Assess the address, the building, and the likely costs separately. Official hazard maps can screen for location-level exposure, but they cannot tell you whether a particular high-rise or nearby property is safe, how a specific unit will feel in a heat wave, or what repairs and insurance will cost. Verify the precise property with local records, seller documents, insurance quotes, and—when warranted—independent professionals.

This guidance uses U.S. federal sources. If you are considering a unit in the high-rise, assess that building and unit; if you are buying a separate nearby property, assess its own parcel and structure. In either case, proximity to a high-rise does not establish the property’s hazard level. Local rules, maps, records, and insurance markets vary.

Start with the exact property and jurisdiction

Before comparing hazard results, confirm the street address, municipality and county, parcel, building name, unit, and ownership type. A condominium buyer may need records from the association or property manager as well as from the seller. Flood maps, building records, disclosure duties, and building-code requirements are jurisdiction-specific.

How to assess flood risk

Check the official map, then check local history

Search the address in FEMA’s Flood Map Service Center and review the latest available map, flood zone, and base flood elevation information where shown. FEMA identifies the center as the source for its latest available flood maps and address searches. Then contact the local floodplain manager and ask about flood history for the parcel and building.

A mapped designation is a screening tool, not a guarantee that flooding will or will not occur. CFPB reports that Special Flood Hazard Areas (SFHAs) have at least a one-in-four chance of flooding over a 30-year mortgage. That is a broad area-level characterization, not a forecast for a particular property; flooding can also occur outside an SFHA.

Ask which parts of the building have been affected

Ask the seller or property manager whether the building or unit has flooded, which areas and systems were affected, what repairs were completed, and whether insurance claims or disaster assistance were involved. For a high-rise, include entrances, parking, elevators, utility rooms, and other critical equipment in your questions. A flood map alone does not show how water could disrupt access or building systems.

Ask the local floodplain manager whether an elevation certificate is on file. The National Flood Insurance Program (NFIP) says an elevation certificate documents building characteristics, including first-floor height, and helps insurers assess risk. It may identify potential discounts but does not set an insurance rate. If one is needed, a surveyor, engineer, or architect may be able to prepare it.

How to assess heat exposure

Look at the block and the unit separately

Consult local heat-risk or urban-heat information, then inspect the property’s actual exposure: orientation, direct sun, shade, nearby pavement and roofs, vegetation, ventilation, and cooling equipment. In a high-rise, consider the unit’s floor, window exposure, and the condition and operation of the building’s cooling systems. Ask residents or management about hot-season comfort and outages, and review energy bills or system records if available.

Urban heat is not a single measurement. The U.S. Environmental Protection Agency (EPA) explains that air-temperature data better represent conditions people experience, while surface-temperature data can reveal fine-scale differences among roofs, pavement, and grass. EPA says, “A combination of satellite data for surface temperatures and data from monitoring stations or traverses for air temperatures offers the most complete picture of a city’s heat island.” Satellite surface readings alone do not establish air temperature or indoor comfort in a particular unit.

How to assess earthquake risk

Use regional maps as a screen, not a building rating

Use applicable U.S. Geological Survey (USGS) seismic hazard maps or model information to understand regional shaking potential. The USGS National Seismic Hazard Model map description includes a map using a 2 percent probability of exceedance in 50 years for ground acceleration at a firm-rock site. That probability level describes the map’s shaking measure; it is not the probability that a particular building will be damaged.

USGS notes that its displayed hazard is referenced to firm rock and that local geology can amplify ground motion. As the agency’s earthquake hazard FAQ puts it, “Published maps will only provide generalized, uninterpreted information about specific areas.” A map cannot substitute for evaluating the building or site.

Review the building’s design and history

Ask for the construction year, structural system, engineering or retrofit reports, permits, code-related records, and documentation of earthquake damage or repairs. For property-specific questions about site conditions or structural performance, consult an appropriately licensed structural or geotechnical professional. USGS says individual site studies must be arranged privately; it recommends checking state authorities for information about professional licensing and certification.

Verify records, repairs, and insurance before committing

Ask for documents and have repairs inspected

Request seller disclosures, repair invoices, engineering reports, building inspection records, mitigation documentation, and relevant association or property-management records. Ask about past disaster damage and how it was fixed, then have an inspector examine the repairs. Insurance claims or history may be available, but access varies. Disclosure rules and records access differ by state and locality.

Get quotes for your situation, not the seller’s

Obtain insurance quotes for the buyer’s intended ownership and mortgage arrangement. Compare premiums, deductibles, exclusions, limits, and the availability of separate flood or earthquake coverage; ask the lender and insurer what documentation they require. In the U.S., standard homeowners insurance typically does not cover flood damage, and a government-backed mortgage on a property in an SFHA generally requires flood insurance. Check the specific policy and lender requirements: a new owner may face a different risk-based premium from the seller.

CFPB reports that owners of high-risk properties can have difficulty finding affordable private coverage. If coverage is unavailable or unusually costly, investigate the risk and local insurance market more closely. A low premium is not evidence that a building is safe.

Protect the offer with suitable review periods

Consider an inspection contingency and time for any specialist review, subject to local law and transaction practice. For flood elevation questions, start with the local floodplain manager; for earthquake site questions, seek an appropriately licensed professional. Confirm that you can obtain the records, quotes, and inspections needed before your contractual deadlines.

Compare candidate properties on the same evidence

Use the same categories for each property so that a map result is not mistaken for a full risk assessment.

Comparison axis What to compare
Flood exposure Official map zone and available elevation information; local flood history; exposure of entrances, parking, and critical equipment; flood coverage availability and cost.
Heat exposure Block-level heat patterns; shade and surrounding surfaces; building orientation; floor and window exposure; cooling-system condition and operating costs. City-scale heat methods do not certify indoor conditions.
Seismic exposure Regional shaking hazard; site geology; structural system and design; construction and retrofit records; independent professional review when warranted.
Evidence quality Official maps and records, dated reports, permit history, disclosures, and documented repairs versus unsupported assurances.
Financial resilience Insurance terms, deductibles, exclusions, likely repair or mitigation costs, possible assessments, and available offer contingencies.

Apply the appropriate national and local hazard agencies, building records, and licensed professionals if the property is outside the United States; the U.S. maps, insurance practices, codes, and disclosure rules described here do not automatically apply elsewhere.
