Assess the specific service, data, contract, and planned use—not just the provider’s name or certification. Before government information enters a cloud or AI service, identify what information it will handle, trace where that information goes, verify the exact service and its evidence, allocate control responsibilities, and confirm that the contract permits the use. FedRAMP certification is reusable security evidence; it does not, by itself, authorize an agency to use a service for every purpose.
Start with the contract and the information
Read the solicitation, award, task order, and incorporated clauses before selecting or configuring a service. Record the agency and contracting authority, the work the service will support, any access or location restrictions, and the information the service will process, store, or transmit. “Government data” is not one uniform category: public information, personally identifiable information (PII), controlled unclassified information (CUI), and covered defense information can raise different obligations.
For CUI, determine whether NIST SP 800-171 Rev. 3 applies to the nonfederal system and the agreement. Its scope concerns system components that process, store, or transmit CUI, as well as components that protect them, subject to the publication’s scope and exceptions. It is not a blanket rule for every government contract or every cloud service. Read NIST SP 800-171 Rev. 3.
FedRAMP applicability also depends on the actual use. Agency guidance says agencies must apply FedRAMP when acquiring cloud services to create, collect, process, store, or maintain federal information on the agency’s behalf unless an exclusion applies. Factors include whether sensitive federal information is involved, whether the service needs an agency-specific tenant or central administration, whether it integrates with agency enterprise security, and whether other agencies could reuse it. The same product may be in scope for one use and out of scope for another. See FedRAMP’s scope guidance.

Verify the exact cloud offering and its authorization path
Ask for evidence about the precise service offering, tier, environment, and configuration that the team intends to use. A provider’s brand or a certification for a different service is not enough. Review the certification package for its scope, inherited controls, provider responsibilities, secure configuration guidance, and current monitoring information. Then assess whether the offering and proposed configuration fit the data, mission, integrations, and risk tolerance.
FedRAMP describes certifications as reusable security evidence, while making clear that each agency authorizes its own federal information systems. The agency must assess its particular system and use—including its data, configuration, integrations, and agency-operated controls—and complete its authorization before use. Read FedRAMP’s 2026 agency-use guidance.
Trace the data and identify who controls each step
Map the information flow from users and endpoints through the cloud service, AI model, plug-ins, retrieval sources, telemetry, support operations, backups, and subcontractors. For each handoff, record the information sent, purpose, recipient, location, retention, onward transfer, and deletion method. Include outputs and derived information, not only uploaded source files.

Use the map to assign ownership. The provider may operate some controls, the agency may configure or operate others, and some may be inherited or shared. Confirm responsibility and evidence for each applicable area rather than assuming certification covers the agency’s configuration and operations.
| Area to assign | Questions to resolve |
|---|---|
| Identity and access | Who provisions and removes accounts, sets roles, enforces authentication, and reviews access? |
| Data protection and configuration | Who configures encryption, tenant separation, permissions, and secure settings, and who verifies them? |
| Logging and monitoring | Which party collects and reviews logs, monitors activity, reports vulnerabilities, and tracks remediation? |
| Incidents and forensics | Who detects, reports, investigates, preserves evidence, and supports the agency’s response? |
| Privacy, records, and integrations | Who governs collection and use, records retention, external connections, and onward disclosure? |
FedRAMP directs agencies to document the controls they implement, configure, operate, or inherit. NIST SP 800-144 is also a foundational reference on security and privacy in public cloud computing. NIST SP 800-144.
For AI, determine what happens to prompts, files, and outputs
Ask the vendor and verify in the applicable service terms or contract whether prompts, uploaded files, outputs, feedback, telemetry, or information derived from customer data are retained or used for training. Establish how tenant data is separated, whether customer authorization is required before model information derived from customer data leaves the environment, and whether plug-ins, retrieval systems, external APIs, or support personnel receive data.

- Compatible Models: Width: 13 9/16" (13.5 inch/344 mm), Height: 7 5/8" (7.6 inch/194 mm), Diagonal: 15.6" (396.24 mm) widescreen laptops which have a 16:9 aspect ratio. Not touchscreen compatible !!! Not fit for 16:10.Do NOT rely solely on your laptop’s diagonal size when ordering. Use a ruler to measure your screen’s visible area (excluding the black bezels). If the width reads 344mm and height reads 194mm, this filter is a perfect match for your device.
- Keep Information Privacy: Effective "black out" privacy from side views outside the 60-degree viewing angle. Designed for optical clarity when viewing from the front, a person not at the front of the screen can only see the dark side of the screen, so it protects buisness secrets and personal privacy
- Eye and Screen Protection: Privacy filter does not only protect your private life but also protects your eyes by blocking 30% of blue light , blocking the harmful blue light between 380 - 495nm, it filters out the blue light and relieves eye strain. Our laptop privacy screen also helps keep your screen safe from dust and scratches
- Perfect For Open Workspaces: Great for maintaining screen privacy in high traffic areas such as open work spaces, airports, airplanes, commuter trains, coffee shops and other public places, etc
- Easy Installation: Choose between 2 simple Options; Slide-On/Off or Mounted. Not touchscreen compatible
FedRAMP’s AI criteria call attention to enterprise features and a guarantee of data separation and protection, including that model information from training on customer data does not leave the customer environment without customer authorization. Treat these as diligence questions, not proof that a particular service or contract configuration meets them. Review FedRAMP’s AI criteria.

- Authorized use and disclosure: Is data limited to contract purposes? Are government-related data and service telemetry barred from unrelated use without approval?
- Retention and deletion: What happens to active data, backups, logs, and derived information during performance and at termination? Can the agency obtain return or deletion confirmation?
- Location and subcontractors: Are there geographic limits or exceptions? Which subcontractors can access or process data, and are they bound by equivalent duties?
- Incident response: What event triggers notice, how quickly must notice be given, by what method, and what cooperation is required for investigation and remediation?
- Audit and evidence: Can the agency obtain records and monitoring reports, inspect relevant evidence, preserve material, and secure forensic access when needed?
- Continuous assurance: What vulnerability information, remediation commitments, and ongoing monitoring evidence must the provider supply?
Contract terms vary by agency and award. For example, the Department of Transportation cloud clause on Acquisition.gov limits access, use, or disclosure of government data to contract-authorized purposes; restricts use of government-related data without prior written approval; provides for continuous monitoring and government audit access; and requires reporting of cloud-related cyber incidents within two hours of discovery. It also includes a U.S. data-location term with an exception. These are terms in that agency’s clause, not universal federal requirements. See DOT’s Part 1252 clauses.
For covered defense information, the cited DFARS provision addresses contractors using an external cloud provider to store, process, or transmit that information. It calls for security requirements equivalent to the FedRAMP Moderate baseline and specified cooperation involving reporting, malware, media preservation, forensic access, and damage assessment. Confirm the clause and version incorporated into the actual contract before applying it. Review DFARS Part 252.
Compare options against the same evidence
When evaluating alternatives, use the same questions for each exact offering and proposed configuration. Official guidance supports these comparison dimensions, but does not establish a universally best vendor.
