depends on material that is not a reserve.

How strong is the study, and how fragile are its economics?
Identify whether the company’s public case is an early assessment, pre-feasibility study or feasibility study. Check that a current technical report supports the headline result, and note who prepared or signed off on it as a qualified person. A study models a proposed project; it does not guarantee financing, construction, permits or production.
Inspect the assumptions behind the headline
Look beyond net present value (NPV) and internal rate of return (IRR). In the technical report, review:
- Effective date, ownership interest and mine plan.
- Metallurgy, expected recovery and any components that remain conceptual or rely on inferred material.
- Infrastructure requirements, construction capital, operating costs, taxes, royalties and closure costs.
- Commodity-price, foreign-exchange, labor and energy assumptions.
- Sensitivity tables, including whether results are pre-tax or post-tax and the discount rate used.
Compare the report’s key inputs with the date of the study and current project information. A positive modeled result can be fragile if it depends on favorable metal prices or recoveries, low costs or an optimistic schedule. Stress-test the case for lower prices and recoveries, higher construction and operating costs, delays, foreign-exchange movements and additional capital. Give more weight to downside cases than to a single headline NPV.

Cost-estimate confidence is project-specific. Paramount Gold Nevada’s 2026 Grassy Mountain feasibility technical report describes its feasibility-level capital estimate as having ±15% confidence and includes a 10% contingency. Those figures describe that report’s estimate; they are not a general accuracy standard for mining studies.

Build a funding runway from the company’s current cash and liquid investments to its next material milestone. Include corporate overhead, planned exploration and engineering, permitting, land or option payments, debt service and other commitments. Then compare the amount and timing of those outflows with the company’s stated schedule. Public filings by companies including i-80 Gold and Ur-Energy identify additional capital requirements and access to financing as risks; a development plan is not the same as committed funding.
Separate secured funding from hoped-for funding
For each stage, note the expected spend, the date it is needed and the source the company says will cover it. Distinguish cash on hand and committed facilities from a proposed equity raise, debt, streaming, royalty, offtake or joint-venture arrangement that is not yet secured. Ask whether the next milestone is funded, not merely whether management says it intends to reach it.

Model the effect on existing shareholders
If equity is needed, estimate the potential change in share count at more than one plausible financing price rather than assuming a single outcome. If debt or another project-level financing is proposed, assess the security, covenants, repayment burden, offtake economics and project exposure surrendered. The point is to understand how the funding path could change both ownership and the value left for current shareholders; filings do not establish a universal dilution rate for pre-revenue miners.
Which permits, rights and relationships remain unresolved?
A corporate timeline is not evidence that approvals are secured. Build a permit matrix from regulator records and the technical report, recording the approval, responsible authority, status, prerequisites, expiry or renewal terms and the project milestone that depends on it. Include environmental work, consultation and agency dependencies that could affect the schedule.
Check the underlying rights and obligations as well as permits:
Best Value
- Surface and mineral rights, claims, options, royalties and access.
- Water rights, reclamation bonding, tailings design, environmental baseline work and closure liability.
- Indigenous nations and local communities with rights or interests, documented consultation status, agreements, unresolved objections and benefit-sharing commitments.
Company risk disclosures identify permitting, environmental regulation, community protests—including by Indigenous groups—and conditions in foreign jurisdictions as material uncertainties. Verify the status project by project rather than treating a general schedule or management target as proof of approval or community acceptance.

Contained metal alone is a poor basis for ranking developers. Use the same axes for each issuer, and normalize the basis wherever the reports permit:
- Resource category, reserve conversion and amount of the mine plan dependent on each category.
- Study stage and effective date.
- Jurisdiction, ownership, permit path and outstanding approvals.
- Infrastructure needs, metallurgy and recovery assumptions.
- Capital intensity, operating costs and sensitivity to commodity prices and currencies.
- Cash runway, financing obligations and fully diluted share count.
- Royalties, streams, offtake agreements and other claims on project economics.
- Commodity exposure and the company’s execution record.
For resource comparisons, align ownership basis, cut-off grade and price assumptions, recovery, throughput, mine life and study date where possible. If those inputs differ materially or are not stated, a headline comparison may be misleading. These company examples illustrate disclosure and risk categories; they are not recommendations or a representative sample of investment outcomes.
Warning signs to investigate before relying on the company’s case
- Promotional materials emphasize inferred resources or contained metal but obscure the study stage, cut-off assumptions, ownership or effective date.
- An economic headline depends on favorable commodity prices or recoveries without meaningful downside sensitivity.
- Available and committed capital appears insufficient for the next milestone, while company materials imply a fully funded path.
- The permit schedule omits approvals, environmental work, consultation or agency dependencies.
- The technical report is old, important inputs have changed, or the issuer’s summary cannot be reconciled with the filed report.
No general probability of reaching production, typical dilution figure or average permitting duration is established by the cited company filings. Treat those outcomes as project- and issuer-specific rather than relying on an industry-wide number.
