Assess GST 2.0 one product or service at a time. Verify its classification and legally notified rate, model how the change affects customer prices and pre-tax margins, review transactions that cross the effective date, and reconcile input tax credit (ITC), inventory, collections, and tax payments. Most revised rates took effect on 22 September 2025; specified tobacco products were excluded pending a later notified transition. Because that exception can change, check the current notification before updating affected products.

Which GST 2.0 rate applies to each product or service?

Start with a register of every material SKU and service. Record its HSN or SAC classification, current and former GST rates, effective date, and the applicable notification. Use the GST Council’s CGST rate-notification index to verify the formal rate and schedule. A broad description of a reform does not establish the rate for every individual item.

The general effective date for most changes arising from the 56th GST Council recommendations was 22 September 2025. The Council’s FAQ dated 3 September 2025 identified specified tobacco products—including cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco, and beedi—as phased exceptions whose new rate date was to be notified later. The 56th meeting press release also described the phased arrangement. Recommendations and summaries are not substitutes for the applicable legal notification; verify the current status before changing a product’s tax setting.

  • Keep a separate register row for each distinct classification and rate treatment.
  • Track the effective date alongside the rate so historical transactions remain auditable.
  • Flag products with a deferred transition rather than applying the general date automatically.

How should a rate change affect customer prices and margins?

For each affected line, capture the pre-tax selling price, old and revised GST rates, tax-inclusive price, and gross margin. Then compare distinct pricing choices. A rate reduction may give the business room to lower a customer’s tax-inclusive price, preserve some of the difference as pre-tax margin, or split the benefit. The government sources establish rate changes, not a particular pricing policy.

Scenario What to model What it helps answer
Full pass-through Reduce the tax-inclusive price to reflect the lower tax while holding the pre-tax price constant. How much does the customer price change if the business passes through the tax reduction?
Hold the tax-inclusive price Keep the customer-facing total price constant and calculate the resulting pre-tax revenue and margin. How much of the price difference is retained before tax?
Partial pass-through Reduce the customer price by some of the tax-related difference and model the remaining effect on pre-tax revenue and margin. What balance of customer price change and margin retention fits the business’s objectives?

Use the actual old and new rates and your own prices in the calculations; there is no single savings percentage that applies to every business. Price decisions may also depend on contract terms, competition, price points, distributor arrangements, and whether catalogues or labels display tax-inclusive prices. Treat these as business inputs, not as requirements established by a rate announcement.

How do you handle invoices around the effective date?

An invoice date by itself may not determine the applicable rate for a transaction that crosses a change date. The GST Council FAQ explains that section 14 of the CGST Act governs time of supply when a rate changes. Depending on the transaction, treatment can turn on when the supply occurred, when the invoice was issued, and when payment or an advance was received.

For each potentially affected transaction, capture:

  • the date of supply;
  • the invoice date; and
  • the date payment or an advance was received, if applicable.

Apply the statutory transition rule to the specific fact pattern. Do not automatically re-rate every open invoice based on the date staff issue it, and do not assume that the customer’s payment date controls every case. If the relevant dates straddle the effective date, have the transaction reviewed against the applicable section 14 treatment.

What changes for input tax credit and exempt supplies?

For purchases, check that tax was charged at the rate applicable to the inward supply and confirm the ordinary statutory eligibility conditions before treating it as credit. The FAQ says eligible ITC is credited to the electronic credit ledger. An existing ledger balance may be used against output tax liabilities subject to section 49 of the CGST Act and the rules; a rate change does not by itself mean every existing balance disappears.

If an outward supply becomes exempt under the revised schedule, identify the effective date and calculate any ITC reversal required under the Act for supplies made from that date. Do not assume all previously accumulated credit is refundable. The FAQ also discusses limits on refunds of accumulated credit arising from an inverted duty structure, so review the relevant statutory provisions and transaction dates before including a refund in a cash forecast. See the GST Council FAQ for its explanation of credit and exemption treatment.

How can you estimate the cash-flow effect?

Build a weekly or monthly working-capital bridge rather than treating the rate change as a standalone saving. Forecast the timing and amount of output tax due, eligible ITC expected, any required reversals, customer receipts, supplier payments, and stock purchased under the old rate. Show expected and delayed-credit scenarios, and clearly label any refund assumption.

The legal rules describe tax timing and credit eligibility; they do not determine your business’s cash result. That depends on your ledger balance, transaction dates, stock position, and collection and payment patterns. Separating those moving parts makes it easier to see whether a pricing decision changes cash receipts, tax payable, or only the timing of working capital.

What should you compare before changing prices or systems?

For pricing decisions, compare the expected customer price and demand response, pre-tax margin retained or surrendered, contract and channel communication requirements, and the time and error risk involved in updating billing systems, catalogues, and invoices. Include stock exposure and the timing of usable ITC or required reversals where they affect the decision.

If you are choosing how to implement the changes, assess your current accounting or invoicing system—or a manual rate-table process—against these operational needs:

  • effective-date handling for transactions on either side of the change;
  • classification controls that help prevent a rate being assigned to the wrong SKU or service;
  • an audit trail for tax-setting and invoice changes;
  • credit-note workflows; and
  • reports that can be exported for reconciliation.

This is a checklist, not an endorsement of a particular software product. A chartered accountant or GST practitioner can help with complex classifications, section 14 transition cases, exemption-related reversals, or uncertain refund positions.
