Assess the bank, not just its ownership label. For an investment in an Indian public-sector or private-sector bank, compare its capital, loan quality, earnings, funding, concentration, governance and downside sensitivity using the same reporting dates and definitions. Public- and private-sector labels alone do not establish which bank is safer.

Start with comparable, bank-specific information

Because the title does not specify a country, this guide uses India, where “public-sector” and “private-sector” are common banking categories. Use each bank’s latest audited annual report and quarterly disclosures, and compare the same periods. RBI system figures provide context, not a substitute for a bank’s own numbers.

For each candidate, build a simple comparison using these axes:

  • Capital ratios, buffers and their direction.
  • Gross and net non-performing assets (GNPA and NNPA), slippages, provisions and recoveries.
  • Earnings drivers and sensitivity to rates and credit costs.
  • Funding sources, deposit mix, liquidity and maturity mismatches.
  • Borrower, sector and depositor concentrations; governance and operational controls.
  • Performance under plausible downside scenarios, followed separately by valuation.

Check the bank’s capacity to absorb losses

Compare Common Equity Tier 1 (CET1), total capital-to-risk-weighted-assets ratio (CRAR), leverage and buffers above applicable minimum requirements. A ratio is more useful when read with its trend: find out whether it is rising or falling and why. Review capital raising, dividend policy, risk-weighted-asset growth and how much of the capital base is common equity.

As dated system context, the RBI reported scheduled commercial banks’ CRAR at 16.8% and CET1 at 13.9% at end-March 2024. These are system-wide figures, not current readings for any individual bank. See the RBI’s June 2024 Financial Stability Report release, and use the bank’s latest filings for a decision.

Read asset quality beyond the headline NPA ratio

Read GNPA and NNPA together, then look for changes in fresh slippages, provision coverage, restructurings, write-offs and recoveries. Also inspect lending concentration by borrower, sector, geography and collateral type. A low aggregate NPA ratio can conceal a concentrated exposure or a recently expanded risky loan book; downturns and falling asset values can increase credit losses.

RBI reported system GNPA of 2.8% and NNPA of 0.6% for scheduled commercial banks at end-March 2024. The figures describe the system at that date, not the current credit quality of a particular bank. The same RBI release provides the dated system asset-quality figures.

Test whether earnings can hold up

Track net interest margin, cost of funds, fee income, operating expenses, credit costs, return on assets and return on equity across several periods. Ask what is driving profit: durable fee and interest income, or unusually low credit costs, rapid loan growth, a favorable rate environment or one-off gains? Consider how quickly loans and deposits reprice when interest rates change. Interest-rate and market risks can interact with other risks, so a strong recent profit does not by itself establish resilience.

Examine liquidity and funding stability

Compare liquid assets, deposit growth and mix, reliance on wholesale or brokered funding, concentration among large depositors, and the timing of asset and liability cash flows. Consider how quickly deposits might leave and which assets could be monetized under stress.

The Federal Reserve’s May 2026 report discusses uninsured deposits as an important funding-risk component and says funding risks for most US banks were roughly in line with historical norms at that time. That is US system context, not a conclusion about Indian banks. See the Federal Reserve’s Financial Stability Report.

Look for operational, governance and strategy risks

Financial ratios cannot show every vulnerability. Review audit qualifications, related-party exposures, risk controls, cyber incidents or service interruptions, legal and regulatory actions, management turnover and major strategy changes. Rapid expansion or entry into unfamiliar products is a reason to examine controls and concentrations closely. Supervisory guidance treats operational, strategic and reputational risks alongside credit, market, interest-rate, liquidity and country risks, and stresses considering their interactions. See the interagency supervisory guidance on stress testing.

Use stress tests as scenarios, not predictions

Ask how a bank might fare if credit losses increased while funding costs rose, depositors withdrew money, collateral values fell or rates moved adversely. These shocks may compound: losses can weaken capital just as funding pressure makes liquidity more valuable.

The RBI’s Annual Report 2024-25 describes a revised macro-stress framework for scheduled commercial banks. It uses adverse macrofinancial scenarios, bank-level projections of slippages and interest income and expenses, market risk in solvency testing, and a scenario horizon of 1.5–2.0 years. The methodology is described in the RBI Annual Report 2024-25.

A stress result is not a forecast of a bank’s future performance or share return. In its June 2024 release, RBI said the scenarios were hypothetical and that the results “should not be interpreted as forecasts.” The Federal Reserve likewise describes its US supervisory stress test as an assessment of whether banks can absorb losses and meet obligations in stressful conditions; its rules and results should not be treated as Indian requirements. See the Federal Reserve’s US stress-test description.

Compare ownership categories without assuming a winner

Apply the same measures and reporting periods to public-sector and private-sector banks. Compare capital headroom, asset-quality trends, loan and depositor concentration, funding, earnings resilience and governance disclosures. Add ownership or policy context only when a bank’s disclosures or official evidence supports it; the category alone does not establish a common risk level.

Keep business risk distinct from the price of the shares. A resilient bank may still be unattractive at an excessive valuation, while a low valuation may reflect risks that warrant investigation. Supervisory reports do not determine fair value or expected investment returns.

Know what deposit insurance does—and does not—cover

RBI states that DICGC cover is ₹5 lakh per depositor per bank for accounts held in the same capacity and in the same right. This is protection for eligible deposits, not insurance for bank shares, dividends or market value. The limit and account-ownership rule are described in the RBI Annual Report 2024-25.

DICGC reported that, at end-March 2025, 286.5 crore accounts with balances up to ₹5 lakh were fully protected—97.6% of all bank accounts. These figures describe deposit accounts and coverage, not the safety of an equity investment. See the DICGC Annual Report 2024-25.
